More restrictions and penalties for taxibikes

Drastically reduce the activity of taxibikes in Barcelona. That is the aim behind the efforts of the local authorities to increase control, restrictions and penalties over these vehicles, while working with the DGT to broaden the scope of current regulations and calling on the Generalitat to regulate their business activity.

Only 500 of the taxibikes operating in Barcelona comply with the Pedestrian and Vehicle Traffic Byelaw, which requires these vehicles to be registered, have insurance and operate in the zones set out in the byelaw.

Non-compliance with this regulation poses serious problems for pedestrian mobility, especially in popular tourist areas.

Consequently, controls have been stepped up in those places where most of these vehicles are concentrated, such as the seafront, Avinguda de la Catedral and Passeig de Colom. Between January and June this year, 6,525 reports were filed, mainly for byelaw infringements (3,767) or for bad parking (2,758).

These measures are in addition to the restrictions previously implemented in Ciutat Vella, where taxibikes are obliged to follow two specific routes which skirt the district and avoid the areas with most pedestrians.

Expanding the legal framework

Besides imposing penalties, the district authorities are working on a new regulation to fill the legal vacuum in which personal mobility vehicles (PMVs) are operating and which will avoid conflict between them and pedestrians in public spaces.

More specifically, technical guidelines are being drawn up with the Directorate General of Traffic (DGT) to impose legally binding requirements with regard to safety and the Catalan government will be asked to regulate the business activity of the sector to avoid a proliferation of these vehicles.

The ultimate aim of these measures is to reduce the number of taxibikes and commercial bikes with more than three wheels going round the city, because they disrupt the lives of local residents and fail to contribute to a quality mobility model.
