Participation in the European SafeSkills project to improve urban coexistence and security

Barcelona City Council, through its Directorate for Prevention, is taking part in the European project SafeSkills (Interreg Europe 2025-2029), an initiative jointly funded by the European Union and aimed at guaranteeing the availability of qualified professionals in the sectors of urban security and coexistence.

Headed by Business Tampere (Finland), the project has six main partners and two associated political authorities. Its goal is to improve regional security and resilience policies through inter-regional cooperation and the exchange of knowledge between European cities.

SafeSkills tackles key themes such as industrial and environmental security, cybersecurity and professional training in security and protection.

The project is due to run until 2029 and will help improve the resilience of European cities before new social and technological challenges.

Barcelona’s role in the project

Barcelona is contributing to the project with its Local Security Plan, which has the goal of promoting social cohesion and reducing conflicts in the city through mediation and the prevention and alternative resolution of conflicts.

This strategy, focusing on proximity and collaboration with different areas, tackles social and physical factors alike which generate disorder in public spaces, the goal being to ensure a safer and more inclusive environment for all.

Benefits and impact hoped for

Participation in SafeSkills will enable the City Council to:

  • Improve internal skills in conflict management and mediation.
  • Strengthen European cooperation networks with other cities and institutions.
  • Develop new initiatives to prevent urban conflicts and foster coexistence.
  • Share the Barcelona model of security and cohesion with other regions.

Barcelona will host a European fact-finding visit in 2027, with representatives from other cities getting a first-hand insight into its local prevention and coexistence policies.
