Proposals by municipal groups at the full council meeting of 23 June 2022

June’s full council meeting approved four proposals: one from the ERC denouncing the Spanish state’s deficit in executing the budget in Catalonia; one from BComú to create the Citizen Climate Assembly; one from JxCat requesting the convening of the inter-administrative commission between the Spanish state, the Government of Catalonia and the City Council, and one by the PP to provide restaurateurs and owners of nightlife venues with the resources needed to guarantee their activity without detriment to local people. The proposals from Cs and Valents were rejected.

Esquerra Republicana de Catalunya put forward a proposal denouncing the Spanish state’s deficit in executing the budget in Catalonia, directly affecting the city of Barcelona. The proposal was approved with votes from the ERC, BComú, JxCat, Cs, Valents and the independent councillor, with the PSC and the PP voting against it.

Barcelona en Comú called for the creation of the Citizen Climate Assembly in 2022, as a deliberative citizen body. The proposal was approved with votes from the ERC, BComú, the PSC and Cs, while the PP, Valents and the independent councillor voted against it and JxCat abstained.

The proposal from Junts per Catalunya urged the Mayor to request the convening of the inter-administrative commission between the Spanish state, the Government of Catalonia and the City Council, demand the execution of the investments planned and agree on compensation for those which are unfulfilled. The proposal was approved with votes from the ERC, BComú, the PSC, JxCat, Cs, Valents and the independent councillor, while the PP voted against it.

Ciutadans called on the city government to amend the by-law with measures to foster and guarantee citizen coexistence in public space and add new aspects which are currently unregulated. The proposal was rejected, with JxCat, Cs, the PP, Valents and the independent councillor in favour, while the ERC and BComú voted against it and the PSC abstained.

The proposal from the Partit Popular called for restaurateurs and owners of nightlife venues to be provided with the resources needed to guarantee their activity, without detriment to local people’s hours of rest and without their being held responsible for disorder occurring in the early hours in public space with no relation to terraces. The proposal was approved with the votes of the PSC, JxCat, Cs, the PP, Valents and the independent councillor, while the ERC voted against it and BComú abstained.

Valents urged the city government to put forward, before the next full council meeting, a comprehensive plan to avoid squatting in flats, commercial premises and plots of land in the city. The proposal was rejected, with Cs, the PP, Valents and the independent councillor voting in favour, while the ERC, BComú and the PSC voted against it and JxCat abstained.
