Political unity to drive the culture agreement

The city government and the municipal opposition promote a pact on culture, to agree on measures to tackle new and future challenges. The agreement complements the action set out in the City Pact 2030 and consists of a set of general lines for moving forward through political consensus and defining specific measures in different spheres.

In November 2019, within the framework of the Commission for Social Rights, Culture and Sport, and in response to a proposal from JxCat and a request from the ERC, all the city’s municipal groups agreed to work together to set out the Barcelona Pact on Culture. The agreement meant the municipal government was tasked with producing a detailed analysis of the cultural sectors in the city.

The outbreak of the Covid-19 health crisis, the subsequent lockdown and restrictions meant the task would have to be redefined to adapt to the new realities and challenges facing the city in terms of cultural policies. In this scenario, the Barcelona Pact was approved in July 2020 thanks to the work of the working group on culture, education, international affairs, science and sports, which brought together the country’s main institutions and organisations to identify the most important goals for culture.

Cultural policies adapted to new times

The new proposal for the pact on culture moves towards more specific new definitions, helping to get the city’s cultural policies into line with the new reality. To go into further details in the different aspects, the agreement anticipates specific work on issues where different municipal groups share common ground, and is defined by the following ten proposals:

1.Rethinking the architecture of large city facilities (government systems, funding, size, possible alliances etc.).
2. Funding for culture in the city: analysis of the resources available of possible alliances to be established at an institutional level and in terms of collaboration between public and private sectors.
3. Gender and culture in the city: intersections and culture.
4. Interculturality: city cultures and their recognition.
5. The city and its role as a capital for culture and science: analysis of links and possible policies to be developed.
6. Towards a specific policy for heritage.
7. Present and future of cultural industries in the city.
8. Art, culture and science: action programme.
9. Education and culture system: priorities and programme to be developed.
10. Cultural internationalisation of the city: alliances and strategies.
