Opposition proposals from the full council meeting of 27 November 2020

November’s full council meeting approved four opposition proposals: one from the ERC to create a city agreement on education, one from JxCat to enable interest-free payment of outstanding taxes in instalments, one from BCN Canvi for a working group with the companies which generate the most jobs in Barcelona, and one from BComú for an institutional declaration supporting social entities working to combat evictions and avoid vulnerable families getting their utilities cut off.

The proposal from the ERC was for a city agreement on education for 2030, geared towards ensuring inclusive, equal and quality education and moving towards the universalisation of education for infants up to the age of 3. The proposal was approved with votes from the ERC, BComú, the PSC and JxCat, while Cs, the PP and BCN Canvi voted against it.

The proposal from JxCat urged the municipal government to make it possible to pay outstanding taxes corresponding to the current tax year in interest-free instalments over the next two years, and to activate immediate subsidies for the property tax. The proposal was approved with votes from the ERC, JxCat, Cs, the PP and BCN Canvi, while BComú and the PSC abstained.

Cs asked the Full Council for municipal communications to always be sent in Catalan and Spanish and for institutional publicity to always be bilingual too. The proposal was rejected, with Cs, the PP and BCN Canvi voting in favour while the ERC, BComú, the PSC and JxCat voted against it.

The proposal from BCN Canvi called for a boost to employment through a working group with the fifteen companies that generate the most jobs in the city. The proposal was approved with votes from BComú, the PSC, Cs, the PP and BCN Canvi, while ERC voted against it and JxCat abstained.

Two proposals with content for an institutional declaration were also put before the Full Council. The first, from BComú, sought support for social entities calling for the immediate approval of a decree suspending all evictions and preventing vulnerable families from having their basic utilities cut off. The content was approved with votes from the ERC, BComú, the PSC and JxCat, while the PP and BCN Canvi voted against it and Cs abstained.

The proposal from the PP also set out content for an institutional declaration, calling on the Spanish government to guarantee all families a choice of education model, education options such as segregation by sex and the choice of a specific school. The proposal was rejected, with Cs, the PP and BCN Canvi voting in favour, while the ERC, BComú, the PSC and JxCat voted against it.
