Declaration on the start of the school year by the Schools and Covid-19 board

The Barcelona Municipal Education Board has expressed its concern over the impact of the Covid-19 pandemic in terms of educational inequalities, with a declaration approved in its last full meeting. The declaration was proposed by the City Board for Schools and Covid-19, which was set up to carefully monitor the start of the school year and which includes representatives from educational and health administrations and the whole of the educational community.

The City Board for Schools and Covid-19, set up by Barcelona City Council through the Barcelona Municipal Education Board (CEMB), is tasked with the regular follow-up and sharing of information and evaluation of the situation with schools in relation to Covid-19.

The board is intended as a temporary operational measure and is made up of fifteen representatives from the four sectors of the city’s educational community: teaching staff (from public and state-subsidised private schools), families, students and administrations (educational and health).

One month into the school year, the City Board for Schools and Covid-19 agreed on a declaration which was approved by the Barcelona Municipal Education Board meeting of 14 October. The monitoring board first met on 7 September and since then has been assessing the situation in the city’s schools during the start of the school year, following up on the situation relating to the pandemic in all stages of education, from 0 to 16 years of age. The sessions conducted so far have led to suggested collaborative formulas for improvement, particularly in the areas of prevention, detection, management and the monitoring of cases; the transfer of educational places in public space and facilities in the neighbourhoods; support for access to schools; the management of dining rooms and extra-curricular activities; the provision of human resources, technology, prevention and cleaning materials, and contact with families and prioritisation of support for the most underprivileged students.

Background

The main objective of the City Board for Schools and Covid-19 is to become a space for meeting and monitoring the situation with schools funded with public money from the city, given Covid-19 and the measures being applied for the 2020-21 school year.

The board meets fortnightly and collectively monitors what is going on at schools based on the application of the different measures and protocols for the health emergency.

The first meeting was held on 7 September, a week before the start of the 2020-21 school year.
