Opposition proposals from the full council meeting of 30 October 2020

October’s full council meeting approved six of the seven proposals put forward: to boost the commitment to the Besòs-Maresme area, to set up a working group to ensure the workability of the Hospital Clínic, to provide tax relief and more aid for the sector worst hit by the new measures for Covid-19, to call for urgent health measures and demand a shock economic plan to rebuild the city. The proposal from Barcelona pel Canvi calling for more grants for private nursery schools was rejected.

The proposal from Esquerra Republicana de Catalunya called for a boost to the commitment to the Besòs-Maresme area, with urban planning, social, environmental, safety and mobility measures over a period of 15 years, put together by a commission made up of social stakeholders from the area, experts and political groups. The proposal was approved unanimously.

Junts per Catalunya called on the municipal government to set up a working group with representatives from the Hospital Clínic, administrations, professional healthcare associations and local organisations, to agree on a commitment which ensures the workability of the hospital based on an agreed project. The proposal was approved with votes from all municipal groups.

Ciutadans called on the Full Council to support businesspeople and workers in the sectors of hospitality, beauty centres and service companies, affected by the restrictive measures completely or partially impeding their activity, and to strengthen economic aid through the special municipal economic recovery funds. The proposal was approved with votes from ERC, BComú, the PSC, Cs, the PP and BCN Canvi, with JxCat abstaining.

The proposal from the Partit Popular also centred on the sectors hit hardest by the restrictions to stop the spread of Covid-19, such as restaurants. The PP urged the municipal government to take measures to provide tax relief and economic aid for these sectors. The proposal was approved with votes from BComú, the PSC, Cs, the PP and BCN Canvi, with ERC and JxCat abstaining.

Barcelona en Comú put forward a proposal with content for an institutional declaration recognising the efforts and dedication of all healthcare and residential professionals for their involvement, professionalism and public service vocation in tackling the pandemic. The content also urged the relevant authorities to take more urgent measures on healthcare. The proposal was approved with votes from BComú and the PSC, with J×Cat, Cs, the PP and BCN Canvi voting against it and ERC abstaining.

The Partit dels Socialistes de Catalunya also presented the meeting with a content proposal for an institutional declaration, calling for the immediate approval of a shock social and economic plan to rebuild and boost the city. The proposal was approved with votes from ERC, BComú, the PSC, Cs, the PP and BCN Canvi, with JxCat abstaining.

The proposal from Barcelona pel Canvi emphasised the importance of schooling in early childhood in private nurseries, and sought to guarantee that these centres receive enough aid to cover losses incurred due to the Covid-19 crisis. The proposal was rejected, with J×Cat, Cs, the PP and BCN Canvi voting in favour, BComú and the PSC voting against it and ERC abstaining.

Joint stance

The meeting started with a joint stance from the seven municipal groups, who wanted to convey a message of unity in the face of the new restrictive measures announced by the Government of Catalonia to prevent the spread of Covid-19.
