Subsidies for research and innovation projects 2023

Barcelona City Council and the “la Caixa” Foundation have opened the call for subsidies aimed at funding research and innovation projects. The announcement of the call is made for the 2023 grant programme, provided for in the collaboration agreement between the two institutions, signed within the framework of the Barcelona Science Plan 2020-2023. The deadline for applications is 40 days from the day after the publication of the call for applications in the Official Gazette of the Province of Barcelona, that is, from 8 March to 17 April 2023, both included.

The Management of the Department of Culture, Education, Science and Community opens this call for grants for an amount of 2 million euros to be charged to the budget years 2023 and 2024. The allocation for each year is 1 million euros, of which 600,000 euros will be provided by Barcelona City Council and the other 400,000 euros by the “la Caixa” Foundation. The maximum amount of the subsidies for a single project will be 150,000 euros to cover the entire project. The projects submitted must be based on urban challenges that can be included in one of the two proposed themes: (A) community health and (B) sustainability and climate change.

The projects 

The projects must be original, without prejudice to the fact that they may be registered or may continue lines of research already underway by the applicants, must aim to provide scientific evidence to inspire future policy decisions in the city of Barcelona, and must justify in a plausible and reasoned manner the expected results that are estimated to be derived from their research process. They must also incorporate innovation and technology components as relevant elements of the proposals, and must consider the gender and environmental dimension.

Their maximum duration will be 18 months from the day after the publication of the final decision and their scope of action will be the city of Barcelona and/or its metropolitan area. In addition, projects may not have obtained a grant for the same project in the 2021 and 2022 calls for research and innovation, promoted by Barcelona City Council in collaboration with the “la Caixa” Foundation, or in the call for grants for young and emerging research projects 2022, of Barcelona City Council.

As for the requirements for applying for the subsidies, only projects promoted by a group of legal entities may be presented in this call. The groupings will have to be formed by a minimum of three legal entities legally constituted and active, working in cooperation to promote synergies and optimise the design, implementation and dissemination of the projects, to encourage partnerships between various actors.

The legal entities members of the clusters must fall into one of the following categories. Public and private universities, research institutes, public research organisations, other R&D centres with their own legal personality linked to public administrations or majority-owned by the public sector, irrespective of their legal form; public and private not-for-profit health institutions and entities; public and private not-for-profit entities that can make a positive contribution to the design, implementation, application and social impact of the project; companies, foundations, entities and business organisations linked, according to their corporate purpose, to the content of the project; and other organisations that contribute to the dissemination and popularisation of science or that carry out tasks to support scientific and technological transfer. In any case, among the groupings of entities there must be at least two institutions that have research as one of their main activities.
