Opposition proposals from the full council meeting of 23 June 2021

June’s full council meeting approved three proposals with content for an institutional declaration. One was presented by BComú, to regain the CNL Catalan courses this summer; one by the PSC, calling for staffing to be maintained so that schools with a degree of complexity do not fare worse, and one by JxCat, seeking to set up a municipal political board to address the City Council’s stance on the extension to the airport. Proposals from the ERC, Cs, BCN Canvi and the PP were all rejected, the latter also being for content for an institutional declaration.

The proposal from the ERC called for an amendment to municipal government action to grant the use of land for the central building at the new mouth of the port, urging renegotiation with Port de Barcelona over the conditions giving preference to cultural activity for the site. The proposal was rejected, with the ERC voting in favour while BComú, the PSC, JxCat, Cs, the PP, BCN Canvi and the independent councillor all voted against it.

Cs urged the municipal government to design and extend the plan to promote Barcelona as a destination and regain the Barcelona brand. This proposal was also rejected, with Cs, the PP, BCN Canvi and the independent councillor all voting in favour, while the ERC, BComú and the PSC all voted against it and JxCat abstained.

BCN Canvi proposed the creation of the Councillor’s Office for Families, to be able to provide support for families through the various stages in life. The proposal was rejected, with JxCat, Cs, the PP, BCN Canvi and the independent councillor all voting in favour, while the ERC, BComú and the PSC voted against it.

Four proposals with content for an institutional declaration

June’s full council meeting included four proposals with content for an institutional declaration, from BComú, the PSC, JxCat and the PP.

The proposal from BComú called on the Government of Catalonia to recover the Catalan language courses scheduled for this summer by the Barcelona Centre for Linguistic Normalisation, and to guarantee that as many places as necessary are offered to cover the current demand. The proposal was approved with votes from the ERC, BComú, the PSC, JxCat, the PP, BCN Canvi and the independent councillor, while Cs abstained.

The PSC put forward a proposal calling on the Ministry of Education to implement the measures agreed to maintain staffing, guaranteeing there are no negative effects for areas and schools with a degree of complexity and continuing to tackle inequality in education in the city. The proposal was approved unanimously, with all parties and the independent councillor voting in favour.

JxCat proposed the creation of a municipal political board to meet before and after each session by the institutional board convened by the Catalan government relating to the airport, to achieve direct and ongoing dialogue and for the stance of the City Council to achieve maximum support. The proposal was approved unanimously, with all parties and the independent councillor voting in favour.

The PP presented the Full Council with a proposal to express unconditional and absolute support for the Spanish constitution, and calling on the Spanish government to respect the independence of the different institutions in the state and the judicial decisions, and not to grant official pardons for those condemned for sedition. The proposal was the subject of a roll-call vote and was rejected with seven votes in favour, thirty against and one abstention.
