Low Emission Zone penalty period postponed

The Barcelona Metropolitan Area, Barcelona City Council and the other metropolitan municipalities involved (Cornellà de Llobregat, Esplugues de Llobregat, l'Hospitalet de Llobregat and Sant Adrià de Besòs) have decided to postpone the entry into force of the penalty regime for the Rondes de Barcelona Low Emission Zone (LEZ). Penalties were scheduled to be applied from 1 April 2020.

Barcelona City Council is activating an initial package of urgent fiscal measures to respond to the situation generated by COVID-19. There will be an initial impact on the business network with the deferral and off-setting of the payment of municipal taxes and rates for the use of public space.

Within this framework, the date for the entry into force of the penalty period for the Rondes Barcelona Low Emission Zone (LEZ), initially scheduled for 1 April, has been amended.

This means that, although the LEZ has been in operation since 1 January this year, sanctions will not be applied from 1 April, given the current exceptional circumstances and following all the recommendations of the health authorities with the shared aim of limiting the spread of COVID-19.

In coordination with the Barcelona Metropolitan Area and the other municipalities that make up the LEZ (Cornellà de Llobregat, Esplugues de Llobregat, l’Hospitalet de Llobregat and Sant Adrià de Besòs) the respective decrees and administrative formalities will be signed over the coming days to postpone the entry into force of the penalty regime.

The postponement of the entry into force of the penalty regime will be reassessed at a later date, depending on how the situation develops.

This measure has been jointly agreed to ensure that people’s mobility is not affected under these exceptional circumstances.  Please remember that the use of private motor vehicles needs to be kept to a minimum, with essential journeys only, over the coming days, in accordance with Royal Decree 463/2020.

Once this state of alert has ended, the competent authorities will analyse the situation and will decide on a new date for the entry into force of the penalty regime for the Rondes BCN Low Emission Zone.
