Proposals from municipal groups in the full council meeting of 31 March 2023

March’s full council meeting approved three proposals: one from the ERC denouncing that many of the presentations this quarter are political party actions rather than city actions, one from the PP supporting the edition of the America’s Cup to be held in Barcelona in 2024, and one from Valents for stricter fines for graffiti. The proposals from the PSC, JxCat and Cs were rejected. An institutional declaration was also read out.

The proposal from Esquerra Republicana de Catalunya denounced that many of the municipal projects presented this quarter are political party actions rather than city actions, urging the municipal government to present a report detailing the institutional campaigns from this period and specify their cost and objective. The Full Council approved the proposal with votes from the ERC, JxCat, Cs, the PP, Valents and the independent councillor, while BComú and the PSC voted against it.

The Partit dels Socialistes de Catalunya proposed a change to the MPGM which obliges 30% of new-build flats and major renovation projects to be set aside for protected housing, introducing a financial compensation option for promotors to enable the City Council to purchase more land and build more public housing. The proposal was rejected, with the PSC and JxCat voting in favour, while the ERC, BComú, Cs, the PP, Valents and the independent councillor voted against it.

Junts per Catalunya presented a proposal to reproach the Mayor and her government team for their management of the city in the last two terms of office. The proposal was rejected, with JxCat, Cs, the PP, Valents and the independent councillor all voting in favour, while BComú and the PSC voted against it and the ERC abstained.

Ciutadans urged the city government to make the necessary arrangements so that bullfighting can make a return to the city during the next festivities for La Mercè. The proposal was rejected, with Cs, the PP, Valents and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat voted against it.

The Partit Popular proposed an expression of support for the 37th America’s Cup, which is being held in Barcelona in 2024, and to draft a city agreement with organisations and administration to give a collective boost to the event. The proposal was approved unanimously.

The proposal from Valents urged the municipal government to make a 50% increase to fines for graffiti and to create a programme where offenders help to clean graffiti in the city. The proposal was approved with votes from the ERC, BComú, the PSC, Cs, the PP, Valents and the independent councillor, while JxCat abstained.

Institutional declaration

The Full Council read out an institutional declaration to give support to the candidacy from the Plataforma per la Defensa de la Rumba Catalana for UNESCO to recognise Catalan Rumba as intangible cultural heritage and to promote it at cultural events in the city.
