Collaboration protocol with ATM to connect the tram system

The proposal will be voted on in the full council meeting on 23 March and sets out the work to be done to build the first connecting section for the tram systems, between Glòries and Verdaguer. The City Council will take responsibility for surfacing and conditioning Av. Diagonal and Pl. Glòries, while Àrea de Transports Metropolitans (ATM) will build the infrastructure, install operating systems and develop the draft project for operating the service.

The extension to the tram system between Pl.Glòries and Verdaguer will connect the two points of the city in seven minutes, halving the time it currently takes on public transport and resulting in a 58% increase in passengers using the tram system, with 18,300 new users.

The three new stops planned and the increase in the number of metro and bus connections would also improve public transport options in this area of L’Eixample, as well as connections with the city as a whole and the metropolitan area.

Street works and construction of the network

The collaboration agreement means the City Council would be responsible for conditioning Av. Diagonal, adapting it for the installation of the tram system and remodelling it to create more pedestrian space, with more greenery and improvements to bike lanes. Likewise, the City Council would be responsible for the work in and around the tram section in the future Parc de les Glòries, allowing for the integration of the new tram interchange in a purpose-made space there.

In addition, the project to split the water trap in Av. Diagonal and improve the channelling of residual water and the drainage system, increasing its capacity, would also be the responsibility of the City Council.

For their part, ATM would be responsible for building the tram infrastructure, with criteria to ensure its correct integration into urban space, as well as promoting the use of public transport and increasing green spaces.

The installation of safe and reliable operating systems, as well as the draft operational project for the service, ensuring the correct integration and coordination with the existing tram system, would also by the ATM’s responsibility.

Public funding for public management

Both parties have expressed their will for the entire tram system to be 100% public when the current concessions expire in 2032. To this end, all work on the first stage of the tram connection will be funded publicly, avoid the awarding of new concessions.

The work to condition the streets in Av. Diagonal and Pl. Glòries would be the responsibility of the City Council, which would also initially provide the funding for the infrastructure, operating systems and draft operating project. Details still need to be defined with ATM to establish repayment of this investment.

The agreement also establishes that the income from the increase in demand for the new tram section must be for the public sector, and that ATM must take measures to guarantee this.


The collaboration protocol comes after eight months of intense analysis and debate by the commission to study the connectivity of public transport along Av. Diagonal. The commission looked at various studies and reports on connecting the tram systems, responding to information requests from municipal groups and demands from some groups within the framework of the commission, the aim being to achieve maximum consensus.

A ruling will be made on the proposal in the meeting by the Commission for Ecology, Urban planning and Mobility on Wednesday, 14 March, and it will subsequently be debated and voted on in the full council meeting on 23 March.
