General Call for Subsidies

On 18 December 2024, the Official Gazette of the Province of Barcelona (BOPB) published the announcement of the call for subsidies to carry out district and city projects, activities and services for the year 2024. In this edition, the thematic area of Science and Innovation (line p of the call) has a budget allocation of 400,000 euros.

The deadline for applications is from 9 to 29 January 2025 both inclusive. It is important to note that any application submitted after the deadline will not be accepted. In addition, it is compulsory to submit the application electronically through the electronic headquarters of the City Council.

 

Line P - Science and Innovation

To be eligible for this line, it is not compulsory to have a head office or delegation in the municipality of Barcelona, but the project must be developed in Barcelona, except in cases where the projection and repercussions for the city are sufficiently accredited. The projects presented must be non-profit-making. As for the period of execution of the projects in this line, this may be the calendar year (January-December 2025) or the school year (September 2025-July 2026). In any case, the application must specify in which modality (calendar year or school year) it is applied for.

Projects applying under the Y line of Science and Universities can apply under one of the following three categories (more information on the requirements and assessment criteria for each category can be found in the text of the call Open in a new window):

 

Pa) Scientific and academic congresses and events in the city

The aim of this modality is to subsidise activities and costs related to congresses and other scientific and academic events (conferences, seminars, presentations, etc.) that are particularly relevant for the city. These activities are mainly focused on an academic and research audience, to publicise or discuss new developments and other issues related to research or academic knowledge, beyond the fact that they may be open to the general public.

The projects presented in this category may receive up to a maximum of €15,000.

 

Pb) Education, dissemination and scientific culture

The aim of this modality is to subsidise proposals for projects, actions and/or activities of education, dissemination, scientific culture or art and science to be carried out in public spaces, cultural, scientific and/or educational facilities.

The maximum amount of the subsidy is EUR 10,000 per project.

 

Pc) Support for participatory research activities

The aim of this modality is to support, by subsidising specific activities or needs, projects promoted by research entities or groups that develop their research based on participatory methodologies and that respond to urban challenges such as the well-being of people, sustainability and the fight against climate change within the framework of the United Nations Sustainable Development Goals.

In the framework of this call, "participatory methodologies" are understood as those based on co-creation, integrating research and innovation processes in real environments and situations, and involving various actors and non-scientists from the identification and generation of the research question to the implementation of the research and dissemination of the results (e.g. citizen science, living labs, citizen laboratories, etc.).

The maximum amount of the subsidy will be EUR 10,000 per project.

FAQs

Applicants for the subsidies referred to in this call for applications may be legal entities and individuals who must carry out the activity for which the subsidy is intended, with the particularities specified in point 17 "Specific requirements and assessment criteria" of this call for applications, depending on the thematic area for which they are applying.

The applicant must have a registered office or delegation in the municipal district of Barcelona, except in the cases specified in point 17 "Specific requirements and assessment criteria" of the call, in order to be a beneficiary. In the particular case of line P of Science and Innovation, it is not compulsory to have a registered office in the municipal district of Barcelona, provided that the project is carried out in Barcelona, except in cases in which the projection and repercussions for the city are sufficiently accredited.

 

 

The deadline for submission of applications is from 9 to 29 January 2024 both inclusive. Any application submitted after this deadline will not be accepted.

 

The application must be completed and submitted through the electronic office of the City Council Open in a new window, following the instructions indicated in this procedures portal and in the document "Guide for the application of cross-cutting criteria Open in a new window" on the municipal website.

To formalise the application, it is necessary to provide the following documents, duly completed and signed:

  • Basic document 1. application form generated by the Barcelona City Council's Procedures Portal from the form to be completed electronically by the applicant. The form contains a declaration of responsibility, which replaces the presentation of administrative documentation at the time of application.
  • Basic document 2. Project description document. This must be attached to the application form of the Barcelona City Council's Procedures Portal, using the model established and published on the municipal website Open in a new window.

Each application submitted will correspond to a single project, indicating a single modality code (thematic area, specific programme and territorial area) for which you wish to apply.

  • The project must have objectives and aims that coincide with those set out in this call for proposals.
  • The activities or services must complement or supplement municipal competence in these matters.
  • The activities must be carried out in the municipal district of Barcelona, at district or city level, or outside the city, if they are considered to be of interest for the external projection of the city, or if the corresponding modality provides for it, the repercussions of these activities on the city must be sufficiently accredited.
  • The activities to be carried out must be non-profit-making; otherwise, they must revert to the subsidised activities themselves.
  • That the applications submitted avoid discriminatory and/or sexist language in their wording and use inclusive language and non-stereotypical images in internal and external communications.
  • That the proposed activities or services are consistent with municipal values, policies and practices, especially in terms of sustainability and gender mainstreaming.
  • The project must not be the same or similar to others of the same natural or legal person or applicant with which the City Council already collaborates within the framework of another call for subsidies, or through an extraordinary subsidy (direct, nominative, with or without an agreement) or similar to a municipal contract.
  • The project must be feasible, taking into account the circumstances at the time the application is submitted.
  • The planned activities must begin and end within the year covered by the call for proposals or within the 2024-2025 school year, if so specified in the thematic area for which the application is made.

Pa) Scientific and academic congresses and events in the city

  • The congress or event must respect the values and principles of Barcelona City Council, especially in terms of gender equality, non-discrimination, respect and tolerance of diversity and sensitivity to the climate emergency.

Pb) Education, dissemination and scientific culture

  • That they link the scientific field and the artistic, cultural and/or educational world (taking into account lifelong learning) with the general public or with specific but non-specialised groups.
  • That the content, objectives or purpose of the proposals are related to issues addressed by the local research fabric, understood as research centres, scientific institutions or facilities, or cultural, artistic, educational and scientific dissemination entities in the territory of Barcelona or its Metropolitan Area.

Pc) Support for participatory research activities.

  • The scientific research to which the application is linked must contribute to the reflection, broadening of knowledge and proposal of innovative responses to the social and environmental challenges facing Barcelona as a city and metropolitan conurbation. These are not problems that exclusively affect the city and its metropolitan area, but are of particular relevance to the day-to-day life of the city and its citizens.
  • It is not required to present an original research project, but it is required to explain in which project or research objective the activity or need to be covered is framed, what degree/type of involvement is expected from the public, how it will benefit the community or the people involved, how the results will be made known whether the principles of open science are subscribed to and how the will have a positive impact on the continuation of relevant research activities in the sense of the above requirements.

The following expenses are eligible insofar as they undoubtedly correspond to the nature of the subsidised activity and are incurred within the period of execution of the project, activity or service, provided that the thematic area in question does not indicate the contrary to point 17 "Specific requirements and assessment criteria" of this call for proposals:

 

  • Payroll and Social Security of permanent and temporary staff paid by the legal or natural person.
  • Rentals: leasing of real estate and movable property.
  • Supplies: water, electricity, gas and fuel.
  • Communications: telephone, mail, courier services.
  • Office consumables: paper, printed matter, photocopies and other office supplies.
  • Insurance.
  • Expendable technical or production material necessary for the development of the activity.
  • Work carried out by other companies: cleaning, security, maintenance, activities directly linked to the development of the activity/project, project audit (only if required as justification for this subsidy, for a maximum amount of 5% of the value of the project with a ceiling of €3,000).
  • Staff allowances: amounts of the allowances of contracted staff and volunteers (travel, accommodation and meals), in accordance with the Mayor's Decree on Regulations on fixed cash advances and expenses for allowances, travel and representation, approved on 8 June 2018 and published on 27 June 2018.
  • Taxes, when they are paid directly by the beneficiary legal or natural person.
  • The depreciation costs of the assets acquired or of the investment works on the real estate used during the implementation of the project. However, the eligibility of depreciation expenditure is subject to the following conditions:
    • That the subsidies have not contributed to the purchase of assets.
    • The depreciation must be calculated in accordance with generally accepted accounting standards
    • The cost must relate to the eligible period.
  • Other costs depending on the thematic area for which the application is made and which, if applicable, are detailed in point 17 "Specific requirements and assessment criteria" of this call for proposals.

 

Once the application has been accepted, the project will be assessed in accordance with the established Criteria, so that the competent committee can issue the mandatory report for the provisional resolution proposal of the instructing body.

If there is a tie in the total score between several applications, the date and time of submission of the application will be used as the tie-breaking criterion, with the application submitted first being considered. If this criterion does not produce a tie-breaker, it will be decided by drawing lots.

If during the assessment of the project an error is detected in the modality chosen by the applicant, the application may be included in the area to which it is best suited.

The day after the publication of the provisional resolution in the Official Provincial Gazette, a period of ten working days will be opened to present the supporting documentation required in the same announcement.

In the event that this supporting documentation, listed below, is not presented, the subsidy will be denied in the final decision:

  • Documentation accrediting that the head office or branch office is located in the municipality of Barcelona (except in the modalities indicated).
  • Documentation accrediting that they are up-to-date with their tax and fiscal obligations and reimbursement obligations with Barcelona City Council and the State Tax Administration Agency (AEAT), as well as with the Social Security (TGSS), the Municipal Institute of Finance (IMH) and other administrations.
  • Documents justifying the subsidies previously received by Barcelona City Council or its municipal bodies, to be submitted through the corresponding procedure or register.
  • Documentation identifying the applicant, in the case of legal entities: NIF, Articles of Association, Registration in the corresponding Register, NIF and powers of attorney of the legal representative or natural persons: NIF. It will not be necessary to present this documentation in the case of organisations registered in the General Register of Citizen Organisations of Barcelona City Council, with updated documentation or by presenting proof of completion of the registration or modification procedure, within the deadline for rectification, in the virtual office procedure "Registration, modification of data and deregistration from the General Register of Citizen Organisations".
  • For subsidies of €10,000.00 or more, a declaration of transparency with information on the remuneration of their management or administrative bodies, for the purposes of making them public.
  • For s of more than €30. 30,000, when the beneficiary of the subsidy is a natural or legal person, other than public law entities, with profit-making purposes subject to Law 3/2004, of 29 December, a declaration of responsibility to accredit that the eligible expenses incurred in its commercial operations have been paid within the payment deadlines established in the applicable sectoral regulations or, failing this, in those established in Law 3/2004, of 29 December, which establishes measures to combat late payment in commercial operations.
  • Other documents required in each of the thematic areas.

The maximum period for the final decision will be six months, starting from the end of the deadline for submitting applications. Failure to reach a decision within this period will entitle interested parties to consider their applications for subsidies to have been rejected, due to administrative silence.
