Measures to combat Covid-19

Given the surge in the number of cases of COVID-19, the Spanish government has declared a state of emergency (ES) so that Spain’s regional governments can adopt the necessary measures for containing the pandemic.

It is within this framework that the Catalan government has approved new measures for preventing outbreaks, and is restricting people from entering or leaving Catalonia and, during weekends, their municipality they reside in. The 10 pm to 6 am night-time mobility restriction will continue.

The Catalan government is the authority responsible for adopting, abolishing, amending and implementing measures to prevent infections. Under the new Catalan Territorial Civil Protection Plan (PROCICAT), at the metropolitan level, municipalities in the Barcelona Metropolitan Area are working together with the Catalan government to contain outbreaks.

Barcelona City Council has been playing a key role in the management of the healthcare and economic crisis caused by the coronavirus pandemic, and has been working hard with its finances and resources to offer city residents all the services, aid and protective measures they need in these truly exceptional times.

The Catalan government has authorised a new series of restrictive measures in response to the surge in COVID-19 cases. The new decision (ES), as approved under the Catalan Territorial Plan for Civil Protection (Procicat), came into force on Friday, 30 October, and restricts people from entering or leaving the region of Catalonia and, during weekends, municipal boundaries too. The measure will last for fifteen days.

The 10 pm to 6 am night-time mobility restriction will continue.

The following are the main restrictions and recommendations in force:

Restrictions on people entering and leaving

No one may enter or leave Catalonia, except when their travel is appropriately justified, on the following grounds:

  • To attend social and healthcare facilities.
  • To fulfil professional obligations.
  • To attend school or university, including nursery.
  • To go back to your usual home.
  • To look after elderly people, children or people dependent on others or with a disability.
  • To go to the bank.
  • To appear in court.
  • To renew official documents.
  • To take official tests or exams that cannot be postponed.
  • To attend official and professional sports competitions.
  • For other reasons of force majeure.

In addition, no one may enter or leave their residential municipality during weekends, from 6 am Friday to 6 am Monday, subject to the same exceptions for entering or leaving Catalan territory.

Other exceptions include travel within the same county to visit cemeteries on 31 October and 1 November to mark All Saints Day and to do individual outdoor sports activities between municipal boundaries.

Travel

Night-time travel from 10 pm to 6 am is banned, but with the following exceptions:

  • Travel for emergency healthcare assistance and to purchase pharmaceutical products.
  • Travel to and from work or for work-related reasons (this requires a certificate from your employer).
  • Travel to provide urgent care for elderly people, children or people dependent on others or with a disability.
  • Travel by professionals and volunteers for essential, healthcare and social services.
  • Emergency court appearances.
  • To go back to your usual home if you have been away.
  • To walk a dog between 4 am and 6 am.
  • For other reasons of force majeure.

In addition, you may return home from school or university (return travel allowed up to 11 pm).

Anyone who has to travel for reasons of force majeure must take along a personal-responsibility certificate.

Reducing mobility as much as possible

As a general rule, it is recommended that journeys outside the home should be limited as much as possible, along with the use of public thoroughfares.

Limiting social gatherings as much as possible

Social gatherings are limited to a maximum of six people, both in public areas and in private, except for groups whose members regularly live together.

When these meetings are held in public spaces, the consumption of food or beverages is not permitted, except for groups of students who go on an excursion.

People with Covid-19 symptoms, or who have to self-isolate or be in quarantine for any reason, may not take part, under any circumstances.

You are recommended to limit contact to the members of your household, which may include close family, carers and people who provide support to avoid isolation and loneliness.

The members of one household may have contact with a wider group of people, who must always be the same, within the framework of family, work, school or leisure relationships. This group of people must remain as stable as possible.

In social gatherings, you must continue to maintain essential measures, including social-distancing, hygiene and protection, by means of wearing a face mask.

Promoting teleworking

Worker mobility needs to be limited as much as possible, remote work has to be enabled and flexible working hours encouraged.

When this is not possible, measures must be adopted that ensure that the minimum interpersonal safety distance can be maintained, or offer protective equipment that is appropriate to the level of risk. Furthermore, cleaning and disinfection measures adapted to each centre must be adopted.

The use of a face mask is obligatory in a workplace environment whenever the work space is for public use.

Closure of bars and restaurants

Restaurant activities in all kinds of venues and establishments are suspended.

Cafés, bars and restaurants may only provide a takeaway service until 9 pm, with prior appointment,  and a home delivery service until 11 pm.

Hotel restaurants may remain open but may only serve guests staying with them.

Shops and service companies

Shops and service activities must close at 9 pm and may not open again until 6 am, except for pharmacies.

The maximum customer capacity for retail shops is limited to 30% of their total permitted capacity. 

Collection systems can be established from the premises of the products purchased by telephone or online.

Establishments and commercial premises of more than 800 m2 must reduce the surface area in use to the said size and reduce their capacity to 30%.

Shopping centres will remain closed, with the exception of the establishments selling essential products that are located inside them and those with an area of ​​less than 800 m2 that can be accessed directly from the street.

Services involving close personal contact are banned, except for hairdresser's and essential, healthcare or social-healthcare services.

Religious and civil ceremonies 

Attendance at religious services, weddings, burials, cremations and farewell ceremonies is limited to 30% of the venue’s full capacity. 

Public transport

Public transport will maintain 100% of their services.

Cultural activities 

Performing arts and music events, both indoors (theatres, cinemas, auditoriums and concert halls) and outdoors, are suspended.

Libraries

Libraries will only provide return and loan services.

Museums, exhibition halls and archives

Museums, exhibition halls and archives will operate at 33% of capacity.

Civic facilities

No face-to-face civic or community activities are allowed in civic facilities.

Exempted from this are programmes and activities involving social-educational intervention, educational recreation and free-time education in children’s and adolescents’ leisure and youth-support programmes, as well as social and personal intervention activities, such as soup kitchens, hairdressing and podiatry.

Leisure and recreational activities

Parks, amusement parks and establishments offering private children's leisure activities in enclosed spaces are closed to the public. 

Public parks and gardens may be used until 8 pm.

Sports activities

Sports venues and facilities are closed to the public, except for high-performance centres.

Sports competitions are postponed, except for national, international and professional competitions. 

Individual sport activities may be carried out outdoors on the public road and between adjoining municipalities.

Closure of amusement arcades and bingo halls

Amusement arcades, casinos and bingo halls will be closed to the public.

Schools and universities

Primary and secondary schools remain open.

Face-to-face activities in baccalaureate centres and vocational studies are reduced.

In universities, face-to-face theory lessons will be held online.

Extracurricular and sports activities not organised by the educational facilities themselves are suspended.

Congresses, conventions, commercial fairs and big annual festivals 

The holding of in-person congresses, conventions, commercial fairs and big annual festivals is suspended.

Night-time leisure

Nightclubs, dance halls and entertainment venues, as well all venues with a dance floor that play music, will continue to be closed to the public. 

Ban on smoking in public streets and squares

Smoking will continue to be banned on public streets and squares, whenever the two-metre social distance between individuals cannot be maintained. This restriction will also apply to the use of any other tobacco-inhalation device, water pipes, hookahs, etc.

Penalties

In order to tackle the health crisis caused by Covid-19, the project for Decree Law 30/2020 (CA), of 4 August, approved by the government, establishes three types of infringements for non-compliance with health and prevention measures, along with their respective penalties.

This decree also regulates the violations of the new restrictive measures on night-time mobility and closing times for commercial, cultural and sports activities.  

  • Minor infringements

Infringements will be classified as minor when they represent an infection risk to a maximum of 15 people.

Non-compliance with the use of face masks or their inadequate use will be considered a minor infringement, with a fine of €100.

The shared consumption of alcoholic drinks in public streets and other places open to the public, without the corresponding operating licence, will be considered a minor infringement, with a fine of between €500 and €3,000

Minor infringements may lead to fines of up to €3,000.

  • Serious infringements

Infringements will be classified as serious when they represent an infection risk to between 15 and 150 people.

Non-compliance with occupancy limits in enclosed or outdoor spaces, non-compliance with opening hours and closing times for different types of establishments and activities, and non-compliance with prevention and hygiene measures adopted by the authorities will be considered as serious infringements. 

Holding events or activities which have been expressly prohibited will also be considered a serious infringement.

Fines for serious infringements will range from €3,001 to €60,000.

  • Very serious infringements

Infringements will be classified as very serious when they represent an infection risk to more than 150 people. 

Infringements considered to be very serious include reiterated non-compliance with obligatory self-isolation, agreed by the competent authorities, by people who have tested positive for Covid-19, and reiterated non-compliance with the protocols, plans and instructions received from the competent authorities. 

Very serious infringements may lead to fines of between €60,001 and €600,000.

Safety and protection

We're continuing to act with caution to prevent a new outbreak of Covid-19.

  • Face masks are an additional protective measure, provided they are properly used, but they are in no way a substitute for the most effective preventive measures: keeping a safe distance from others and cleaning your hands frequently.

    As from 9 July, it will be mandatory to wear a mask in Catalonia, in public streets and squares, outdoors and in public spaces, inside or outside, even where social distancing can be maintained.

    Thus, it is currently mandatory for anyone over the age of 6 to wear a mask:

    • On public transport, whether inside vehicles or at stations or stops.
    • In public streets and squares and outdoor spaces, even though are unable to keep a safe distance of at least 1.5 metres from others.
    • In any enclosed space used by or open to the public, even though are unable to keep a safe distance of at least 1.5 metres from others.

    Failure to abide by this measure will lead to fines under the current sectoral legislation in force.

    Exceptions

    Wearing a mask will not be mandatory:

    • For people with breathing difficulties that may worsen from wearing a mask.
    • For people who have been advised against wearing a mask owing to a health issue, disability or behavioural disorder.
    • For individuals who are unable to remove their mask on their own (without help) when they need to.
    • When doing physical exercise or sport. 
    • In force majeure circumstances or in a situation of need.
    • Where wearing a mask would be incompatible with the nature of the activities.
    • For people eating or drinking.
    • During activities restricted to stable household groups in schools and in infant and youth leisure activities.
    • In stable household groups.

    And wearing a face mask is also recommended:

    • For all children aged between 3 and 5 in situations where wearing a mask is mandatory for everyone else.  
    • At home, if you are self-isolating or if you are looking after a sick person or someone suspected of being sick.

    What’s the right way to put on and take off a face mask?

    • Before putting it on, wash your hands and position the mask so that it covers your nose and mouth.
    • Don’t touch it once you’ve put it on. If you touch it, wash your hands. 
    • To take the face mask off, hold it from the back or the elastic threads which hold it in place, without touching the part that might be infected. Then wash your hands straight away.

    Face masks need to be changed as soon as they get damp or wet.

  • You should also respect social distancing recommendations during this phase:

    • Always maintain a safe distance (1.5 meters) from other people.
    • Avoid crowds, both indoors and outdoors.
    • Use common sense and show respect towards other people.
    • If you have to help vulnerable people, avoid direct contact with them. Contact them by phone and, if you do their shopping, leave it just outside their door so they can pick it up from there.
    • Share these tips with the people around you.

  • Once the lockdown exit process ends it’s very important to keep applying the recommendations to prevent infection:

    • Wash your hands frequently.
    • Avoid touching your face, particularly your eyes, nose and mouth.
    • Use a face mask whenever it is obligatory.
    • Maintain the minimum safety distance of 1.5 metres from other people.
    • Sneeze or cough into the inside of your elbow or use a tissue. Then throw away the tissue and wash your hands.
    • Avoid sharing utensils, food or drink.

  • Senior citizens, people with respiratory disorders and pregnant women are considered the most vulnerable groups when it comes to the coronavirus.

    If you have any family members, neighbours or acquaintances who fall into any of these groups and need help, you can offer to bring them their shopping or essentials or to do anything else they may need.

    As for senior citizens, you can phone them every day and ask about their health and their situation. Find out if they are emotionally well, if they are following the recommended hygiene and care routines, and make sure they have the healthcare they need. They shouldn't feel alone; they should know they can count on you.

  • Barcelona City Council has transferred the use of 45 municipal spaces to primary healthcare centres (CAPs) for the purposes of facilitating the current flu-vaccination campaign.

    The transfer is being made to ensure that, given the COVID-19 context, primary healthcare care services will have sufficient space for the vaccination campaign and for maintaining their usual daily activities.

    The spaces transferred include day centres, community centres, old people's centres and libraries.

    The transfer will be for an initial period of three months and CatSalut will be bearing the resulting expenses.

  • Given the increase in the number of Covid-19 cases, Barcelona has increased the number of civic officers and information staff in its streets to 277 people.

    Their work consists of informing people about the protective hygiene and social distancing measures needed to avoid infection and the obligation of wearing a face mask. The teams also include mediators in case messages need to be given in other languages or for situations where risks are higher.

    This measure is promoted by the ‘Grup Barris Bon Confinament’ (Good Lockdown Neighbourhoods), a group created in April and coordinated directly from the districts, particularly where there are neighbourhoods with more positive cases. 

    Their goals are as follows:

    • Strengthen essential municipal services in these neighbourhoods. 
    • Reduce the number of pedestrians continuing to use public spaces without respecting the state of emergency. 
    • Support city residents suffering the lockdown in a precarious situation. 

    Messages given over PA systems have also been updated. These messages are used by the City Police (GUB) to remind people about the health and safety measures. In addition, cleaning services have been bolstered and adapted around primary healthcare centres, hospitals, elderly people’s homes and places where local people rest and relax.

Safe, sustainable mobility in a new public space

We’re adapting public space and mobility to the recovery of daily life in the city so we can get around safely, sustainably and healthily.

  • As from 14 September, the date of the start of the new school year, the front door of buses is opening once more to let in passengers just like before the health crisis, now that protective driver screens have been installed in over a thousand vehicles belonging to the fleet. 

    Provided with fixed protection, drivers are able to carry out their usual customer-assistance work, such as exchanging defective travel cards and bus passes. However, they will not are selling single travel tickets, which can only be purchased and validated by mobile phone.

    Ticket inspections is also resume on buses, with appropriate preventive measures for staff. 

    Maximum capacity 

    To meet the increase in demand for the start of the school year, the public transport networks are at maximum capacity. The metro has extra morning services for lines 1 and 5, during both peak (6 am to 10 am) and off-peak (de 10 am to 1 pm) times. There are extra afternoon services for lines 1, 2 and 5, during off-peak (1 pm - 5 pm) and peak times (5 pm - 8 pm).

    That means 159 trains are operating during peak times in the morning (4 more than at the start of the 2019-2020 school year) and 148 trains at peak times in the afternoon, (11 trains more than in 2019).

    Metro users are advised to avoid travelling during peak times if possible. 

    The busiest stations have employees and safety staff working to ensure appropriate flows of users and help them to comply with hygiene rules and regulations. To enable frequent hand cleaning, 127 free hand sanitiser dispensers have been installed in 72 metro stations. 

    As for the bus network, some 900 vehicles are operating during morning peak times, as in 2019.

    New 141 and 175 bus lines

    It already works the new 141 bus line (Esquerra de l’Eixample), which connect the Sant Antoni and Esquerra de l’Eixample neighbourhoods with Plaça de Francesc Macià.

    And the route 75 has become the new 175 line (Les Corts), to provide better service for travelling to the district's schools. This new local line connect Riera Blanca with schools located along Av Esplugues and the Zona Universitària.

  • The Councillor’s Office for Mobility of Barcelona City Council is promoting the labour mobility pact, a public-private partnership with social and economic companies and organisations in the city, as well as with operators of the mobility ecosystem, which aims to achieve a more sustainable and efficient commuting model in Barcelona and its metropolitan area.

    This initiative is the result of mobility coming to a complete stop during the Covid-19 lockdown and aims to emphasise the following principles:

    • Workers’ health, quality of life and work-life balance. 
    • Sustainability and the environmental quality of our surroundings.
    • Public-private partnerships, competitiveness, productivity and shared corporate social and environmental responsibility.

    Objectives

    To reduce congestion, pollution, noise and economic losses and wasted time — as these factors reduce competitiveness, and negatively impact health and safety — with measures such as the following:

    • The promotion of teleworking.
    • More flexible working times in order to avoid rush hours.
    • A more rational use of time by means of a timetable reform.
    • Company commuting plans.

    To contribute to the recovery of activities, the economy, commerce and people’s social lives.

    To help with the recovery and improvement of public transport, flattening the demand curve at peak times in order to improve its supply and service.

    To foster multi-modal, shared and integrated commuting on public and private sustainable Mobility-as-a-Service (MaaS) platforms.

    To help raise public awareness and accept joint responsibility for the impact of mobility on our surroundings and the need for a sustainable, multi-modal and efficient model for work-related and professional mobility.

  • Given the lifting of the mobility restrictions caused by the health emergency and the resumption of activities, Barcelona will be extending the measures to promote safe, sustainable, healthy and efficient mobility through new interventions.

    These initiatives will gradually transform public spaces and turn Barcelona into a healthier, more human city with shorter distances. The new series of initiatives, planned for this coming October, will involve an investment of 2.17 million euros (VAT included) and feature measures for promoting travel on foot and by bicycle and improving public transport, which are the main recommended travel options:

    On foot

    In addition, an initiative has been carried out at the junction between C/ Rocafort with C/ Consell de Cent, where pavements have now been widened, to bring extra space for citizens with 17 square metres of greenery, urban furniture and recreational features.

    Bicycle

    • Added to the 21 km of new bike routes (pedalling routes) along 10 of the city’s roads, will be an extra 8 km with two new bike routes along C/ Aragó (between Av Meridiana and C/ Tarragona, which will enable cyclists to cross the entire Eixample district) and along P de la Zona Franca (between Plaça Cerdà and Motors, with new single-direction bike routes on both sides). This will involve some traffic lanes being replaced with bike lanes or combined lanes for bikes and buses.
    • Bicing (ES): 97 new stations and hygiene measures for the use of bicycles. The new stations mean the service will reach neighbourhoods that were not previously covered by the network, such as Marina del Prat Vermell, Trinitat Nova, Canyelles, Vall d’Hebron, Vallcarca and Penitents, Clota, Carmel, Verdun, Roquetes and Ciutat Meridiana.

    Public transport

    Initiatives will be carried out to improve the city’s bus-lane network and access to stations:

    • Av Esplugues: new bus lane into the city, replacing a traffic lane.
    • Av Diagonal (Pius XII-Zona Universitària): creation of a second bus lane out of the city, replacing a traffic lane.
    • Av Diagonal (Francesc Macià-Aragó): expansion of bus lanes in both directions. A Besòs-direction traffic lane will be removed.
    • Gran Via (Passeig de Gràcia-Marina): creation of a second bus lane along the central trunk in the Besòs direction. A Besòs-direction traffic lane will be removed.
    • Improvement of access points to Sants Station.
    • Improvement of access points to Nord Station.
    • Improvement of the access point to the Sant Andreu Arenal Bus Station.

    The first initiatives

    Barcelona has already implemented its first set of immediate and emergency initiatives to prevent the establishment of the trend towards private vehicle travel and to ensure the public's safety.

    These initiatives have helped to bring pedestrians an extra 30,000 m2 through traffic-calming measures, closures to traffic along avenue side roads and tactical pavement expansions; an extra 21 km of bike routes; 17 initiatives for improving bus lanes; safe routes by cutting daily traffic on 60 secondary roads; pavements freed from motorbike parking and 347,100m2 of big avenues and 376 ha of Montjuïc closed to traffic during weekends.

  • The daily closure to traffic of 34 side streets from 9 am to 9 pm continue, except for accessing car parks and for service vehicles.

    The restrictions on motor vehicles on these streets will thus be made permanent in Barcelona, which will free up 41,700 m2 for pedestrians to get around safely.

    More than 43,000 m2 of pavement space is to be freed up for pedestrians through the removal of parked motorcycles, with conditions also to be created for them to park on road surfaces or in underground car parks.

    And the “Open Streets” programme has been resumed.

  • An operation is under way to remove motorcycles from pavements and free up more space for pedestrians.

    This is one the urgent measures being carried out by the City Council to adapt public space to new mobility and the safety recommendations from the health authorities, given the need for wider and safer spaces for journeys made on foot.

    It is being implemented in 20 areas in the city (two per district) and four streets (Via Laietana, Consell de Cent, Girona and Rocafort), where a notable accumulation of motorcycles parked on pavements has been found to be hampering the movement of pedestrians.

    The following measures are to be taken in these areas:

    • Elimination of parking spaces on pavements.
    • Installation of signs prohibiting the parking of motorcycles on pavements where applicable.
    • Notifications placed on motorcycles parked in these areas, issued by the GUB (city police) and warning of imminent penalisation if the vehicle is not removed.
    • Start of reporting and removal of motorbikes if necessary.
    • Regular checks by Barcelona de Serveis Municipals (BSM) security staff to prevent parking in these spaces again, as well as the regular tasks carried out by the police.

    Car parks and on-street parking

    At the same time, special pricing will be offered for motorcycles in car parks operated by BSM, SABA and BAMSA which are closest to the areas in question. The creation of rows of on-street parking will also be analysed, to generate an estimated 526 new on-street parking places for motorcycles.

  • The Bicing service has been bolstered with 97 new stations and the inclusion of the Bicing app on Smou.

    The new Bicing stations reach neighbourhoods where the service was previously unavailable, such as La Marina del Prat Vermell, Trinitat Nova, Canyelles, Vall d’Hebron, Vallcarca i els Penitents, La Clota, El Carmel, El Verdun, Les Roquetes and Ciutat Meridiana.

    At the same time, the Bicing app has been added to smou, meaning new features can now be offered to users. Notable new features include the possibility of signing up via the app, checking if push bikes or electric bikes are available at a station, checking journey status or making a provisional booking five minutes before reaching the station (push bikes only). 

    Recommendations for using Bicing

    • Do not use the Bicing service if you have been diagnosed with Covid-19 within the last 14 days, if you are still showing symptoms or if you have been in contact with someone who has tested positive.
    • Wear a face mask.
    • Wash your hands properly with soap or hand sanitiser as soon as you can before and after each use.
    • Use the smou mobile app to release and return bikes. It’s safer, more comfortable and more sustainable.
    • Stay 2 metres away from other cyclists.
    • Avoid touching your face during the journey.
    • Cover your mouth with the inside of your elbow if you have to cough or sneeze.
    • Try to avoid using two-way cycle lanes and pedestrian areas.

  • Public transport is operating at 100% capacity and, with the start of the academic year, includes services to areas with education centres and adopts all the necessary safety and prevention measures. 

    Extra daily cleaning and disinfection with virucidal products will also continue for vehicles and spaces. In this respect, it is worth noting that TMB has been certified as a safe space against infection by the coronavirus. The safety seal is the result of an audit process conducted by Applus Certification. The analysis verified the correct application of protocols on disinfection, organisation and customer service on the metro and bus networks.

    On a separate note, authorised buskers are now performing in metro stations again, in accordance with the established safety and prevention measures.

    Metro

    The metro network runs from 5 am to midnight seven days a week, with extra services laid on for morning and afternoon rush hours. 

    Buses

    TMB buses are operating at 100% service level and the front doors of the buses are in use again now that protective screens have been fitted on all vehicles. 

    Passengers may now also use all seats, while the two-people-per-square-metre rule will remain in force in areas allocated for standing.

    Night buses and weekend buses offer 100% of their usual service.

    Metropolitan buses operated by the AMB are also running at 100% service level, with extra services being provided on routes serving primary and secondary schools.

    In terms of inter-urban buses operated by the Government of Catalonia, bus routes serving the UAB are also now entering service.

    Rodalies local trains, TRAM and FGC

    As of 14 September, the R7 and R8 Rodalies train services are operative. 

    TRAM and FGC services are operating at 100% service level.

    Night services

    Night services at weekends and on the eve of public holidays remain suspended until the resumption of night-time leisure activities, prohibited by the resolution approved by PROCICAT, justifies a change.

    Information in real time

    In order to avoid congestion, an app will be made available to city residents showing average estimated-occupancy indicators. Information is available by route, direction, station and time period for the type of transport selected.

    These indicators will be displayed on the TMB website and can also be accessed from the TMB App.

    Hygiene and prevention measures

    The different operators have adopted various measures to guarantee safety on the network, such as the constant renewal of air on all vehicles, the presence of staff to assist users at points where crowds of people are most likely and signage in stations.

    Hand sanitiser dispensers have also been installed at all FGC stations, 72 TMB stations and 20 Rodalies train stations. 

    It is also possible to buy face masks and hand sanitiser at official prices from the vending machines installed in the metro network.

    The ten vending machines are located at the following stations: Catalunya (L1 and L3), Espanya (interchange), La Sagrera (L1, L5 and interchange), Sagrada Família (L2), Verdaguer (L5), Diagonal (L5) and Lesseps (L3).

    Recommendations

    If you have to use public transport, please follow these recommendations:

    • Form an orderly queue and wait patiently at the entrances and exits of metro stations.
    • Leave a sufficient safety distance between you and the people ahead of you when you validate your ticket.
    • In corridors, keep to the right and leave space for people moving in the opposite direction, , following existing signage.
    • Stand in single file on escalators and moving walkways, without trying to overtake the people in front of you.
    • Lifts are for people with special needs. If you have to use them, they should not be full, and safety distances must be maintained.
    • While waiting for metro trains to arrive, spread out along the platform in order to maintain the maximum possible distance from other passengers. Remember that the middle carriages are usually the emptiest ones.
    • Passengers are also advised to spread out inside carriages and to keep a safe distance from other passengers.
    • You must leave a wide space at the carriage doors so that passengers can get off the train easily and safely.
    • You must not block the access point to the driver’s cabin.
    • Another recommendation is to try and keep a safe distance of 1.5 metres between you and other people. The use of gloves is also recommended. When you leave, you should wash your hands thoroughly with soap and water or with hand sanitiser as soon as possible.
    • Passengers should use face masks at all times, worn correctly, and avoid activities which involve removing them, such as eating and drinking.
    • It is advisable to avoid using public transport at peak travel times wherever possible.
    • Lengthy conversations should be avoided inside vehicles.

    The public transport network should not be used by

    • People diagnosed with an illness, until they receive medical clearance.
    • People in quarantine. 
    • People who cannot wear a face mask at all times.

    Safety and hygiene measures for taxi services

    The taxi industry is applying approved protocols for the hygiene and disinfection of vehicles and protection systems to ensure the safety of both drivers and passengers, and wearing face masks is compulsory.

    Since Friday 24 July, coinciding with the resumption of Terminal T2 services, all normal public transport services to Josep Tarradellas Barcelona - El Prat airport have been available.

  • The time-limited public transport travel cards which holders were unable to use during the lockdown can be recovered at any transport network access validator, or through a form found on the ATM website. This saves you having to go to the customer service points in person. Compensation can be claimed throughout 2020.

    Compensation via an access validator

    Anyone who used their travel card for the first time before 14 March and whose card expired during the lockdown can enter their card in the validator and the validation system will print a new expiry date on it.

    Requirements to extend travel card validity:

    • Monthly travel cards (T-usual, T-grup and T-familiar): used for the first time before 14 March and not used between 14 March and 11 April.
    • Quarterly travel cards (T-jove, T-trimestre and T-70/90 FM/FN): used for the first time before 14 March and not used between 14 March and 10 June.

    If the validator refuses to change the expiry date of the travel card, the message “Títol caducat“ [Card expired] will appear. In this case, you will have to request compensation via the form.

    Compensation via the form

    Anyone who did use their travel card during the state of alarm - for essential service or work-related reasons - will have to complete the form so that ATM can assess their right to compensation on a case by case basis.

    The person will be able to collect their season ticket from 1 September, from a series of collection points to be chosen. These travel cards will be valid until 31 March 2021.

  • From 17 June, single bus tickets can only be purchased and validated online. TMB has brought forward the implementation of this system for safety reasons, since bus drivers are not selling bus tickets or providing customer services on board.

    The ticket can only be purchased with the TMB App and is validated by scanning a QR code when passengers get on the bus.

    The purchase procedure is straightforward. Users access the app on their smartphone and go to the  ‘Tickets’ section, then press the button ‘Buy a ticket’. After that, the single bus ticket must be selected and the purchase process completed.

    The system issues a virtual ticket without validating it. When you get on a bus, you must validate your ticket by scanning a QR code at the validation point on the bus. Once the code has been scanned, the system will register the bus service and the date and time of validation, and you can start your journey. The validity of tickets will be subject to the same rules as single paper tickets.

    Card payment for single tickets from 2021

    Single tickets will be able to be purchased with bank cards on all TMB buses from 2021, a system which complements ticket purchases by mobile phone.

    This helps towards the goal of eliminating cash payments on board vehicles, a measure which contributes to health safety and makes the service more efficient.

    The calendar is for a pilot scheme in the spring of 2021, with the system to be installed on the entire fleet of buses in September of the same year.

    New parking meters have been installed and coincide with the implementation of the new pricing. The meters feature contactless technology to enable users to pay using a card and a mobile app.

Spaces and services

The information offered below is being revised so it can be adapted to the special measures for containing COVID-19 outbreaks announced by the Government of Catalonia on 29 October.

  • Theory classes given face to face will be taught virtually. All other activities will continue, subject to protective measures. The presence of teaching, administrative and service staff will be adapted to the needs of each centre’s activity.

  • The new school year has a new detection and control protocol for positive cases of Covid-19. Some 161 primary and secondary schools in the city have also requested the use of 233 municipal spaces offered to help facilitate the application of prevention measures. 

    The new EduCovid office will be coordinating the health network and schools so that the new protocol can be applied and cases managed. This includes:

    • Establishing two health figures for each school, one for public health and the other for primary attention.
    • Conducting tests with groups where a positive case is detected.
    • Identifying and tracing contacts.

    Prevention materials have also been distributed to schools, including face masks, gloves, hand sanitiser and thermometers. Cleaning services are also being stepped up and the control of access points has been modified to allow for staggered entry and exits.

    Prevention measures

    The measures set out below are provided for in the School Action Plan for the 2020-2021 school year in the context of the pandemic (ES) and approved by the Catalan Civil Protection Territorial Plan (Procicat) this July.

    The following basic preventive measures must continue: maintaining social distancing, washing hands and wearing masks, as well as reducing social interactions.

    Requirements for accessing schools

    Schools can be accessed by people

    • who have no symptoms compatible with COVID-19 infection (fever, cough, breathing difficulties, discomfort, diarrhoea, etc.,) or any other infectious conditions, 
    • and who do not live with or have close contact with anyone who has tested positive for or has had symptoms compatible with the virus within the last 14 days.

    Symptom monitoring
    Symptom monitoring is based on the responsibility of families and students aged 18 or over to carry out a self-evaluation of their state of health. That means undertaking not to bring any child or teenager to school who presents symptoms compatible with COVID-19 infection, or who has presented such symptoms within the last 14 days, and to immediately inform the school of this so those in charge can adopt the appropriate measures.

    Cleaning, disinfecting and ventilating
    Cleaning, disinfection and ventilation guidelines are being established so that each school can make its own plans. Ventilation is one of the main measures for preventing the spread of infections in interior spaces. Interior facilities need to be ventilated at least once before students enter or leave their school and a further three times during the day, for a least 10 minutes each time.

    Waste management
    Waste-management guidelines are being established. The recommendation is for single-use tissues and paper hand towels used for drying hands or respiratory hygiene to be thrown away in containers with bags, preferably with pedal-opening lids. Personal hygiene items, such as masks, gloves and other personal hygiene waste, are classed as undifferentiated waste, so they need to be thrown away in refuse (grey) containers.

    Case management
    In communal environments such as schools, early detection of cases and isolation of individuals and their close contacts are one of the most important measures for keeping environments safe and ensuring the achievement of educational goals as much as possible. An action protocol has therefore been drafted for dealing with the detection of a suspected case and ensuring rapid coordination between the regional-educational and public-health services.

    Supplementary measures 

    In accordance with the Spanish State’s forecasts for the pandemic over the coming weeks throughout

    Catalonia, the proposal is for the following measures to be implemented:

    • Bubbles and ratios consisting of no more than 20 students
      Stable student groups will be established to make it easier to trace possible cases occurring at schools.

    As regards ratios:

      • Second-cycle infant- and primary-education: the ratio must not be in excess of 20 students in general.
      • Compulsory secondary education (ESO): student numbers will be reduced wherever possible.

    If, as an exception, group numbers cannot be reduced, under each school’s own plan, other preventive and safety measures will be applied.

    • Use of masks

    Primary education: masks will be mandatory for students aged 6 and over whenever required by the region during the pandemic.

    • compulsory secondary education (ESO)
    • Baccalaureate classes
    • vocational training or at an adult education centre.
    • Schools are advised to carry out a daily monitoring of students’ temperatures.
    • PCR tests on half a million people

    The Catalan government will be screening 500,000 people with PCR tests from 15 September to 15 November. The tests will be carried out on students, teachers and members of administrative and service staff, under epidemiological criteria.

    Municipal spaces at the disposal of schools
    To ensure ratio-reduction compliance, Barcelona is putting spaces in 74 facilities and 159 outdoor spaces in gardens, squares and locations on the public highway at the disposal of schools, so they can be allocated for educational uses as from September.

    Office for Coordinating Neighbourhood Spaces for Schools
    The Office for Coordinating Neighbourhood Spaces for Schools has been created to arrange and manage the transfer and priority uses of public space and facilities.

    Adapting school grounds
    The City Council and the Barcelona Education Consortium have been working together to ensure school grounds are adapted to health and education authority requirements regarding the following aspects:

    • Sectorialisation.
    • Signposting playgrounds and premises to ensure bubble groups.
    • Plan for extra school facility cleaning and disinfection to boost daily use and prevention.

    Schools and Health Coordination Office
    Creation of the city’s Schools and Health Coordination Office with the Public Health Agency, the Health Consortium, the Education Consortium and the Barcelona Municipal Education Institute which will oversee to the following issues:

    • The implementation of preventive measures.
    • COVID-19 tests on students and teachers.
    • It will also monitor and assess the educational community in general and each school in particular, as well as intervene whenever there are cases of COVID-19.

    Municipal nursery schools

    To comply with the preventive, hygiene and health and safety regulations and instructions established by the health and educational authorities against COVID-19, the municipal nursery-school service offers:

    1. Extra support educators for compliance with COVID-19 health regulations and instructions, both in the child-minding service and during regular school hours, and for ensuring hands, toys and materials are frequently washed and that materials for individual use are never mixed and dummies, sheets and bibs are put away separately as well as orderly entries and exits of children and their families.
    2. Hygiene, health and safety and disease-prevention materials, which include surgical masks, automatic hydro-alcoholic dispensers, social-distancing ground tape and face masks.
    3. Extra cleaning staff to carry out the frequent disinfection tasks established under health regulations and instructions.
    4. Material and furniture for separating out common spaces and playgrounds, and preventing children in various “bubble” groups from mixing. Such physical separations require the acquisition of various materials, which vary considerably according to school, such as fences, cloths, canvas, detachable toy materials.
    5. Acquisition of computer and telephone materials for schools, to facilitate communication with families and the IMEB’s central services and, where necessary, to enable some of the managerial activities to be carried out from home.
    6. Accompaniment and training activities for educational teams and families to deal with an known situation, speak about the distress arising from the unforeseen circumstances and difficulties that may appear throughout the school year, and to provide the information and tools to sort them out with.

  • Barcelona's 102 municipal nursery schools have been made ready for the new school year with all the safety and prevention measures against Covid-19. In addition, teaching staff and families and the 8,508 children enrolled - who account for 64% of overall demand (8% more than in 2019) - have received specific support.

    Each nursery school has  put in place different entry and exit points for families to ensure that social distancing is observed and to avoid overcrowding.

    Class “bubbles”

    Each group is completely separate and will have no contact with any other groups in the nursery school while the current healthcare situation continues. All shared spaces - both indoors and outdoors  have been divided and will be used in turns.

    There is also more emphasis on outdoor activities, as they entail a lower risk of transmission.

    At lunchtime, each group will eat in its own area, in an exclusive space that ensures compliance with the preventive measures.

    Support for early arrival in the mornings

    In order to ensure work-life balance, municipal nursery schools offer a free early arrival service from 8 to 9 am. This service has been boosted with educational support staff in order to keep the groups separate and avoid any contact between them.

    More support staff during the day

    The working hours of the educational support staff have also been increased by 25% to meet all the requirements and ensure compliance with safety measures, such as frequent hand washing, the cleaning of toys and materials and the restriction on the number of contacts in each group. 

    Ventilation, cleaning and disinfection tasks are carried out in each nursery school in accordance with the characteristics of each area. Cleaning time has been increased by 20% in order to include this additional cleaning and disinfection work.

  • Children's playgrounds are currently open for use. However, given the health emergency situation, parents and guardians are asked to pay heed to the following recommendations when they take their children to the playgrounds.:

    • Look to ensure that the children are accompanied by just one adult.
    • Choose a park which is close the children's home or school.
    • Ensure that the parks do not get too crowded.
    • Do not spend a long time in the park to ensure that all children can enjoy some time there.
    • Clean your hands with hydraulic gel before going into the park, while you are there, and when you leave. Both children and adults.
    • Do not use the swings, slides and other shared-use equipment.
    • Do not allow the children to eat and drink in the play area.
    • Remember that from age 6 years the use of a face mask is mandatory, and between 3 and 5 years it is recommended.
    • Respect the security distance between people and tell the children they must do likewise.
    • Do not sit on the benches inside the park to avoid overcrowding.

    The priority of in-person social services is to help those people who are reaching out to social services for the first time, children at risk, people experiencing gender violence, elderly people or dependants who have no support in their environment, and cases of extreme need, where the possibility of home visits will be considered.

    The Social Services centres operate with increased safety and hygiene measures in place and with teams of supply staff on standby to ensure the provision of the service.

    The increase led the Municipal Institute of Social Services (IMSS) to take on additional social workers in Ciutat Vella, Sants-Montjuïc and Nou Barris, the three districts where demand is highest. Specifically, ten more workers were taken on in Ciutat Vella and Sants-Montjuïc, and seven in Nou Barris.

  • The Citizen Help and Information Offices (OAC) in Barcelona have stayed open but with reduced capacity, so it is essential that you request an appointment beforehand by calling 010 (CA) or using the procedures kiosks or the procedures portal (CA).

    You can choose between two types of assistance:

    • "The OAC calls you", a personalised telephone helpline for receiving general information and advice on procedures.
    • Face-to-face and direct assistance at the Citizen Help and Information Office.​

    Priority will be given to urgent procedures that cannot be processed by phone or online, or where city residents do not have the technological means to carry out the process remotely.

    The Citizen Help and Information Offices have adapted to the health safety measures. 

    Since reopening, they have dealt with 148,906 appointments.

    Extension to the 010 service 

    The 010 platform has technologically adapted its switchboard to deal with the increase in public demand for assistance stemming from the health emergency. Its service hours have increased by 64.4% compared to the same period in 2019.

    Between the start of the pandemic and 28 September, this phone number has received over 1,816,587 calls, an increase in demand of 88.5% compared with the same period last year.

    More staff

    The capacity for simultaneous incoming calls has been increased from 150 to 210, and a further 49 operators have been taken on. Another 24 are expected to join in September, representing a 43% increase in the number of professionals working in the team compared to the number of staff before the health crisis. These additional lines will enable them to deal with up to 35% more calls per day.

    Over 1,650,000 calls

    Between the start of the pandemic and 9 August, 010 has received 1,650,000 calls, most of them since the start of stage 1 of the easing of lockdown. This represents an increase in demand of 80.3% compared to the same period of 2019. The service hours have also increased by 50% as compared to the same period last year.

    Online Procedures Office

    The Online Procedures Office has simplified the identification and signing mechanisms. Over 110 procedures can now be completed using idCAT Mobile, a digital form of identification that does not require in-person validation.

    This has resulted in an 11% increase in online procedures as compared to the same period of 2019.

    If a procedure cannot be carried out remotely, the public can use the City Council e-Registry (ES) to register requests, applications, written materials or notifications relating to administrative procedures, or to submit documents, 24 hours a day.

  • Barcelona City Council has reorganised its PIAD services in response to the health situation caused by the Covid-19 pandemic, and in line with the recommendations from the health authorities. PIAD services are prioritising telephone support, with on-site assistance being re-organised at the different PIAD points around the city.

    The service is operating its usual appointment service (call + 34 936 197 311 - Mondays to Fridays, 9 am to 2 pm, and Mondays to Thursdays, 4 pm to 7 pm). Users can also send messages to the corresponding email address for each PIAD.

    Based on the demand for appointments, a phone call will be programmed from a hidden number during the agreed timeslot, or a face-to-face appointment arranged if preferred.

    111 incidents during the 1st six months of 2020

    The Office for Non-Discrimination (OND) dealt with 111 incidents, during the first six months of 2020, involving situations of discrimination in the city that led to proceedings being taken for violation of rights.  115 incidents were attended to in 2019.

    Despite the closure of the OND during the state of emergency, citizen assistance has been maintained through various channels, including emails, phone calls and messages to the IRIS portal.

    • Racism and xenophobia: in almost 45% of the cases
    • LGBTI-phobia: 26% of the cases
    • Gender: 10% of the cases

  • From September, more libraries in Barcelona will be open and the study room service will resume. Always in accordance with the package of containment measures approved by the Generalitat de Catalunya in view of the rise in coronavirus cases.

    In addition, with the goal of getting services and opening times for the public back to normal as far as possible, eleven libraries (CA) in the city have extended their opening hours.

    To ensure everyone's safety, users should remember the following:

    • Users can access the collection freely to take out items on loan.
    • Users will have to identify themselves when entering the library to use areas for work or study.
    • Computers for public use may only be accessed with appointments.
    • Prior booking is required to take part in organised activities.

    Consulting documents

    • To ensure the 48-hour quarantine that all documents have to undergo, documents that have been consulted will have to be left on specifically signposted tables and/or trolleys; under no circumstances may they be returned to their shelves.
    • Newspapers and magazines will not be freely available for consultation but will have to be asked for from the library’s staff.

  • The Encants Barcelona - Fira de Bellcaire will be open again, from 9 am to 4 pm, Mondays, Wednesdays, Fridays and Saturdays. 

    The facility applies the hygienic and preventive measures recommended by the health authorities and has been signposted in accordance with these recommendations. Visitor capacity has been restricted to 30% to ensure social-distancing compliance.

    The auctions are also still on, with a reduced number of lots per day (from 39 to 26) and more auction days, with auctions now being held every market day, including Saturdays. In order to facilitate compliance with social distancing requirements, capacity has been limited to 70 people.

  • Neighbourhood, mobile and area green points for collecting waste that cannot be thrown into containers are back in normal service.

    Opening times for the public are as follows:

  • The collection service for bulky waste items is up and running again in all city neighbourhoods.

    Remember that each street in the city has a specific day of the week for leaving old furniture and bulky household items out in the street. You can check the collection day for your street on the City Council’s procedures website (CA) or by calling 010.

    Old furniture and junk can be left outside on the assigned day between 8 pm and 10 pm. Items must be left on the pavement, without blocking the path of pedestrians and as close to the road surface as possible to avoid blocking the space along the front of building façades.

    In contrast, rubble, rubbish, clothing, glass and electric appliances cannot be left in the street. Larger items of this kind can be taken to the area green points

  • Regular activities are permitted in municipal allotments for people over 65 and in self-managed community allotments, in accordance with the established safety measures, while avoiding any crowding.

    If you go to a municipal or community allotment, make sure you keep to the following preventive recommendations:

    • Don’t go to the allotment if you have any symptoms such as a fever, if you feel unwell or you have a cough or diarrhoea.
    • Wash your hands before and after using communal tools, the irrigation keys, hoses, access locks or chains, the composters, toilet facilities or basins.
    • Maintain a social distance of 1,5 metres from other users. If you are unable to do this, use a mask. Also use a mask in communal areas.
    • If you use gloves, please be sure to use them appropriately.
    • Each user must bring their own soap and towels, as well as alcohol-based sanitiser if deemed appropriate.
    • If the allotment has a perimeter fence with restricted access, it must remain locked from the inside while working inside.

    A sign with all these instructions should be kept in a visible place at the entrance to the allotment.

  • On the occasion of All Saints ’Day, all the city’s cemeteries will be open from 8 a.m. to 6 p.m. on October 31 and November 1.

    Offices located in the cemeteries will be open on 31 October from 8 am to 2.30 pm, and on 1 November, from 8 am to 5.30 pm.

    People are advised to make staggered visits to cemeteries as of 24 October and keep their stays at facilities as brief as possible.

    In addition, authorisation has been given for travel within the same county for the purposes of visiting cemeteries on 31 October and 1 November.

  • As of 16 October, Park Güell will be close at 8 pm, in accordance with the latest restrictions issued by the Catalan government in response to the COVID-19 pandemic.

  • The Montjuïc cable car service is open at the usual times, which in the summer is from 11 am to 7 pm, every day of the week.

    The iconic cable car system was inaugurated on 22 June 1970 and this year marks its 50th anniversary (CA). You can see its development on this commemorative video (CA)

    Extra hygiene and disinfection measures have been applied to the cable car cabins and other facilities. Users must wear a mask inside the cabins and in all other spaces as well, user capacity is subject to controls and points have been set up with sanitizer gel dispensers. Signs warn passengers to maintain social distancing.

    For its part, the Montjuïc funicular is operating at the usual times of 7.30 am to 10 pm on working days, and 9 am to 10 pm on Saturdays, Sundays and public holidays.

  • The Barcelona Marathon will be held virtually and for free, from 8 to 15 November. During that week runners will be able to cover the marathon's 42.195-km distance, distributed at each participant's convenience.

  • The GSMA and Fira de Barcelona have decided to delay the Mobile World Congress 2021 due to the Covid-19 pandemic. 

    The congress, which was due to be held in the first week of March 2021, will now take place from 28 June to 1 July.

    The event is expected to have a better economic impact on the city and attract more attendees as a result of the change. 

    According to Barcelona City Council, 700 companies confirmed their attendance on the day on which the later dates were announced.

  • The new Barcelona Panoràmica bus, which was launched in July with a daytime route aimed at local people and offering reduced prices, is to remain in service until 27 September thanks to its success with the public.

    This is an itinerary lasting close to two hours which covers some of the city’s most significant sites: Port Vell, Pla de Palau, Avinguda del Marquès de l’Argentera, the area around Parc de la Ciutadella, the 22@ district, Plaça de les Glòries, Hospital de Sant Pau, the Sagrada Família, La Pedrera, Passeig de Gràcia, Plaça de Catalunya, Plaça Universitat, Mercat de Sant Antoni, Montjuïc Park, the Olympic Ring, the Miramar view point and Plaça de les Drassanes.

  • Barcelona City Council is calling on the local scientific research ecosystem to seek solutions to the challenges faced by the city as a result of the crisis caused by the Covid-19 pandemic.

    The Area for Culture, Education, Science and Community has launched a call for a new set of research grants aimed at members of the scientific community of up to 40 years of age working in any branch of knowledge, with the clear intention of stimulating and reinforcing Barcelona’s young talent.

    The grants are endowed with €1.2 million, which will be funded out of the €90 million approved by the Plenary Municipal Council to deal with the emergency caused by the Covid-19 crisis.

    Submittal period
    Applications may be submitted for a period of one month starting on 7 October.

    Subject areas:
    The projects at which the call is aimed must fall within one or more of the following subject areas and challenges within the city of Barcelona, as well as its surrounding metropolitan area where appropriate:

    • Population density, public space and social welfare
    • Social well-being in relation to housing and basic services
    • Sustainable mobility for people and goods
    • Climate emergency and the city
    • Quality ageing, children and the city
    • The city and visitors
    • New productive models and spaces in the city
    • Sustainable food and the city
    • Technology and improvement of public services

    The call is open to all projects of any kind, without any restrictions as to format or field of scientific research, that seek to rethink the city from any approach or area of knowledge.

    Stimulating Young Talent

    Applicants, regardless of whether they are applying individually or in groups, must be no more than 40 years old (born after 1980), hold a PhD and not have an indefinite full-time paid employment contract with any research centre or university. An innovative aspect of this call is that the financial endowment will be paid directly to the young people who are awarded the grant rather than the research centres, as is customary.

    In addition, the decision process includes mechanisms to promote gender parity and ensure equity, as all projects will be anonymised.

    The projects submitted must have a budget of between €30,000 and €100,000, which may be fully covered by the grant if the project is chosen.

Local commerce and consumption

  • Check the changes which apply to commerce and hospitality following the special measures approved by the Government of Catalonia to contain the spike in cases of Covid-19.

    Retail stores and shopping centres

    Shops and service activities must close at 9 pm and may not open again until 6 am, except for pharmacies.

    The maximum customer capacity for retail shops is limited to 30% of their total permitted capacity. 

    Collection systems can be established from the premises of the products purchased by telephone or online.

    Establishments and commercial premises of more than 800 m2 must reduce the surface area in use to the said size and reduce their capacity to 30%.

    Shopping centres will remain closed, with the exception of the establishments selling essential products that are located inside them and those with an area of ​​less than 800 m2 that can be accessed directly from the street.

    Services involving close personal contact are banned, except for hairdresser's and essential, healthcare or social-healthcare services.

    Safety

    Commercial activities must be carried out avoiding any overcrowding of any kind.

    The safe distance to be observed in both indoor and outdoor spaces is 1.5 metres. The maximum permitted capacity is the equivalent of 2.5 m2 per person.

    The measures of the Sectoral Plan for the commercial sector approved by PROCICAT, which establishes the hygiene, prevention and safety measures against Covid-19, must be strictly applied.

     

    Can I go to the shops?

    As a general rule, people are advised to stay at home and to limit their circulation in streets and pavements. Specifically, in the realm of commerce, it is recommended to only leave the house to go to:

    • Banks and establishments providing insurance and similar services.
    • Shops selling food, drinks and raw materials.
    • Retail trade, with prior appointment, in which the safety and protection measures established by the competent authorities must be taken.

    Hotels and restaurants

    Catering activities are suspended, in all kinds of venues and establishments.

    Bars and restaurants may only offer take-away services in their establishments until 9 pm, with a prior appointment, or home-delivery until 11 pm. 

    Hotel restaurants may continue to open, but are restricted to only their own guests.

    Prevention and hygiene measures

    All establishments must increase health and safety measures within their premises:

    • Properly clean and disinfect workplaces, and ensure that they are well ventilated.
    • Provide workers with either soap and water or hand sanitiser for them to wash their hands.
    • Guarantee minimum safety distances between people. Where this is not possible, suitable protective materials must be provided.
    • Obligatory use of face masks.
    • Take action to prevent large gatherings of people, whether they are workers or customers/users, during the anticipated peak times.
    • Boost the use of teleworking.

  • From next spring, the 43 municipal markets will have a joint  online sales platform for selling their products, which will make it possible to buy products from any market in Barcelona from a computer or mobile device.

    Orders can be delivered to customers’ homes, or collected from the market stall itself or from the lockers that will be installed in the markets and which will even be accessible outside trading hours.

    There are general preventative measures, as well as those concerning personal and shop hygiene, as well as a special increase in online sales and home deliveries, with preferential treatment for the most vulnerable groups.

    And when you go food shopping or to the pharmacy, you should follow these safety measures:

    • Avoid crowds.
    • Respect the safe distance at all times (1.5 - 2 metres at minimum).
    • Queue up outside the establishment whenever possible.
    • At the markets, queue up at stalls following the instructions of the stall owners. Four to five people per stall at a time is the recommended maximum.
    • Show common sense and respect when dealing with others.
    • If you can, avoid going with children, elderly people or people with health problems.
    • Avoid touching your face, eyes and nose, as well as foods that you are not going to purchase.
    • As soon as you arrive home, wash your hands thoroughly.
    • Share these tips with your family, friends and neighbours.

  • Post COVID-19 consumers will be more ethical and digital, according to a study entitled Impact of the COVID-19 crisis on consumer habits in post-lockdown Catalonia which was presented by the Catalan Consumer Agency (ACC).

    The report highlights that the crisis has accelerated consumer trends such as the growing preference for local and socially responsible shops, owing to conscious purchases of healthy products and a clear reduction in food waste. At the same time, a commitment has been detected for incorporating digitisation in many everyday aspects of life. 

    Some of the types of behaviour created as a result of the COVID-19 crises are consumer demand for safe consumption and the emergence of panic purchasing, attitudes which, according to the study, will gradually die out as we approach the new normal. 

    There has also been a change in consumer habits caused by teleworking, relating to the fact that people are spending more time at home, which is affecting types of purchasing and consumption, timetables and mobility.
