Recognition for municipal human management

The Factor Humà 2022 awards gave the Impact award to the project “Direcció per valors”, which is designed to align the organisational culture of the 13,000 people working at Barcelona City Council and turn the organisation into a more human, innovative and resolutive team.

The awards recognised the initiative headed by the Area for Human Resources, operated by the Municipal Manager’s Office, for its positive impact for the organisation at both a tangible and intangible level.

The strategy was launched in 2020 with a participatory process among the entire municipal workforce to identify the five main corporate values: commitment to public service, agility, clarity, cocreation and friendliness.

Once these values were identified, 140 working teams were created to set out action, which is being implemented in over twenty projects to improve satisfaction among the entire workforce and boost their professional commitment and performance. In addition, work is being done on new leadership models for lead posts, plus values training for all municipal staff.

Currently celebrating its 25th anniversary, the Fundació Factor Humà has the goal of improving the human management of organisations. It was created in 1997, promoted by Mercè Sala Schnorkowski (1943-2008), an economist and politician whose various public roles included twelve years as a councillor for Barcelona City Council, from 1979 to 1991.
