Guaranteeing access to healthcare for those who are most vulnerable and rolling our action to improve people’s mental health are two of the priorities set out in the Barcelona Health Plan 2021-2025, created within the framework of the Healthcare Plan for Catalonia by the Ministry for Health.

The new strategy places an emphasis on addressing social determinants in healthcare and is based around some ethical principles: respect for people, social justice and equity, care of others and the environment and efficiency and sustainability.

The twelve specific lines of action in the new Barcelona Health Plan 2021-2025 respond to the needs of the city and its projects, including the following:

  1. Promote health by promoting communal healthcare, guaranteeing comprehensive health support for individuals, families and communities, particularly those who are most vulnerable.
  2. Guarantee sexual and reproductive rights in Barcelona through promotion, prevention and sexual and reproductive healthcare, its determining factors and equity.
  3. Roll out action to improve mental health among the population and support for people with mental health problems and addictions.
  4. Drive action to prevent and suitably address violence during childhood and adolescence, gender violence and mistreatment of the elderly.
  5. Drive comprehensive social and healthcare assistance and support for care of relatives or others close to carers.
  6. Development of epidemiological intelligence applied to the surveillance and control of transmissible diseases.
  7. Access to dental hygiene and other health services for vulnerable populations.
  8. Improve environmental health and promote healthier, fairer and more resilient surroundings.
  9. Promote healthy, safe and sustainable diets.
  10. Promote safe and healthy working environments.
  11. Make progress in the improvement of information systems so that they help monitor health, prioritise and assess action and communicate more efficiently and transparently.
  12. Drive participation in public healthcare.
