New action protocol against sexual harassment on the metro and the bus network
According to a survey by the Metropolitan Transport Authority, women account for the most users on Barcelona’s public transport system (60%), and the metro and the bus are two of the public places where the most sexual or gender-motivated incidents occur (21.6%), as indicated by the latest survey on sexist violence in the city. TMB has come up with an action and prevention plan to tackle harassment on public transport.
The focus of the plan is on acting in cases of sexual harassment which are not contemplated in the criminal code but which constitute an administrative infringement, such as unwanted verbal, non-verbal or physical behaviour of a sexual nature, or a single incident which by its truly offensive nature represents a case of sexual harassment.
The plan sets out recommendations and measures to be implemented by TMB on the metro and bus networks to prevent, detect, protect and act in the face of sexist conduct. The measures include gender audits, a specific channel to handle complaints and provide support for following up on such behaviour, and training and information on prevention, detection and protection against sexual harassment, aimed at staff who come into direct contact with users.
An increase in security staff on the metro is also recommended, as is the creation of a video surveillance system inside train carriages and better lighting in station foyers, on platforms and in corridors. On the bus network, the specific measures suggested include more security staff and video surveillance, an on-demand bus stop system on bus routes through the outskirts of the city and proper visibility at bus shelters.
The protocol includes a ten-point plan of TMB commitments to eradicate uncivil acts on transport networks and help prevent sexual harassment.
