Social support

Find out all the measures being adopted by Barcelona City Council to help city residents, with special attention being paid to the most vulnerable people, given the Covid-19 crisis.

Social services

  • You can request an appointment through the free social services helpline (900 922 357, Mondays to Fridays, 9 am to 2 pm, and Mondays to Thursdays, 4 pm to 7 pm) or visit one of the centres open in each district in case of an emergency. Face-to-face assistance times are Mondays to Fridays, from 9 am to 2 pm.

    Outside those times, the referral centre for social emergencies is the CUESB.

    The Social Services centres operate with increased safety and hygiene measures in place and with teams of supply staff on standby to ensure the provision of the service.

  • Barcelona Social Emergencies Centre (CUESB)(C/ Lacuna, 25. Tel.900 703 030) operates without interruption 24 hours a day, 365 days a year. The CUESB offers an ongoing counselling service and deals with any social emergency situation in the city.

  • The Home Care Service (SAD), which helps 24,000 people, is still running and offering a special service for the 3,000 people with no family network and for whom this is the only care service they get.

    Four teams have also been set up specifically to attend to people who test positive for Covid-19.

  • The municipal quarantine support programme provides ongoing support for self-isolation at home by people with Covid-19, people who have been in close contact with a positive case or those with difficulties complying with the health recommendations due to their personal or financial situation. The programme was set up in April 2020 and works with people referred by social workers from the healthcare network.

    The service offers its users home deliveries of food hampers, ready-made meals, face masks and other personal protection items, cleaning products, personal hygiene and home disinfection items, as well as waste collection and pet care. Up to 7 February, 5,669 people had received food hampers or ready-made meals in their homes.

    This municipal programme is carried out with the collaboration of the Creu Roja, the Fundació Formació i Treball, the Hope and Help Foundation and Anba Asistencial.

    ​Two health hotels set up by the Barcelona Health Consortium are currently operative, providing accommodation for people required to self-isolate. Since the start of the pandemic, other health hotels that have been operating include the Social Health Hotel run by the Municipal Institute of Social Services, along with accommodation in flats and guest houses.

  • Domestic workers face serious structural violations of rights and a high level of job insecurity. Their work is essential but they find themselves even less protected in the current situation.

    Barcelona Cuida provides domestic and care workers and carer families with information and advice relating to the COVID-19 health crisis. It also offers face-to-face assistance by prior appointment.

  • Barcelona's emergency accommodation centres are still open, with the ones for women, young people and people with addictions to become permanent city facilities.

    The emergency accommodation facilities are:

    • Pere Calafell facility (58 places). Managed by the Catalan Red Cross.
    • Women’s support facility at La Llavor (40 places). for women only, providing 62 places. Managed by Progress.
    • Pere Tarrés facility (70 places). Helps homeless people with alcohol or drug addictions. Managed by the Associació Benestar i Desenvolupament.
    • Youth facility (40 places). Llocated in an outdoor pursuits centre in Montgat and managed by the Associació Superacció.
    • Gràcia facility (95 places). Managed by the Fundació Salut i Comunitat.
    • Sant Martí facility (100 places). Managed by the Catalan Red Cross.
    • Sarrià-Sant Gervasi facility (26 places). Managed by the Centre Assís.

    Should there be another outbreak of Covid-19 or should temperatures drop below zero, Barcelona has an additional 400 beds: 75 at the Barcelona Social Emergencies Centre (CUESB); 225 at a hall in Fira Barcelona and 50 in a hotel in the Eixample district.

Women

  • For support from a Women's Support and Information Point (PIAD), you should request an appointment by free phone on 900 922 357 (Monday to Friday, 9 am to 2 pm, and Monday to Thursday, from 4 pm to 7 pm). You can also send messages to the corresponding email address for each PIAD.

    Once you request an appointment, a phone call will be scheduled from a hidden number during the agreed timeslot, or a face-to-face appointment arranged if preferred.

    Outside of these hours, and for emergencies, you can approach the CUESB (free phone 900 703 030;  C/ Llacuna, 25) 24 hours a day.

    Remember that you must wear a face mask all the time you are on the premises when you visit a PIAD in person.

  • The health emergency caused by the coronavirus and the resulting lockdown have led to a rise in cases of male violence towards women. Given this situation, Barcelona City Council is strengthening its services for women.

    Here you will find all the care services you can contact if you are experiencing, or are at risk of experiencing, gender violence.

    Social support services in operation

    • The Care, Recovery and Shelter Service (SARA) offers:
      • General face-to-face assistance: by prior appointment, by free telephone on 900 922 357, Mondays to Fridays, 9 am to 2 pm, and Mondays to Thursdays, 4 pm to 7 pm.

      • Emergency face-to-face assistance: 9 am to 1 pm, Mondays to Fridays, without prior appointment (Marie Curie, 16).

      • Telephone helpline: on free phone 900 922 357, Mondays to Fridays, 9 am to 2 pm, and Mondays to Thursdays, 4 pm to 7 pm.

    • Alternatively, outside of SARA’s public opening times, you can contact the Barcelona Social Emergency and Urgent Care Centre (CUESB) (free phone 900 703 030). The CUESB provides support 24 hours a day, 365 days a year.
    • Women’s support and information points (PIAD - 900 922 357) will be offering phone and face-to-face assistance by prior appointment. 
    • The socio-educational services run by the Agency for a Comprehensive Approach to Sex Work (abits@bcn.cat) offer face-to-face support with appointments from Monday to Thursday, 9 am to 1 pm and 2 pm to 6 pm (free phone 900 722 200; C/ València, 344). Every Friday, occasional direct aid continues to be given, by appointment. Service is still also being provided online
    •  The Municipal Unit against Human Trafficking (UTEH) offers on-site support with an appointment (unitatTEH@bcn.cat).
    • Remember there is also a free emergency gender violence helpline (365 days a year/ 24 hours a day) 900 900 120 and Whatsapp 671 778 540.

    Emergency accommodation

    Emergency shelter is guaranteed for women experiencing gender violence, thanks to the usual resources of houses, shelter flats and pensions, as well as options for other resources where necessary.

    Support service for men

    The Men’s Care Programme (SAH) (Av. Marquès de l’Argentera, 22) is offering in-person service. Opening times are Monday to Thursday, from 9 am to 2 pm and from 3 pm to 8 pm, and Friday from 9 am to 3 pm.

    The SAH is a service for any men who wish to change and improve their personal relationships, with the aim of avoiding the use of any kind of violence.

    Webinar on gender violence in the time of Covid-19

    webinar (CAT) was held to improve detection and support for cases of gender violence in the context of the health crisis. During the talk, various hypotheses concerning the evolution of this phenomenon were presented and proposals to address it were jointly designed.

  • If you are in an exceptional housing-related emergency situation, such as home loss, you can call 010 for help.

    Aid for rent

    Barcelona City Council suspended the collection of rent for publicly-owned residential and commercial properties and for mortgages on affordable housing between April and September 2020. From October, the amounts that have been suspended will be paid pro rata over 54 months.

    The City Council is also continuing to provide financial aid for families living in flats from Barcelona's Social Rental Housing Pool. Tenants under this programme who suffer a reduction in their income as a result of the coronavirus crisis must communicate this to the Barcelona Municipal Housing Institute (IMHAB), so that it can provide financial aid for their rent payments.

    The City Council can also provide you with information about the procedure for state subsidies activated for the payment of rents, loans and mortgages.

  • The Covid-19 pandemic has highlighted the need to keep homes in good condition, both to avoid infections and to improve living conditions in case of possible lockdowns.

    If the Covid-19 crisis affects you financially, from now until 16 December

    you can apply for municipal grants of up to 4,000 euros for renovation work inside a home, carried out between 1 March and 31 December.

    The call is aimed at families with monthly incomes below 2,960 euros, providing the person applying:

    • Has had a work contract terminated since 1 March.
    • Is affected by a temporary lay-off (ERTO).
    • Has ceased their activity as a self-employed professional.

    The beneficiary must be officially registered as residing at the home in question and must possess a legal document legitimising their right to live there (owner, tenant,  usufruct etc.).

    Renovation work  which can be carried out with the grant includes painting, improvements to accessibility, carpentry repairs, damp treatment and insulation improvements, ventilation and air-renewal.

    The purchase of furniture and domestic appliances is excluded.

    The grant can only be applied for telematically via this form, which must be accompanied by all the accrediting documents indicated.

Elderly

  • Municipal Telecare Service

    It is a permanent home care service that operates 24 hours a day, 365 days a year and connects users to a care centre that manages the services required to deal with urgent situations. Serves around 88,095 users, most of whom are elderly and dependent people.

    This service is proving a great help during the pandemic by providing the over-75s with information and emotional support and facilitating access to healthcare services, thereby helping one of the most vulnerable groups in the face of Covid-19.

    The Telecare Service can be requested using the City Council’s procedures website (CAT).

    "Radars" project

    The Radars community project continues to serve its 1,600 users on the phone. About 200 volunteers call the elderly each week to support them and connect them to the network of local residents. The project continues to work together with businesses, pharmacies and neighbourhood associations to combat loneliness among the elderly.

  • The aim of the VinclesBCN app is to strengthen the social relationships of over-65s who are feeling lonely. This application, which now also includes a healthcare channel to provide information about Covid-19, enables users to communicate and interact with their friends and family through video calls and video or voice messages, as well as with elderly people belonging to the Vincles user group.

    VinclesBCN is a very valuable tool for keeping in touch with the most vulnerable people, providing them with emotional support and finding out how they are doing and whether they need anything.

    The user’s family and friends can download the VinclesBCN application on their smartphone. The app is available for Android and iOS.

Sexual and gender diversity

The LGBTI Centre is open Mondays (4 pm - 8 pm) and from Tuesday to Friday (10 am - 2 pm; 4 pm - 8 pm).

It is offering both face-to-face and remote personal-assistance services (shelter, counselling etc.,), but always by prior appointment (info@centrelgtbibcn.org).

Resident organisations at the LGBTI Centre (Gais Positius, Observatory against Homophobia, Casal Lambda and Association of LGBTI Families) remain at your side too, adapting the participant capacities of their activities and operations of their services.

  • To receive assistance from the Care Service for Immigrants, Emigrants and Refugees (SAIER), you need a prior appointment (CA).

    People with a prior appointment will receive telephone assistance to ensure compliance with the safety and hygiene measures against Covid-19. Face-to-face appointments will be arranged whenever deemed necessary.

    If you are in a situation of social or legal emergency or other situations of vulnerability you can go directly to SAIER’s headquarters on Carrer de Tarragona, 141 from 9 am to 1 pm Monday to Friday.

  • The city’s community network has played a key role in tackling the Covid-19 crisis. Because of this, Barcelona City Council has made twenty neighbourhood centres and other facilities available to use as community centres with protective materials, physical space for meetings, internet connections, IT equipment, storage space etc.

    The goal being to strengthen the network of associations and build a social infrastructure which goes beyond the Covid-19 pandemic.

    The facilities will have a direct link with municipal social services and organisational and financial support. The community centres will get small funds to cover unforeseen expenses of up to 1,500 euros per month per centre.

    The municipal investment to condition the twenty facilities is 365,000 euros.

  • As part of the exceptional measures against the Covid-19 crisis, Barcelona City Council has launched a specific procedure for accepting donations intended for funding social-assistance, healthcare and economic-promotion programmes, as well as any other programmes the City Council thinks fit and implements for the purposes of mitigating the effects of the pandemic.

    How can I contribute?

    The procedure is straightforward. To make a donation using a credit or debit card, all you have to do is follow the steps described at the following link:

    Can I get a receipt for my donation?

    A certificate for the donation made, which entitles holders to the tax benefits set out in Act 49/2002, of 23 December, on the tax regime for non-profit organisations and the tax incentives for patronage, can be obtained in the following ways:

    • If the donation was made using a direct link, in the coming weeks and without the need for any further procedure or request, the certificate confirming payment of the donation will be issued and sent.
    • If the donation was made using the Bizum app, a request should be made using the same app, where the municipal email address is indicated to which all requests should be sent. The certificate confirming payment of the donation will be sent in the next few weeks.

    In both cases, the person whose name the donation was made in should indicate on the request for the certificate that they consent to Barcelona City Council handling their data to check they are correct and to send the certificate to the designated email address.

  • In an effort to tackle the digital divide and work for equal opportunities in education, a pool of tablets with internet connections has been set up for vulnerable pupils quarantined due to Covid-19 either because they have tested positive or because somebody in their class has. 

    The City Council has invested 500,000 euros from the Covid Fund in the purchase of the devices, meaning there are 2,300 tablets currently available. The initiative was started by the Barcelona Education Consortium.

    The devices are for use by students in accredited vulnerable situations and who are currently in compulsory or post-compulsory education at publicly run or publicly subsidised private schools in the city.

Families

  • The Concilia project is a new free babysitting service to reconcile work, family and personal life of families living on the neighborhoods where the Pla de Barris (Neighborhood Plan) (ES) works.

    Until February, Project Concilia will operate as a pilot project in the neighbourhoods of La Verneda i la Pau, El Besòs i el Maresme, Trinitat Vella, Raval, La Marina and Zona Nord.

    If you live in these neighborhoods and for reasons of work, training or personal matters you do not have anyone who can take care of your children, you can enjoy a free babysitting service filling a form in advance.

    The children will be accompanied at all times by professionals from the educational world and all the necessary measures will be taken to prevent the spread of Covid-19.

    The new service is open seven days a week.

  • The Nou Barris EIPI and Ciutat Vella EIPI Child Development and Early Intervention Centres (CDIAP) offer assistance to children aged 0 to 6 who have, or are at risk of, developmental difficulties, as well as to their families and the people closest to them in their social setting.

City pacts and agreements

  • Barcelona City Council has boosted the Agreement for Barcelona, a new tool for making the most of the city’s potential to overcome the Covid-19 crisis and provide a new boost for the city in agreement with the agents of the city’s economic, social, education, cultural, sporting and scientific sectors, and with a metropolitan perspective.

    The Agreement is a collective undertaking and proposal to find a positive way out of the crisis, working more intensively and together in relation to the main priorities that should help us advance towards Barcelona’s economic and social recovery while continuing to carry out the necessary transformations in favour of environmental sustainability in the next eighteen months.

    The Agreement of Barcelona has 10 main goals:

    1. To reactivate and strengthen Barcelona’s production and commercial sectors ​​as the economy’s main energising elements and job creators.
    2. To commit to resilient and innovative economic sectors, supporting diversification, thanks to the acceleration of the city’s digital transformation and technological capacity.
    3. To boost community action by reinforcing social services and their structuring with entities and the social fabric, in order to address the crisis and the new vulnerabilities that have now been added to existing inequalities, with a commitment to the role of care in our society.
    4. To turn housing into an economic, social and environmental response to the crisis.
    5. To strengthen the city’s healthcare and biomedical system, thus helping improve the public’s health and contributing to Barcelona’s consolidation as a safe and advanced city that is a leader in the provision of healthcare.
    6. To make progress towards a new urban model with a more local basis, giving new impetus to sustainable mobility, the reduction of emissions and renaturalisation, and reasserting the commitment to addressing the climate emergency.
    7. To make a commitment to building an education system and an education network that ensure equal opportunities and constitute the basic tool for ensuring social equity. To boost the city's science capital and its value for the definition of future strategies, and to consolidate Barcelona as a place for research.

  • The COVID-19 health crisis has paralysed economic activity in the city. The climate and housing crises have worsened, exposing weaknesses such as an excessive dependence on tourism, an under resourced health service, and a care model dependent on women whose conditions of work are precarious, or who do not have legal working contracts.

    The 2020-2023 Municipal Action Programme (PAM) (CA) [PDF] addresses these challenges and sets out the opportunities opened up thanks to favourable responses from European, Spanish and Catalan administrations which put Barcelona in a good position to tackle structural changes, the economic reactivation and the generation of quality stable jobs.

  • Barcelona's Mayor, Ada Colau, has written to Spain’s Prime Minister, Pedro Sánchez, to propose a State agreement over the right to housing.

    The Mayor’s letter to the Spanish Prime Minister calls on him to lead a strategy, with  all the state's public authorities, for the purposes of progressing towards a new housing-policy model that was geared to protecting and guaranteeing this fundamental right.

    The Mayor also demanded an amendment to the Act on Budgetary Stability and Financial Sustainability which would enable local authorities to use surpluses they have accumulated for allocation to mitigate the effects of the Covid-19 crisis.

  • Over 260 community organisations from Barcelona and Catalonia have signed up to the manifesto by the Barcelona Municipal Immigration Council (CMIB) in defence of the rights of immigrants in relation to the Covid-19 health crisis.

    The manifesto by the CMIB, published early in April, calls on the state to regularise health workers without working permits, to formally validate qualifications in healthcare and socio-sanitary fields, and in general to protect the rights of immigrants, whose presence is essential in the spheres of care and domestic work, delivery services, cleaning and supermarkets.

    Many immigrants also belong to particularly vulnerable groups, such as the homeless, those seeking asylum those working in prostitution etc.

  • The Cities Coalition for Digital Rights, created by Barcelona, New York and Amsterdam and made up of over 50 cities worldwide, has presented a joint declaration to safeguard digital rights in the use of technology to tackle the Covid-19 crisis.

  • A total of 12,100 families in a vulnerable situation have received aid from the new social emergency fund to cover the emergency and basic needs brought about from the COVID-19 pandemic. Ranging from 1,200 euros to 2,850 euros in total, depending on the income and number of family unit members, the aid was paid during the second semester of 2020 through the Barcelona Solidarity Cash Card.

    The social services have been working pro-actively since the start of the pandemic to attend to COVID-19-related emergencies. Eight million euros of aid were granted between 1 March and 30 June of 2020, twice the amount granted during the same period in 2019.

    Added to this now is the new fund, with a budget of 18 million euros, which is included under the 35 million-euro social shock plan approved at the Full City Council Meeting of July to take on the health emergency.

  • Barcelona City Council’s social shock plan, which was approved at a Full Municipal Council Meeting this July, will be allocating 35 million euros to tackle the socio-economic needs arising from the Covid-19 pandemic..

    The plan includes a whole package of measures to tackle the housing emergency, guarantee that basic rights are covered, offer emotional support, tackle sexist violence, guarantee the right to care, provide support for communities in the city, promote labour insertion and guarantee the rights of children and teenagers.

  • Barcelona City Council has allocated an extra one million euros to reinforce various food projects for vulnerable people, together with social entities working in the city.

    An agreement with the Catalan Red Cross and Càritas worth half a million euros was used to add to the 29,000 pre-paid cards issued by municipal social services, enabling the two entities to reach at least 2,000 more vulnerable people.

    Special subsidies totalling around 600,000 euros have also been awarded to 57 small social entities and community support networks running special food operations to respond to the Covid-19 crisis.

    At the same time, the City Council is working with the Food Bank, Mercabarna and the farmers’ union to multiply the number of kitchens with the capacity to distribute meals in all city districts, based on making use of surplus food or donations.

    In addition, 20,000 guides on cheap healthy eating for families with children have been distributed. The guides offer tips, menu suggestions and shopping lists to help people prepare healthy meals on a tight budget.

  • The Councillor’s Office for Mobility of Barcelona City Council is promoting the labour mobility pact, a public-private partnership with social and economic companies and organisations in the city, as well as with operators of the mobility ecosystem, which aims to achieve a more sustainable and efficient commuting model in Barcelona and its metropolitan area.

    This initiative is the result of mobility coming to a complete stop during the Covid-19 lockdown and aims to emphasise the following principles:

    • Workers’ health, quality of life and work-life balance. 
    • Sustainability and the environmental quality of our surroundings.
    • Public-private partnerships, competitiveness, productivity and shared corporate social and environmental responsibility.

    Objectives

    To reduce congestion, pollution, noise and economic losses and wasted time — as these factors reduce competitiveness, and negatively impact health and safety — with measures such as the following:

    • The promotion of teleworking.
    • More flexible working times in order to avoid rush hours.
    • A more rational use of time by means of a timetable reform.
    • Company commuting plans.

    To contribute to the recovery of activities, the economy, commerce and people’s social lives.

    To help with the recovery and improvement of public transport, flattening the demand curve at peak times in order to improve its supply and service.

    To foster multi-modal, shared and integrated commuting on public and private sustainable Mobility-as-a-Service (MaaS) platforms.

  • Various health organisations and the Barcelona Public Health Agency (ASPB) have sent a letter to the Spanish prime minister, Pedro Sánchez, calling for the suspension of all evictions of families in vulnerable situations, due to the negative effects they have on these people’s health and because the risk of losing one’s home increases the probability of becoming infected with Covid-19.

    The letter sustains that during the current health pandemic people at risk of eviction have a higher probability of getting infected with the Coronavirus as they are often forced to stay with friends or family, thus increasing overcrowding and reducing the possibility of suitable hygiene, among other factors.

    The letter concludes that decent housing is not only of key importance for people’s health and well-being, it also plays a significant role in controlling the pandemic.
