Proposals from municipal groups in the full council meetings of 28 October 2022

October’s full council meeting approved five proposals: one from the ERC to gauge the fulfilment of all measures by the District of Ciutat Vella, one from JxCat to create a monitoring commission for the new cleaning contract, one from Cs to significantly boost resources for a new budget project, one from BComú supporting the movement #RegularizaciónYa, and one from the PSC requiring holders of multiple properties to grant the use of empty flats. The proposals from the PP and Valents were rejected. A special full council meeting was also held today and approved a proposal from the ERC and JxCat backing an amnesty act.

Esquerra Republicana de Catalunya called for an assessment of compliance with all measures specific to the District of Ciutat Vella, of agreements reached and the degree of execution and an evaluation of their results. This was approved with the votes of the ERC, JxCat, Cs, the PP, Valents and the independent councillor, while BComú and the PSC voted against it.

Junts per Catalunya put forward a proposal with content for an institutional declaration calling for the creation of a monitoring commission to control the implementation of the new cleaning contract. The proposal was approved with votes from the ERC, JxCat, Cs, the PP, Valents and the independent councillor, while BComú and the PSC voted against it.

Ciutadans urged the municipal government to present a general budgetary project for the 2023 tax year which includes a significant boost in resources for mitigating the effects of inflation and the rise in interest rates. The proposal was approved with votes from the PSC, JxCat, Cs, the PP, Valents and the independent councillor, with no votes against it and the ERC and BComú abstaining.

Valents called on Barcelona City Council to formally apologise to the organisers and participants of the congress The District and to condemn the disturbances at Fira de Barcelona on 19 October. The proposal was rejected with favourable votes from Cs, the PP, Valents and the independent councillor, while the ERC and BComú voted against it and the PSC and JxCat abstained.

Barcelona en Comú put forward a proposal with content for an institutional declaration to support the movement #RegularizaciónYa in its popular legislation initiative for the special regularisation of migrants to the Spanish state and to urge the Spanish parliament to make a change to legislation. The proposal was approved with votes from the ERC and BComú, while Cs, Valents and the independent councillor voted against it and the PSC, JxCat and the PP abstained.

The proposal from the Partit dels Socialistes de Catalunya also put forward content for an institutional declaration, urging a requirement for banks, property funds and holders of multiple properties to grant municipal councils the use of empty homes in their possession which are not sold or rented out in a three-month period counting from the requirement issued by the administration. The proposal was approved with votes from the PSC, JxCat and Cs, while the ERC voted against it and BComú, the PP, Valents and the independent councillor abstained.

The Partit Popular used their proposal to put forward content for an institutional declaration, urging the Spanish government to cut VAT on all basic products and to deflate income tax for salaries below 40,000 euros during 2023. The proposal was rejected with Cs, the PP, Valents and the independent councillor voting in favour, while the ERC, BComú and the PSC voted against it and JxCat abstained.

Special session

Once the ordinary meeting ended, a special session was held to address a proposal for content for an institutional declaration, presented jointly by the ERC and JxCat and calling for the Spanish parliament to approve the Amnesty Act. The proposal was approved with votes from the ERC, BComú and JxCat, while the PSC, Cs, the PP, Valents and the independent councillor all voted against it.
