Proposals by municipal groups at the full council meeting of 27 May 2022

May’s full council meeting approved three opposition proposals, from the ERC, Cs and the PP, and two from the municipal government, from BComú and the PSC, both with content for an institutional declaration. The proposals from JxCat and Valents were rejected.

Esquerra Republicana de Catalunya put forward a proposal calling for solutions to guarantee local people’s right to rest and to identify areas where noise is an issue at night, so that a specific plan can be approved for areas with a moderate or high sensitivity to noise. The proposal was approved with votes from the ERC, BComú, the PSC and JxCat, while Cs voted against it and there were abstentions from the PP, Valents and the independent councillor.

Ciutadans called on the municipal government to urgently draft and implement a plan with measures for the area known as the “triangle golf”, to resolve the current situation denounced by local residents. The proposal was approved unanimously with votes from all parties and the independent councillor.

The proposal from the Partit Popular sought to strengthen security in public space in the city during the summer campaign, particularly in tourist areas, as well as on the metro. The proposal was approved unanimously.

Barcelona en Comú put forward a proposal with content for an institutional declaration, urging the Catalan government and the Parliament of Catalonia to amend Act 4/2010 on popular consultations and reduce the number of signatures required for citizen initiatives proposing a public consultation. This was approved with votes from the ERC, BComú, the PSC, JxCat and Cs, while Valents and the independent councillor voted against it and the PP abstained.

The proposal from the Partit dels Socialistes de Catalunya, also with content for an institutional declaration, urged the Catalan government, as the responsible administration in the area of passenger transport, to prohibit economic activity by rickshaws. The proposal was approved with votes from the ERC, BComú, the PSC, Cs, the PP, Valents and the independent councillor, while JxCat abstained.

Junts per Catalunya also put forward a proposal with content for an institutional declaration, condemning espionage and the creation of false evidence against pro-independence politicians. The text also called on the state prosecutor to take legal action against those responsible and urged the City Council to bring a case as an affected party. The proposal was rejected, with the ERC and JxCat voting in favour, while BComú, the PSC, Cs, the PP, Valents and the independent councillor voted against it.

The proposal from Valents with content for an institutional declaration urged the Catalan government to take effective responsibility in the guardianship of unaccompanied foreign minors living in Barcelona, plus civil responsibility in criminal sentences against these. The proposal was rejected, with the PP, Valents and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat voted against it and Cs abstained.
