Opposition proposals from the full council meeting of 28 May 2021

The full council meeting for May approved three opposition proposals, put forward by JxCat, Cs and the PP and calling for the adjournment of the surcharge on the tourist tax, the creation of a study commission to reactivate the city economy and the organisation of a weekend of open days to promote municipal sports centres. Two proposals with content for an institutional declaration were also approved, one from BComú and the other from the PSC, supporting the citizen initiative for a housing law and calling on the Catalan government to settle its debt with the City Council. The proposals from the ERC and BCN Canvi were rejected.

The proposal from the ERC called for the municipal government to be reprimanded for its management, also urging it to take the necessary steps to delay the implementation of the by-law regulating the surcharge to the tax on overnight stays in tourist accommodation (IEET) until the Full Council sees fit. The proposal was rejected, with the ERC voting in favour, BComú, the PSC, Cs, the PP and BCN Canvi voting against it and JxCat abstaining.

JxCat also presented a proposal to postpone the surcharge to the tax on overnight stays in tourist accommodation until January 2022, in keeping with the agreements by the Information Commission for Economy and Tax. The proposal was approved with favourable votes from the ERC, JxCat, Cs, the PP and BCN Canvi, with BComú and the PSC voting against it.

Cs used the decision-making/executive section of the meeting to propose the creation of a non-permanent study commission to agree on the measures needed to drive and optimise economic reactivation and employment in the city in the coming years. The proposal was backed unanimously, with all parties voting in favour.

The proposal from the PP called for a weekend of open days at municipal sports centres (CEM) and other municipal sports facilities to promote them and foster the pursuit of sport. The proposal was approved unanimously.

BCN Canvi urged the municipal government to suspend the processing of fines for possible non-compliance with Act 11/2020 by the Parliament of Catalonia until the Constitutional Court rules on its constitutionality. The meeting rejected the proposal, with Cs, the PP and BCN Canvi voting in favour and the ERC, BComú, the PSC and JxCat voting against it.

The parties in the municipal government also presented two proposals in the promotion and control section of the full council meeting for May, offering content for an institutional declaration.

BComú called on the Full Council to support the citizen initiative for a law to guarantee the right to decent, affordable, accessible and adequate housing. The proposal was approved with votes from the ERC, BComú, the PSC and JxCat, while the PP and BCN Canvi voted against it and Cs abstained.

The proposal by the PSC called for repayment of the Catalan government’s accumulated debt with Barcelona to begin, and for pending cuts in healthcare in the city to be reversed. The proposal was approved with votes from BComú, the PSC, Cs, the PP and BCN Canvi, while the ERC voted against it and JxCat abstained.

The full council meeting for May concluded with the reading of an institutional declaration recognising the work of non-profit social associations and organisations in the city and thanking them for providing an essential service.
