Assessment of the first year of the Easy Barcelona Plan

The assessment of the first year of the five-year Easy Barcelona Plan calculates that 25.8% of the planned goals have been achieved, with notable landmarks including the City Council joining the one-stop shop for businesses for the digitalisation of processes, the creation of the 22@ offices and the Barcelona International Welcome Desk to provide agile support for talent and investment.

The goal of the Easy Barcelona Plan is to optimise and streamline procedures and resources for the creation of businesses, and for citizens to perceive interaction with the City Council as closer, more accessible and efficient. The plan consists of 27 initiatives in five spheres of action: organisation, operations, systems, regulations and communication.

In the first year of activity in the plan, the main lines of action are under way in all five spheres:

  • Accessible information: content which connects with citizens better, improvements to the Virtual Procedures Office and optimisation of website positioning.
  • Regulation: development of digital applications to simplify enquiries and the process to start an activity, amendment to the relevant municipal by-law and stronger and better coordination between the Business Support Office and the district offices.
  • Legislation: promotion of business initiatives through the Act on start-ups and the Act on “creating and growing”. Both of these are expected to be approved in the last quarter of the year.
  • Coherence and homogeneity of criteria for starting economic activity: greater flexibility for starting high-impact business activities, through coordination tools to facilitate the setting up of business projects.

The rest of the initiatives in the plan will be implemented in the next four years. Specifically, work in 2023 will include the integration of e-activities in the one-stop-shop system, better use of English in the various support spaces and the homogenisation of criteria to set up businesses in the city’s different districts.
