Opposition proposals from the full council meeting of 29 October 2021

October’s full council meeting approved just one opposition proposal, which came from Junts per Catalunya and urged the municipal government to produce a report on the impact of the price of energy and look at measures to compensate it. In contrast, the proposals from the ERC, Cs, the PP and BCN Canvi were rejected.

The proposal from Junts per Catalunya urged the municipal government to produce a report on the impact of the price of energy on the economies of families, the self-employed and SMEs, and to study ways of compensating for it through tax by-laws in 2022 or through subsidies. The proposal was approved with votes from the ERC, BComú, the PSC, JxCat, Cs, BCN Canvi and the independent councillor, with the PP abstaining.

Ciutadans called on the municipal government to defend the availability of the range of education, and to strive for families’ freedom of choice and maximum quality in education, cutting teacher-student rations and improving funding to gradually reach free school places. The proposal was rejected, with Cs, the PP, BCN Canvi and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat all voted against it.

The Partit Popular put forward a proposal to condemn violent attacks and aggressions towards members of the security forces and emergency services. The proposal called on the City Council to act as private prosecutor in the case of aggressions against officers with the City Police. The proposal was rejected, with JxCat, Cs, the PP, BCN Canvi and the independent councillor all voting in favour, while BComú and the PSC voted against it and the ERC abstained.

Barcelona pel Canvi put forward a proposal to create a municipal family support centre offering comprehensive guidance and assistance for families to improve their physical, psychological and social well-being during the different stages of life. The proposal was rejected, with Cs, the PP, BCN Canvi and the independent councillor voting in favour, while the ERC, BComú and the PSC voted against it.

Esquerra Republicana de Catalunya put forward content for an institutional declaration urging the municipal government to renegotiate with the Spanish government on funding for cultural and scientific infrastructures, and to establish new collaboration and funding parameters for national centres and for leading cultural activities based in Barcelona. ERC, JxCat and Cs voted in favour, while BComú and the PSC voted against it and the PP, BCN Canvi and the independent councillor abstained. This led to a technical tie of 18 votes, with the Mayor using the casting vote to oppose the proposal, meaning it was rejected.
