Social support


Find out all the measures being adopted by Barcelona City Council to help city residents, with special attention being paid to the most vulnerable people, given the Covid-19 crisis.

  • The health emergency caused by the coronavirus and the resulting lockdown have led to a rise in cases of male violence towards women. Given this situation, and during the return to normality, Barcelona City Council is strengthening its services for women.

    Here you will find all the care services you can contact if you are experiencing, or are at risk of experiencing, gender violence.

    Social support services in operation

    • The Care, Recovery and Shelter Service (SARA) offers:
      • General face-to-face assistance: 9 am to 3 pm, Mondays to Fridays, and afternoons, according to availability, for women who can’t go in the mornings (C/ Marie Curie, 16)
      • Emergency face-to-face assistance: 9 am to 1 pm, Mondays to Fridays (C/ Marie Curie, 16)
      • Telephone helpline: (9 am to 3 pm, Mondays to Fridays. Phone numbers: 932 915 910 / 920).
    • Alternatively, outside of SARA’s public opening times, you can contact the Barcelona Social Emergency and Urgent Care Centre (CUESB) (Tel: 900 703 030). The CUESB provides support 24 hours a day, 365 days a year.
    • Women’s support and information points (PIAD - 936 197 311) in Ciutat Vella, Eixample, Sants-Montjuïc, Gràcia, Horta-Guinardó, Sant Martí and Sarrià-Sant Gervasi will be offering face-to-face assistance by prior appointment. The other centres will continue operating remote services.
    • The socio-educational services run by the Agency for a Comprehensive Approach to Sex Work (ABITS- offer face-to-face support with appointments from Monday to Thursday, 9 am to 1 pm and 2 pm to 6 pm (Tel: 900 722 200; C/ València, 344). Every Friday, occasional direct aid continues to be given, by appointment. Service is still also being provided online
    •  The Municipal Unit against Human Trafficking (UTEH - offers face-to-face support by appointment on Tuesdays and Thursdays, 9 am to 2 pm, at their headquarters at Passeig de Sant Joan, 75, and support outside of normal services where necessary. Service is still also being provided online.
    • Remember there is also a free emergency gender violence helpline (365 days a year/ 24 hours a day) 900 900 120 and Whatsapp 671 778 540.

    Emergency accommodation

    Emergency shelter is guaranteed for women experiencing gender violence, thanks to the continued availability of the usual resources of houses, shelter flats and pensions, as well as options for other resources where necessary.

    Support service for men

    The Men’s Care Programme (SAH) (C/ Garcilaso, 23-27) is once again offering in-person service. Opening times are Monday to Friday, from 9 am to 2 pm and Tuesday from 3 to 8 pm.

    The SAH is a service for any men who wish to change and improve their personal relationships, with the aim of avoiding the use of any kind of violence.

    Webinar on gender violence in the time of Covid-19

    webinar (CAT) was held to improve detection and support for cases of gender violence in the context of the health crisis. During the talk, various hypotheses concerning the evolution of this phenomenon were presented and proposals to address it were jointly designed.

  • Public services for housing emergencies are being kept open so to ensure responses to any unforeseen emergency situations that may occur and protection for people in vulnerable situations. Notification of exceptional and unforeseen housing emergencies will need to be given by telephoning the 010 public help and information line.

    The Loss of Home and Employment Service (SIPHO) and the Prevention, Intervention and Mediation Service in Public Housing (SPIMHP) and emergency public housing stock repairs will therefore remain active.

    Furthermore, Barcelona City Council suspended the collection of rent for publicly-owned residential and commercial properties and for mortgages on affordable housing between April and September 2020. From October, the amounts that have been suspended will be paid pro rata over 54 months.

    The City Council is also continuing to provide financial aid for families living in flats from Barcelona's Social Rental Housing Pool. Tenants under this programme who suffer a reduction in their income as a result of the coronavirus crisis will have to communicate this to the Barcelona Municipal Housing Institute (IMHAB), so that it can provide financial aid for their rent payments.

    The City Council can also provide you with information about the procedure for state subsidies activated for the payment of rents, loans and mortgages.

    “Habitatge et truca”

    “Habitatge et truca” [Housing calls you] is a new personalised telephone service that provides information and assistance on all the options available for procedures relating to housing emergencies, rent subsidies, the rental housing pool, certificates, renovation and legal consultations without the need to go in person to a housing office.

    If your procedure can only be carried out face to face, you can request an appointment with the service for assistance at one of Barcelona's housing offices that are currently open.

  • The Municipal Telecare Service serves around 88,095 users, most of whom are elderly and dependent people. It is a permanent home care service that operates 24 hours a day, 365 days a year and connects users to a care centre that manages the services required to deal with urgent situations.

    This service has proved a great help during the pandemic by providing the over-75s with information and emotional support and facilitating access to healthcare services, thereby helping one of the most vulnerable groups in the face of Covid-19.

    "Radars" project

    The Radars community project continues to serve its 1,600 users on the phone. About 200 volunteers call the elderly each week to support them and connect them to the network of local residents. The project continues to work together with businesses, pharmacies and neighbourhood associations to combat loneliness among the elderly.

  • The Home Care Service (SAD), which helps 24,000 people, is still running and offering a special service for the 3,000 people with no family network and for whom this is the only care service they get.

    SAD staff attend to these people following the protection guidelines established by the health authorities.

    Four teams have also been set up specifically to attend to people who test positive for Covid-19 . The teams are currently helping sixty users in this situation.

  • Domestic workers suffer from a large violation of rights at the structural level and from a high level of job insecurity. Despite the fact their work is essential, they can find themselves even less protected.

    Barcelona Cuida has a telephone helpline and an assistance service for providing domestic and care workers and carer families with information and advice on the health crisis caused by the outbreak of the Covid-19 virus. It also offers face-to-face assistance by prior appointment.

  • The Nou Barris EIPI [interdisciplinary early years team] and Ciutat Vella EIPI Child Development and Early Intervention Centres (CDIAP) provide direct care for children aged 0 to 6 who have developmental difficulties or are at risk of them, as well as their families and environments. The Centres do this progressively (starting with those cases that have been defined as high priority) in person and in accordance with the necessary health measures, and they provide distance electronic care in all other cases.

  • To receive assistance from the Care Service for Immigrants, Emigrants and Refugees (SAIER), you need a prior appointment (CA).

    People with a prior appointment will receive telephone assistance to ensure compliance with the safety and hygiene measures against Covid-19. Face-to-face appointments will be arranged whenever deemed necessary.

    People in a situation of social or legal emergency or other situations of vulnerability can go directly to SAIER’s headquarters on Carrer de Tarragona, 141 from 9 am to 1 pm Monday to Friday.

    Outside these times, in an emergency you can call 900 70 30 30 or go to the Barcelona Social Emergency and Crisis Centre (CUESB) on Carrer Llacuna, 25.

    Increased Care and Support
    In order to ensure better care for SAIER users, the City Council is reinforcing the service with an endowment of €500,000 for organisations (including the Red Cross) that deal with social emergencies and to adapt a new space where they can provide this service.

    This reinforcement is in addition to the increase in the number of places in the Nausica programme (from 92 in 2019 to 117 in 2020) for asylum seekers without means who have been excluded from the Spanish National Welcome and Integration System (SNAI) or who have been unable to achieve a sufficient level of autonomy after forming part of the programme.

  • The aim of the VinclesBCN app is to strengthen the social relationships of over-65s who are feeling lonely. This application, which now also includes a healthcare channel to provide information about Covid-19, enables users to communicate and interact with their friends and family through video calls and video or voice messages, as well as with elderly people belonging to the Vincles user group.

    VinclesBCN is a very valuable tool for keeping in touch with the most vulnerable people, providing them with emotional support and finding out how they are doing and whether they need anything.

    The user’s family and friends can download the VinclesBCN application on their smartphone. The app is available for Android and iOS.

  • A sum of 20.5 million euros has been earmarked for the new round of home-renovation grants. A new line of grants providing up to 4,000 euros for interior home improvements has also been created, with some 750 homes set to benefit.

    Five categories of grant are also being offered in 2020:

  • A new team of ICT officers are helping people unused to using information and communication technologies (ICT) to carry out online procedures.  

    This municipal service has been set up to guarantee citizens can access digital tools, reducing the digital divide made more apparent by the Covid-19 pandemic, particularly among the most vulnerable groups and neighbourhoods. It will also help connect these groups to municipal services and subsidies.

    The team of digital skills-builders help people carry out online administrative procedures, such as registering for various municipal services or requesting subsidies or benefits. The officers also teach people to use basic tools such as email and electronic signatures, as well as how to make video calls and generate PDF documents.

    The new digital skills service is one of the first initiatives to be implemented in the City Council’s shock plan for digital inclusion, which has a budget of 700,000 euros.

  • The consequences of the Covid-19 crisis in Barcelona can be measured in the high number of deaths and great personal and family pain caused by it, as well as in the freezing of economic life that has left many people without income and can ultimately destroy thousands of jobs and cause many businesses to disappear.

    The Agreement for Barcelona is the result of a collective work process involving many sectors in the city. A process of dialogue, consultation and listening to all parties has been carried out following an initial drive by all the municipal groups of Barcelona City Council.

    The Agreement is a collective undertaking and proposal to find a positive way out of the crisis, working more intensively and together in relation to the main priorities that should help us advance towards Barcelona’s economic and social recovery while continuing to carry out the necessary transformations in favour of environmental sustainability in the next eighteen months.

    The Agreement of Barcelona has 10 main goals:

    1. To reactivate and strengthen Barcelona’s production and commercial sectors ​​as the economy’s main energising elements and job creators.
    2. To commit to resilient and innovative economic sectors, supporting diversification, thanks to the acceleration of the city’s digital transformation and technological capacity.
    3. To boost community action by reinforcing social services and their structuring with entities and the social fabric, in order to address the crisis and the new vulnerabilities that have now been added to existing inequalities, with a commitment to the role of care in our society.
    4. To turn housing into an economic, social and environmental response to the crisis.
    5. To strengthen the city’s healthcare and biomedical system, thus helping improve the public’s health and contributing to Barcelona’s consolidation as a safe and advanced city that is a leader in the provision of healthcare.
    6. To make progress towards a new urban model with a more local basis, giving new impetus to sustainable mobility, the reduction of emissions and renaturalisation, and reasserting the commitment to addressing the climate emergency.
    7. To make a commitment to building an education system and an education network that ensure equal opportunities and constitute the basic tool for ensuring social equity. To boost the city's science capital and its value for the definition of future strategies, and to consolidate Barcelona as a place for research.
    8. To promote access to culture by strengthening the city’s cultural and creative capital as Barcelona’s first-class heritage, a factor for cohesion and international visibility. To guarantee universal access to sport for all citizens as a tool for health and building association networks.
    9. To reactivate the city as a high-quality, safe and sustainable urban tourist destination and a leading place of professional exchange and talent recruitment and retention.
    10. To consolidate Barcelona’s active role in the international arena, committing to city networks, cooperation and multilateralism.

    The Agreement for Barcelona includes around two hundred organisations and entities including professional associations, companies, trade unions, universities and entities, among others, which represent the city’s dynamism and diversity of interests. This is in addition to the deputy mayors and presidents of the City Council’s municipal groups.

    The exceptional times we live in require an exceptional response, which must be collective and reach public and private agents, entities and associations as well as the general public. Unity around common goals, around the foundation on which basic consensus is built, must serve to create new energies and resources and to pool efforts.

    In view of this, the entities and organisations signing this Agreement undertake:

    • To work on contributing to the achievement of the specified goals.
    • To design measures in their respective fields of action that may specifically contribute to the goals on which the Agreement is based.
    • To strengthen their networking links with other agents and cooperate in a cross-cutting manner in order to help Barcelona recover.
    • To hold a Convention on the Agreement in the first half of 2021 in order to assess the state of the city, report with transparency on the achievements made and share the advances made towards the goals of this Agreement and in accordance with its spirit.

  • A child-minding service aids people's work-life balance in low-income areas of the city.

    Until February, Project Concilia will operate as a pilot project in the neighbourhoods of La Verneda i la Pau, El Besòs i el Maresme, Trinitat Vella, Raval, La Marina and Zona Nord.

    The new service is open seven days a week in the following facilities:

    • Barri La Pau Neighbourhood Centre (La Verneda i La Pau).
    • Barri Besòs Neighbourhood Centre (El Besòs i El Maresme).
    • Trinitat Vella Football Ground (Trinitat Vella).
    • Espai Erasme Janer (Raval).
    • Sala Pepita Casanellas (La Marina).
    • Zona Nord Civic Centre (Zona Nord).

    Priority will be given to single-parent families on low incomes, women who are gender-violence victims and families who have no contact with local residents or the community.

    The service applies all current Covid-19 safety measures.

  • The City Council has created a social emergency fund with an 18 million euro budget that will help to cover the basic needs of 12,100 families (close to 34,000 people, 11,843 of whom are minors). 

    Ranging from 200 euros to 475 euros a month, depending on income and number of family members, the aid will be received through the Barcelona Solidarity Cash Card during the second semester of 2020. In all, the beneficiaries will receive between 1,200 euros and 2,850 euros during the semester.

    The cards will be sent directly to the households concerned, once they have been notified they have been granted the aid. The first payment will be made towards the end of September, which will include the monthly payments for July, August and September.

    Criteria for receiving these benefits:

    • Being registered as a Barcelona city resident on 1 January 2020.
    • Having been a user of the social services up to 30 June 2020.
    • Having received aid in excess of 150 euros. 

    Anyone who meets these requirements will not have to request this aid. They will be notified they are to receive it by the City Council over the next few weeks. 

    The notification will be sent by text message, through which beneficiaries will be able to complete any procedures online to receive these benefits.

    This measure is part of the 35 million euro municipal social shock plan in response to the emergency caused by the COVID-19 crisis.

  • Barcelona City Council’s social shock plan, which was approved at a Full Municipal Council Meeting this July, will be allocating 35 million euros to tackle social needs.

    The fund will be dedicated to extending financial aid, assistance for housing-related emergency situations, covering basic rights, emotional support, tackling gender violence, guaranteeing the right to assistance and supporting the city’s community network, promoting job placements and safeguarding the rights of children and teenagers.

  • The activities of the Neighbourhood Plan have been adapted to deal with the Covid-19 crisis and thus respond to socio-economic, education, digital training problems and those related to family care that have arisen or worsened as a result of the pandemic.

    Wi-Fi network and ICT training

    he digital divide could be seen before the health crisis, but the need for the lockdown and avoiding face-to-face attendance have turned it into an educational and social barrier for groups with less information technology training or without an internet connection.

    To reduce this gap, the Plan aims to equip and improve cover and the free-use high-speed WiFi network in all municipal facilities in the neighbourhoods where the plan is implemented. Spaces will also be set up for digital-skills training which will have internet-connected computers available to them.

    On the other hand, Barcelona City Council has launched a new team of ICT officers that will offer personalised help for administrative procedures or processes and teach courses on how to use basic tools.

    Healthy food baskets and community support

    One of the consequences of precariousness and lack of financial resources is the deterioration of the health of people who suffer from it.

    ln July a pilot programme was launched in the neighbourhoods of Zona Nord, Roquetes and Trinitat Nova to encourage healthy habits and boost participation in community networks through diet.

    The project is developed through groups that meet weekly. Each week a basket is delivered with fresh, organic, local produce, which is used to work on food issues and healthy habits.

    The entities of the different neighbourhoods participate in this project to support their neighbours and link them with other people and projects.

    As from September, the Neighbourhood Plan will be offering social and emotional support to people affected by the crisis as well as training in personal and family economics for achieving a decent and independent life with the available resources.

  • Barcelona City Council has allocated an extra one million euros to reinforce various food projects for vulnerable people, together with social entities working in the city.

    An agreement with the Catalan Red Cross and Càritas worth half a million euros was used to add to the 29,000 pre-paid cards issued by municipal social services, enabling the two entities to reach at least 2,000 more vulnerable people.

    Special subsidies totalling around 600,000 euros have also been awarded to 57 small social entities and community support networks running special food operations to respond to the Covid-19 crisis.

    At the same time, the City Council is working with the Food Bank, Mercabarna and the farmers’ union to multiply the number of kitchens with the capacity to distribute meals in all city districts, based on making use of surplus food or donations.

    In addition, 20,000 guides on cheap healthy eating for families with children have been distributed. The guides offer tips, menu suggestions and shopping lists to help people prepare healthy meals on a tight budget.

  • Thanks to the agreement between Barcelona City Council and Càritas, the Torre Baró open centre has restarted in-person activity. During the months of July and August the centre has organised organitzarà summer camp activities for children and adolescents aged 5 to 13 who live in the Vallbona, Ciutat Meridiana and Torre Baró neighbourhoods. The activities have been done in groups of up to 10 children, always following the health protection regulations.

    Set up thirty years ago, the centre assists children and teenagers in situations of poverty and social exclusion and is aimed at improving their opportunities and living conditions.  The centre offers them extra schooling, workshops, manual work, IT classes and recreational activities aimed at the children’s comprehensive growth and development.

    The Torre Baró open centre is re-opening in the framework of the economic crisis caused by the COVID-19 pandemic, a time when the community action that these types of projects are implementing is playing a major role in supporting children and families.

  • Last june,  20 community centres started up, neighbourhood facilities fitted out by the City Council to help local people combat the crisis.

    We are talking about casals de barri and other local facilities that will operates as reference centres at the disposal of community organisations and networks, with organisational and financial support plus direct contact with municipal social services. The aim is to strengthen the social fabric and neighbourhood networks beyond the pandemic.

    A total of €365,000 is being invested in the 20 centres.

    The community centres will enable permanent working teams to be established between the facilities and municipal social services staff open to local entities, to facilitate collective and shared detection and consideration of the needs of vulnerable local residents.

    Entities using these centres will find:

    • Individual protection equipment
    • Hygiene products and disinfectants
    • Internet connection points with a video-conference terminal
    • Mobile phones
    • A printer for posters and signs and help with designing and producing them
    • Clean, disinfected rooms for F2F meetings
    • Space for attending to people
    • Storage
    • Transport service for materials

    These facilities may also be organised as reference spaces for joint advice on carrying out community projects. Each facility will be able to put together a project adapted to the needs of their neighbourhood.

  • As part of the exceptional measures against the Covid-19 crisis, Barcelona City Council has launched a specific procedure for accepting donations intended for funding social-assistance, healthcare and economic-promotion programmes, as well as any other programmes the City Council thinks fit and implements for the purposes of mitigating the effects of the pandemic.

    How can I contribute?

    The procedure is straightforward. To make a donation using a credit or debit card, all you have to do is follow the steps described at the following link:

    Can I get a receipt for my donation?

    A certificate for the donation made, which entitles holders to the tax benefits set out in Act 49/2002, of 23 December, on the tax regime for non-profit organisations and the tax incentives for patronage, can be obtained in the following ways:

    • If the donation was made using a direct link, in the coming weeks and without the need for any further procedure or request, the certificate confirming payment of the donation will be issued and sent.
    • If the donation was made using the Bizum app, a request should be made using the same app, where the municipal email address is indicated to which all requests should be sent. The certificate confirming payment of the donation will be sent in the next few weeks.

    In both cases, the person whose name the donation was made in should indicate on the request for the certificate that they consent to Barcelona City Council handling their data to check they are correct and to send the certificate to the designated email address.

  • The municipal meals programmes (Meals at Home, Meals in Company, soup kitchens and facilities set up to attend to the homeless) were beefed up during the state of emergency to ensure balanced, healthy food is available for vulnerable people who for various reasons might be short of food. 

    Now, once the state of emergency has ended, the extra food facilities put up during the crisis have closed. From now on, food grants will be provided through the municipal Social Services.

    Since the state of the crisis, the number of meals distributed to people in vulnerable situations rose by 192%. Following the state of alert the number of meals has stabilised at 88% more than before the pandemic.

    Furthermore, between March and July, the City’s social services have assisted 44,463 individuals and granted a total of 18,760 emergency aids for the sum of over 8.01 million euros. Most of the financial aid awarded was to cover food and housing costs.

  • Barcelona's Mayor, Ada Colau, has written to Spain’s Prime Minister, Pedro Sánchez, to propose a State agreement over the right to housing.

    The Mayor’s letter to the Spanish Prime Minister calls on him to lead a strategy that would bring all the state's public authorities in line and coordinate them for the purposes of progressing towards a new housing-policy model that was geared to protecting and guaranteeing this fundamental right.

    The Mayor also demanded an amendment to the Act on Budgetary Stability and Financial Sustainability which would enable local authorities to use surpluses they have accumulated for allocation to mitigate the effects of the Covid-19 crisis.

    The Mayor’s letter was accompanied by a working document with proposals for this new strategy, inspired in the municipal experience:

    • To prolong suspended evictions for another six months, which would join the other six initially provided for, and extend leases for another six months.
    • To promote the building of affordable housing with a reduction in VAT in protected-housing promotions.
    • To encourage authorities to buy housing below market prices.
    • To make purchases of dwellings by large property owners conditional on an obligation to allocate part of their properties to affordable housing.

  • Barcelona City Council is expanding its free dental service for vulnerable people with new premises in the Torre Baró neighbourhood of the Nou Barris district. The new premises are expected to open by the end of 2020. The expansion, which is being carried out in response to requests from residents’ organisations and services in the area, also aims to address the current social and economic crisis arising from the impact of the Covid-19 crisis.

    The second municipal dental care facility

    The municipal service, which has been operating at Carrer Viladomat, 127 since autumn 2018, will thus open a second dental facility at Plaça Eucaliptus, 34.

    Since its launch, the free dental service for vulnerable people has served over 1,600 vulnerable people referred by the municipal Social Services, 53% of whom are women. 

    As 18% of the people served came from Nou Barris, the opening of a new facility in the district will enable the existing service to be expanded for a more local service. Specifically, the expansion will result in two more chairs for dental and oral hygiene treatments.

    Up to 40% cheaper than standard prices

    This is not the only municipal dental service being developed by the City Council. The publicly available municipal dentist project with prices estimated at up to 40% lower than standard prices has recently called a tender for a technical study to establish the best possible location for a clinic, which it is expecting to conclude in the autumn.

    In addition, last January, the City Council and the Dental Care Centres Business Association (AECAD®) agreed on a significant price reduction for vulnerable people who hold a Targeta Rosa or Targeta Barcelona Solidària card, a project that is still ongoing.

    The aim is to promote access to dental care for those residents of Barcelona who, due to strictly financial reasons, struggle to access basic dental treatments: a situation that affects at least 12% of Catalonia’s population.

  • Community support networks have been created in every city neighbourhood, in order to deliver food to the homes of people who need it most. Find out all about it and take part!

    Shopping hubs, retailers’ associations, municipal markets and city trade associations have also shown their solidarity by promoting support initiatives that help to deal with the Covid-19 crisis. These include free deliveries of food to local residents over the age of 65 and specific campaigns to help city residents to get in contact with shops which sell essential goods and are offering a home delivery service.   • Barcelona is keeping its emergency accommodation facilities open and has no plans to close them. The municipal strategy involves consolidating the facilities for women, people with addictions and young people in the city as long-term facilities that will remain in place beyond the current health emergency.

    In addition, Barcelona City Council has in recent years focused its efforts on the creation of spaces that make it possible to guarantee the privacy of the people they look after, such as the Carrer Tànger facility, the Cal Muns centre, the Maria Feixa youth facility or the APROP programme.

    The six emergency accommodation facilities are:

    • Pere Calafell facility: This was open between 20 March and 27 May and will reopen in the autumn following refurbishment works. It is run by the Red Cross,
    • Women’s Assistance Facility (EAD): This women-only facility is run by Progess.
    • Two pavilions in the Fira de Montjuïc: These are run by the Red Cross and the Fundació Salut i Comunitat. In view of the new outbreaks that appeared in July and the Generalitat de Catalunya’s new recommendations and restrictions, 24-hour care was resumed.
    • Pere Tarrés facility: This is affiliated to the Barcelona Public Health Agency and helps people with alcohol or drug addictions who are living on the street. It is run by Associació Benestar i Desenvolupament and opened on 3 April.
    • Youth facility: This is located in an outdoor pursuits centre in Montgat and provides assistance to men aged 18 to 23. It is run by the Superacció association and opened on 16 April.

    From the time that the state of alarm was declared until August, the six emergency accommodation facilities set up by the City Council have provided assistance to 1,324 homeless people.

    These facilities have made it possible to provide accommodation for both people who were already living on the street, and for others who suddenly found themselves in this situation as a result of lockdown. A total of 700 places have been added to the 2,200 already provided as a standard service in Barcelona by the City Council and the entities coordinated by the Network for the Care of the Homeless (XAPSLL) before the pandemic.

    The users and staff of all the emergency accommodation facilities have had Covid-19 swab tests. Those who tested positive were referred to isolation spaces, and more serious cases were admitted to hospital. There have been no deaths.

  • Barcelona’s cemeteries are open at their usual times.

    Attendances at burials, cremations and farewell ceremonies are limited to a 50% of capacity.

    Funeral services are being reinforced with the following resources:

    • More mortuary space for deceased persons in their installations.
    • More vehicles to transfer deceased persons from hospitals, homes, residencies and other health centres.
    • Provision of a telephone helpline for relatives to ensure they receive appropriate attention and to help speed up the procedures required for initiating the process.

    Cementiris de Barcelona have also brought forward the planned extension to the Islamic section in Collserola cemetery. The extension will make a further 72 graves available, distributed in 24 tombs, as well as two blocks of niches with a total capacity of 96 places.

    FAQs on funeral services, cemeteries and cremations

    • If a family doesn’t have a niche, but they want to get one, can they be provided with one at this time?

    Yes. There are burial sites available in different places in Barcelona, especially in Montjuïc and Collserola.

    • Is the price of the basic service going to change, now that people can hold wakes again?

    Burial costs will depend on the needs of users and what they choose.

    • If the person has death insurance, does this cover the service?

    Yes, if the deceased person has death insurance, their family members may freely choose the services and products they wish to hire. They are also entitled not to use the full insurance payout amount and to ask for the balance to be returned to them.

    • What will happen if the deceased has no family members and no one comes to claim their remains?

    The burial will be processed as a free service. This will include basic services (but not the wake or ceremony), in other words: collecting, transporting and preparing the deceased person's body; the coffin; the necessary procedures and burial or cremation.

    • Is it mandatory for people who have died from COVID-19 to be cremated?

    No, it is not mandatory. They can be buried in the family burial site, in a site rented for 5 years or in a newly assigned one. The basic service allows you to choose between burial or cremation, as long as the resources are available.

    Can I go to my family member’s burial?

    Remember that you must maintain a social distance of 1.5 metres from others, and wear a mask whenever social distancing is not possible.
    You are also requested to respect social distancing during the burial.

    • When will I be able to collect my family member’s ashes?

    The day after the cremation. Staff at the Montjuïc Cremation Centre will tell you the date and time.

    Yes, without any additional cost, for one month. Once a month has passed, you can then sign up to the service for looking after the ashes.

    • Can I hold some type of farewell ceremony once lockdown is over?

    Cementiris de Barcelona will provide spaces within its grounds for families to hold farewell services, once the situation has returned to normal.   • The Municipal Quarantine Support Programme remains active so it can guarantee the proper isolation of people affected by COVID-19, or who have been in close contact with someone positively diagnosed with it, and who are having difficulties complying with the health recommendations because of their housing or socio-economic situation.

    The home services maintained for people who are in health-related isolation are as follows: home cleaning or disinfection; delivery of masks, gloves and other protective equipment; pet-care services; and home deliveries of cooked meals, food hampers and cleaning and personal-hygiene products.

    Meanwhile, the “Hampers against COVID” programme has brought about the distribution during the lockdown months of over 20,000 lots of food to people over the age of 70, people with chronic illnesses and self-isolating people affected by COVID-19.

    Referrals under the Municipal Quarantine Support Programme are made from the Primary Assistance Service at the Catalan government’s Ministry of Health, which detects difficulties when monitoring people who are self-isolating at home, with the support of a specialist municipal office.

    The programme also has access to the Hotel Social Salut to accommodate people required to self-isolate. The facility offers eighty rooms (operated with collaboration from the Sant Pere Claver–Fundació Serveis Socials) , making use of unused tourist apartments loaned for free until the end of June.

    In addition, the community programme for promoting messages from the health authorities for citizens in public spaces has been reactivated. It is made up of 53 civic officers and mediators who provide information from the health authorities and preventing the spread of disease in the areas where such information is needed.

    The quarantine support programme is implemented in collaboration with Open Arms, the Red Cross, the Food Bank, World Central Kitchen, Sagardi, Food for Good and the Hope and Help Foundation.

  • It was at the height of the outbreak of the pandemic in the city that Barcelona City Council reached an agreement with the humanitarian organisation Open Arms to transfer, as quickly as possible, elderly people with symptoms of COVID-19 infection who were living in residences.

    The initiative was carried out in accordance with the measure coordinated by the Government of Catalonia, as the competent authority for old people's homes.

    The City Council distributed 300 tablets among these facilities, to make it easier for residents and their families to communicate with one another.

    The devices were part of the Vincles BCN service (ES), which provides support for lonely elderly people and had been prepared for future new users. The tablets can be used for instant messaging applications and to make video calls.

    A new communication channel was also launched, through the Vincles BCN tablets, to offer spiritual support for elderly people living in an old people’s homes.

  • The campaign “Cistella contra la Covid” saw 20,000 food hampers distributed among the over-70s, people with chronic illnesses and people isolating and affected by Covid-19 in Barcelona.

    The hampers also included healthcare recommendations and information on municipal services in relation to the Covid-19 crisis, as well as on services offering remote food sales and home deliveries in the neighbourhood.

    The goal was to minimise the risk of these groups having to leave their homes to go shopping, thus reducing the risk of infection.

    The initiative gave priority to people with no family networks or neighbours who could do their shopping for them.

    In all, 220 tonnes of food was distributed.

    The campaign was coordinated by Barcelona City Council and the Government of Catalonia, with non-profit collaboration from some twenty entities and companies.

  • Barcelona has earmarked nearly 640,000 euros for international cooperation projects to help tackle Covid-19 in other countries. The subsidy, which was open to all organisations and NGOs accredited as experts in humanitarian action and emergency aid, is aimed at containing and mitigating the spread of coronavirus in the poorest suburbs of the cities of the South.

    The eight initiatives chosen by Barcelona City Council to benefit from this funding correspond to projects in Colombia, the Gaza Strip, Lebanon, Mozambique and Senegal. They are:

    • The right to food and prevention of the transmission of Covid-19 in Medellín (Colombia) - Asamblea de Cooperación Por la Paz (ACPP).
    • Mitigation of the spread of Covid-19 among the population of the Gaza Strip - Farma Mundi.
    • Hospital and community support for the Palestine Red Crescent (MLRP) in Palestinian refugee camps in Sidon (Lebanon) - Spanish Red Cross.
    • A diverse range of protection and support measures for Lebanese refugees in a situation of extreme vulnerability given the Covid-19 crisis, in Sidon (Lebanon) - Moviment per la Pau, el Desarmament i la Llibertat.
    • Prevention, containment and response to Covid-19 in the markets of Maputo (Mozambique) - CESAL.
    • Extra support for the healthcare response and community strategy in the face of Covid-19 in the district of Matola (Mozambique) - Metges del Món.
    • Support for the population in the municipality of Parcelles de les Assainies and the Departmental Centre for Women’s Assistance and Training (CEDAF) in response to the Covid-19 emergency (Senegal) - Action against Hunger.

  • Over two hundred and sixty community organisations from Barcelona and Catalonia, including the Civic Council, the highest advisory and participatory body in municipal politics for the city’s network of associations, have signed up to the manifesto by the Barcelona Municipal Immigration Council (CMIB) in defence of the rights of immigrants in relation to the Covid-19 health crisis.

    The manifesto by the CMIB, published early in April, calls on the state to regularise health workers without working permits, to formally validate qualifications in healthcare and socio-sanitary fields, and in general to protect the rights of immigrants, whose presence is essential in the spheres of care and domestic work, delivery services, cleaning and supermarkets.

    Many immigrants also belong to particularly vulnerable groups, such as the homeless, those seeking asylum those working in prostitution etc.

  • Barcelona’s Education Consortium has distributed 3,000 tablets connected to the internet so that students in vulnerable situations can access online education.

    Pupils were able to use these devices to access platforms with educational content and follow classes from home during the last term of the 2019-2020 school year. 

    The distribution gave priority to students in their sixth year of primary school or their first year of secondary school, as part of the plan against school segregation.

    This Barcelona Education Consortium programme supporting equal opportunities in education has continued to work during the Covid-19 health crisis.

    The programme is carried out with the collaboration of university students, who helped the most vulnerable students during lockdown with online schoolwork.

    For its part, the Barcelona Neighbourhood Plan (ES) has distributed 1,815 sets of school materials to nearly 3,000 children, among families receiving school-dinner subsidies at the 30 state primary schools covered by the neighbourhood plan.

  • Some 1,200 mobile devices were distributed in hospitals and health pavilions so that isolated patients can talk to their family.

    The devices were distributed around the main hospital centres in Barcelona (Vall d’Hebron, Hospital de Sant Pau, Hospital del Mar and Hospital Clínic) and the respective health pavilions (Guinardó Sports Centre, Claror Marítim Sports Centre and INEFC), as well as hotels equipped for medical use.

    The devices included tablets, mobile phones, modems, state-of-the-art computers and screens for video conferences.

    They enabled communication between isolated patients and their family.

    They also enable medical staff to access patients’ clinical records and to exchange information between medical facilities.

  • Three Barcelona Metropolitan Transport (TMB) solidarity buses have begun transporting people affected by the Covid-19 virus from hospitals to health centres, hotels and facilities that have been adapted to accommodate these patients. They are people who have been released from hospital, but under the condition of going into confinement in specific places other than their homes.

    Over two hundred TMB drivers have volunteered to drive these buses.

    The buses have been prepared and adapted for transporting patients, with a physical separation between the passenger area and the driver's cab. A strict cleaning and disinfection protocol is applied every day.

    The drivers are working with the required personal protective equipment and they are supported by healthcare operational staff to avoid any risk of contagion. When the vehicles finish their service they are subjected to a cleaning and decontamination process at the bus depot.

  • The “Let’s look after those looking after us” initiative provides free resources to make up for and reduce the tension being experienced by front-line professionals attending to the public during this period of struggle against the coronavirus pandemic.

    This campaign is specifically aimed at people working in the healthcare sector, the social services, the carer and cleaner sectors, the police and security forces, supermarkets, pharmacies and transport, among other things.

    “Let’s look after those looking after us” puts a series of videos at their service, offering advice from sports and healthcare professionals on relaxing physical activities, remedial physiotherapy exercises and nutritional recommendations.

    The contents were designed to deal with the needs arising from the highly demanding personal and work situation that such people are currently subject to.

    In addition, each block has an email address available for professionals from these three areas to send personalised answers to any queries that may arise over the application of the exercises and the advice provided.

  • The Cities Coalition for Digital Rights, created by Barcelona, New York and Amsterdam and made up of over 50 cities worldwide, has presented a joint declaration to safeguard digital rights in the use of technology to tackle the Covid-19 crisis.

    While it’s important to recognise the crucial role that digital technologies can have in containing and resolving the current crisis, it’s also necessary to ensure that their application does not pose a threat to people’s digital rights.

    Because of this, the declaration includes 10 principles to guide the development and use of technological applications to combat the pandemic and safeguard people’s digital rights:

    Meanwhile, Barcelona City Council will be launching a pioneering AI municipal strategy in Europe. This is an action plan for developing an ethical and reliable technological municipal model and for ensuring that emerging technologies will be at the service of city residents.

    The strategy falls under the framework of the COVID-19 crisis, which has speeded up the digitalisation of economic and social activities but has also caused new technological risks, which may cause inequalities and forms of discrimination.

  • The Barcelona Education Consortium's Summer Success 20 programme provided educational support to vulnerable students in secondary school and years 5 and 6 of primary school whose learning had been affected during the Covid-19 lockdown.

    The programme was held from 1 to 16 July in seventeen schools in the city, of which thirteen are secondary schools and four are all-through schools, with the established health safety measures in place.

    The schools hosted daily sessions of two hours each in groups of ten people, with forty students per school and a maximum of 680 students in the entire programme.

    The Summer Success programme was carried out with the collaboration of young university students, amics@grans and Great Friends, who carried out educational support work for all participating students based on the guidance issued by tutors and school and area coordinators.

    Once the programme was completed, the leaders of the participating schools received a report of the students and their work. This will be used to improve the first-term assessment in academic year 2020-2021.

    Furthermore, this year the Neighbourhood Plan (ES) worked with the secondary schools Institut Bernat Metge and Institut Barri Besós (Sant Martí) and Institut Pablo Ruiz Picasso (Nou Barris) to supplement the school support work with artistic, literary and musical activities.
