Full Council meeting for February 2025

February’s meeting, which can be found in full on the Barcelona City Council YouTube channel, included the following as the main points in the order of the day:

The meeting approved the minutes for the session of 31 January 2025. The results of the full council agreements, votes and stance of political groups can be found on the website.

Information section

The government measure was presented to transform neighbourhood centres into more community-based facilities. Centres will be closer to people and offer a well-being and care service. The new model includes a range of essential services, combined with each facility’s own projects, adapted to the local singularities of each centre.

Decision-making/executive section

Approval was given to include, link and assign three sites at C/ Àvila, 140-14, at C/ Pere IV 66-68 and Pg. Exposició 12-14 to the ESAL agreement. The move was approved with the votes of Junts×BCN, the PSC and BComú, while the PP voted against it and the ERC and Vox abstained.

Approval was given to award the City of Barcelona Gold Medal to the former mayors Joan Clos, Jordi Hereu, Xavier Trias and Ada Colau in recognition and gratitude for their work at the forefront of the city. Junts×BCN, the PSC, BComú and the ERC all voted in favour, while the PP and Vox voted against it.

The meeting unanimously approved the proposal to award the Gold Medal for Scientific Merit to Josep Tabernero Caturla, the Catalan doctor and researcher specialising in medical oncology, in recognition of his scientific leadership, which has helped make Barcelona a leading city in the field of oncology.

The Full Council rejected the proposal to award the Gold Medal for Cultural Merit to Loles León, with the PSC and BComú voting in favour while Junts×BCN, the ERC, the PP and Vox all voted against it.

Unanimous approval was given to award silver and bronze medals of merit to members of the Barcelona City Police, the Fire Protection, Prevention, Extinction and Rescue Service and other people and organisations different to the corps.

The session also approved the agreement between the AMB and the municipal councils of Santa Coloma de Gramenet, Sant Adrià de Besòs and Barcelona for the maintenance, conservation and improvement of Barcelona’s ring roads and the municipal section of Gran Via nord. This proposal was backed with votes from Junts×BCN, the PSC, BComú and the ERC, while the PP and Vox abstained.

The urban improvement plan 4 of the MPGM for a more inclusive and sustainable 22@, in the district of Sant Martí, was definitively approved with favourable votes from Junts×BCN, the PSC and the PP, while BComú, the ERC and Vox abstained.

Input and control section

Junts per Barcelona called for the creation, in a time frame of a month, of the figure of Commissioner for Language to lead policies to promote Catalan, build alliances with other municipal councils to combat the language emergency and more. The proposal was approved with votes from Junts×BCN, the PSC, BComú and the ERC, while the PP and Vox voted against it.

Barcelona en Comú called for a plan to combat property speculation that includes measures such as the application of similar restrictions to those in other cities, the prohibition of seasonal rents and the protection of local commerce and homes for the elderly in areas under pressure etc. The meeting rejected the proposal, with BComú and the ERC voting in favour while Junts×BCN, PP and Vox voted against it and the PSC abstained.

The proposal from the ERC was to strengthen the presence and use of Catalan in the restaurant sector in Barcelona by offering training for staff, facilitating tools for signage in Catalan and more. The session approved the proposal with votes from Junts×BCN, the PSC, BComú and the ERC, while Vox voted against it and the PP abstained.

The proposal from Vox called on whichever relevant person or organisation to collaborate with the Fundació Hospital de la Santa Creu i Sant Pau to set up a residential centre for homeless people with addictions at the Hospital de Sant Llàtzer. The proposal was rejected, with the PP and Vox voting in favour of it while Junts×BCN, the PSC, BComú and the ERC voted against it.

The PSC put forward a proposal with content for an institutional declaration, calling on the European Commission to make public spending on social and affordable housing exempt from the tax laws of the EU’s stability and growth agreement. The Full Council approved the proposal with votes from Junts×BCN, the PSC, BComú and the ERC, while the PP and Vox voted against it.

Institutional declarations

Two institutional declarations were read out in the meeting: the first, signed by all groups and promoting research and better support and care for minority illnesses.

The second, within the framework of 8 March, to show the commitment to women’s rights and the struggle against gender discrimination and violence, backed by Junts×BCN, the PSC, BComú and the ERC.
