Norma, Barcelona’s legal information website

Norma, the Barcelona Legal Website, is an initiative to help people access municipal regulations and legal documents which are relevant to them.

Norma is designed to help people become familiar with current municipal regulations. The site initially contains 1,600 documents, with more to be added. There are currently 475 municipal regulations, 950 documents relating to jurisprudence and 185 legal opinions.

The website has three main groups of documents:

  • Search for regulations and guidelines.
  • Access to rulings by judges and courts on processes the City Council has been part of.
  • Access to non-binding reports issued by the Tax Board.

The simple or advanced search system allows users to access regulatory and legal documents such as by-laws, decrees, regulations, instructions, public prices, special plans, fundamental rules and circulars. The site also provides access to documents by themed areas and features support tools such as a glossary of administrative and legal terms, a FAQs section and tips for optimising searches. It is also possible to contact the Documentation and Knowledge Access Service (SEDAC), which manages the archives found on the website.
