Barcelona continues to be the city with the highest level of social investment per head in the Spanish state, according to a report by the National Association of Social Services Directors and Managers (ADYGSS), which analyses the budgets of local councils in municipalities of more than 20,000 inhabitants.

The figures show that the city prioritises social policies as an essential way for ensuring cohesion and equal rights. Based on the budgets published by the Ministry of Finance and Civil Services, the study recognises Barcelona for its social excellence in 2023, for having met all the requisite established by the ADYGSS.

The criteria are to accredit social investment in 2023 of more than 200 euros per inhabitant, not to have reduced the social budget compared to the previous financial year, that the budget devoted to social affairs is more than 10% of overall spending and that the data appear on the transparency portal of the municipal website.
