Municipal Services Survey 2025: the city improves its image

The study showed good results for the image of the city and municipal management, with the Barcelona Fire Service and the municipal library network again rated by people as the best services and facilities. Among the main concerns, housing worries increased, while insecurity dropped but continues to be the main concern among city residents.

The Municipal Services Survey, included in the Sociological Studies Plan and conducted yearly since 1989, is based on home interviews with 6,000 people in Barcelona with the aim of gauging their opinion on different aspects of daily life in the city. This year’s survey was conducted between 10 February and 7 May.

The data confirm an improvement in municipal management, with a score of 6.4 (out of 10), an increase of 0.2 compared to last year. The score is the highest since 2018, with little variation between districts. Some 30% of those surveyed believe the city’s image has improved in the last year (two points higher than a year ago). This is the highest rating since 2019, while criticism has dropped seven points in two years of this term of office to stabilise at 47%. This means that satisfaction at living in Barcelona has improved again this year and now has a score of 7.5.

Main concerns

Security dropped by a point but is still the main concern among citizens, with 26.5% of answers. One change that stands out is the 8.5% increase in concerns over housing, reaching record levels and accounting for the second highest number of answers with 20.8%. Some 16.1% of those surveyed also consider it a major personal concern.

Cleaning, with 6.8%, seems to no longer be a concern for most people, and neither does tourism, with only 5.7% of answers highlighting it as a problem.

Firefighters and libraries rank highest

All municipal services maintained their scores or improved them by the odd decimal. The Fire Service is still the most highly rated service, scoring 8.3, followed by the libraries, with 8.

Public transport rates well, but the launch of the new tram section in Av. Diagonal means the score for this means of transport rose by 0.4 to become the third best rated service, with an average score of 7.7. Street cleaning achieved the best score since 2018, rising 0.3 to reach an average score of 6.7.
