Opposition proposals from the full council meeting of 22 July 2022

July’s full council meeting approved five opposition proposals: one from the ERC calling for specific plans for eleven areas with high levels of noise, one from Cs calling for plaques and a memorial for those murdered by ETA, one from the PP demanding the inclusion of an emergency social and economic fund in the 2023 budget, and proposals from the PSC and JxCat for institutional declarations.

Esquerra Republica de Catalunya put forward a proposal calling for specific action plans for eleven areas where noise levels are an issue at night and where studies have shown they exceed established thresholds, along with restrictions on closing times for shops at night in areas where this is justified. The proposal was approved with the votes of the ERC, BComú, the PSC, JxCat and the PP, while Cs voted against it and Valents and the independent councillor abstained.

The proposal by Ciutadans urged the municipal government to install plaques in memory of those murdered by ETA in the city, organise a permanent exhibition about them and develop activities at schools to keep their memory alive. The proposal was supported by Cs, the PSC, the PP, Valents and the independent councillor, while the ERC, BComú and JxCat abstained. The proposal was therefore approved.

The Partit Popular called for the inclusion of a social and economic emergency fund in the budget for 2023 to cover the basic needs of vulnerable families and guarantee economic activities and jobs for the self-employed and small companies in Barcelona. The proposal prospered with votes from all municipal groups and the independent councillor.

The proposal by Valents urged the municipal government to reformulate existing policies to prevent and combat violence towards people and reverse subsidies, contracts and excess expenditure for organisations whose work does not lead to a reduction in this type of crime. The proposal was rejected, with Valents and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat voted against it and Cs and the PP abstained.

The PSC put forward a proposal with content for an institutional declaration, urging the Government of Catalonia to speed up the awarding of EU Next Generation funding transferred from the central government, and to return municipal councils the administration of FEDER funds. The proposal was approved with the support of BComú, the PSC, Cs, the PP, Valents and the independent councillor, while the ERC and JxCat abstained.

Junts per Catalunya also proposed content for an institutional declaration, urging condemnation of the attack received by Xavier Trias when he was the Mayor, tarnishing his reputation and harming his political career, and to take the case to the state prosecutor. The content also sought to extend that condemnation to the cases against Artur Mas, Pablo Iglesias and Podemos. The proposal was approved with votes from the ERC, BComú, the PSC and JxCat, while Cs, Valents and the independent councillor voted against it and the PP abstained.
