Renewal of the Barcelona Culture Council

The body has new regulations and new councillors, ensuring pluralism and diversity. The new regulations set out measures to guarantee this same diversity and pluralism for the council. New members will form part of the institution, designed to contribute to the city’s cultural development and offer a space for interaction and participation between the various sectors of culture, political groups and independent experts.

More than fifteen months after it was created, the plenary meeting constituting the 2025-2028 period will see the council approve new regulations ensuring a more plural composition and accommodating all perspectives on the city’s cultural map. New aspects will mean members of the council can formulate questions for municipal political representatives, who will have to respond in the full meetings. The regulations also establish the measures needed to achieve parity between men and women in the council’s various bodies.

Besides Xavier Marcé, the Councillor for Culture and Creative Industries, as the chair of the council, and representatives from municipal groups, the members also include organisations such as the Associació de Professionals de la Interpretació i la Direcció de Catalunya, Galeries d’Art de Catalunya, the fashion cluster ModaCC, the FAD and many others, plus independent professionals including Rosa Rey, Jaume Ripoll, Claudia Costa, Juan Carlos Martel and Sara Peralta.

The creation of the Culture Council came in response to the mandate of the Statute, the Constitution and the European Charter to safeguard human rights in the city, texts stating that public powers must facilitate the participation of all people in political, economic, cultural and social life.

The new regulations to be approved should strengthen the council and give it greater pluralism. The main amendments set out in the regulations will provide for a wider range of cultural stakeholders working in the city. The election process for the independent members of the council and the executive board will also be amended to ensure pluralism and transparency in their designation and promote participation by organisations on the council in putting forwards representatives. The new regulations also set out more thoroughly and fully define the functions of the council and attribute it new functions.
