Today more than ever, cities need to design a cultural policy based on cultural rights, whose implementation focuses on access, cultural practices, innovation, democratic governance, the recognition of diversity, creativity, cultural production and community reinforcement with city residents and sectoral stakeholders, as the central considerations for implementation.
