Opposition proposals from the full council meeting of 23 July 2021

July’s full council meeting approved four proposals: one from Junts, urging the municipal government to improve accountability; one from BCN Canvi and the independent councillor Marilén Barceló, to regulate tourist accommodation, and two with content for an institutional declaration. Of these, one came from the ERC, highlighting the role of the local administration, and one from the PSC, seeking better property tax discounts and the continuity of subsidies for single-parent families. The proposal from Cs was rejected, while the PP withdrew theirs.

Junts per Catalunya put forward a proposal urging the municipal government to improve accountability and to present a report at the next full council meeting using objective and quantitative evaluation indicators to gauge the degree of execution and commitment among the city’s government bodies, including the Barcelona Pact. The proposal was approved with favourable votes from the ERC, Junts, Cs, the PP, BCN Canvi and the independent councillor, while BComú and the PSC voted against it.

Ciutadans called on the municipal government to revoke the suspension of licences for shared homes and work on a new by-law to regulate tourist accommodation and shared homes, with criteria such as temporary limitations or maximum validity periods. This proposal was rejected, with Junts, Cs, the PP, BCN Canvi and the independent councillor voting in favour, while the ERC, BComú and the PSC voted against it.

The proposal from Barcelona pel Canvi, presented together with the independent councillor Marilén Barceló, called for an amendment to article 24 of the PEUAT and to regulate tourist accommodation in shared homes through a municipal by-law. The proposal was approved, with votes from Junts, Cs, the PP, BCN Canvi and the independent councillor, while the ERC and BComú voted against it and the PSC abstained.

Esquerra Republicana de Catalunya presented a proposal with content for an institutional declaration highlighting the importance of the local administration in managing services which are closest to citizens, and in spheres guaranteeing cohesion, social harmony and a balanced use of public space. The proposal was approved with votes from the ERC, BComú, the PSC, Junts and Cs, while the PP, BCN Canvi and the independent councillor voted against it.

The proposal from the Partit dels Socialistes de Catalunya, also with content for an institutional declaration, urged the Spanish government to broaden property tax discounts and maintain subsidies for the usual homes of families susceptible to difficulties, such as single-parent families and others. The proposal was approved with votes from the ERC, BComú, the PSC, Junts, Cs, BCN Canvi and the independent councillor, while the PP voted against it.

The PP withdrew its proposal calling for the portrait of the King to be displayed in the plenary chamber, as it was already present.
