Proposals from municipal groups in the full council meetings of 24 February 2023

February’s full council meeting approved three proposals: one from the PSC to censure the decision by the Mayor’s Office not to await voting on the popular initiative to suspend ties with Tel-Aviv; one from JxCat calling for negotiations to be speeded up with the Ministry of the Interior to boost the presence of the Mossos police corps in the city, and one from the PP making a negative assessment of the policies from this term of office. The proposals from the citizen initiative, the ERC, Cs and Valents were all rejected. The special full council meeting also held today approved the proposal with content for an institutional declaration to re-establish ties with Israel.

The first proposal was through a citizen initiative and called on the City Council to strengthen cooperation with organisations working to end human rights violations against the people of Palestine and suspend institutional ties with Israel. The proposal was rejected, with BComú voting in favour, while the PSC, JxCat, Cs, the PP, Valents and the independent councillor voted against it and the ERC abstained.

Esquerra Republicana de Catalunya called on the municipal government to prioritise the governance of the city, at the same time lamenting the divisions between the two city government partners and reproaching the First Deputy Mayor and leader of the socialist group’s exit from the city government. The Full Council rejected the proposal, with the ERC, JxCat and Cs voting in favour, while BComú and the PSC voted against it and the PP, Valents and the independent councillor abstained.

The proposal from the Partit dels Socialistes de Catalunya was to censure the decision by the Mayor’s Office not to wait until the vote on the proposition from the citizen initiative to suspend ties with Tel-Aviv, reaffirm the commitment to peace in the Middle East and reiterate friendship and solidarity with Tel-Aviv and Gaza. The proposal was approved, with votes from the PSC, JxCat, Cs, the PP, Valents and the independent councillor, while BComú voted against it and the ERC abstained.

The proposal from Junts per Catalunya sought to confirm the failure of security policies during this term of office, urging the city government to speed up negotiations with the Ministry of the Interior and reach agreements allowing the Mossos d’Esquadra police corps to step up their presence in the city, with better coordination with the City Police. The proposal was approved, with votes from the ERC, JxCat, Cs, the PP, Valents and the independent councillor, while BComú and the PSC voted against it.

Ciutadans called on the city government to start on the regulatory and administrative changes needed to reverse the amendment to the General Metropolitan Plan, obliging 30% of newly built residential housing and major renovation projects to be reserved for protected housing. The proposal was rejected, with JxCat, Cs, the PP, Valents and the independent councillor voting in favour, while the ERC, BComú and the PSC voted against it.

The Partit Popular called for a negative assessment of the policies of the municipal government during the 2019-2023 term of office and confirmation that they failed to respond to the needs of citizens. The proposal was approved with votes from the ERC, JxCat, Cs, the PP, Valents and the independent councillor, while BComú and the PSC voted against it.

The proposal from Valents sought to cover the cost of places in state-subsidised private schools which the Government of Catalonia is not funding in the city, claim back the resulting expenditure from the government and urge it to fulfil the commitment to fund this type of schooling. The proposal was rejected, with Valents and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat voted against it and Cs and the PP abstained.

Institutional declarations

The Full Council read out two institutional declarations:

  • To guarantee the right to non-discrimination for people with restricted growth and enforce compliance with the mandate of the UN Committee on the Rights of Persons with Disabilities.
  • To call for peace and freedom for the Ukrainian people and the immediate withdrawal of Russian troops from Ukraine, compliance with human rights and international legality.

Extraordinary full council meeting

After the ordinary meeting, a special session was held with a single point of debate: the proposal with content for an institutional declaration put forward by JxCat, Cs, the PP, Valents and the independent councillor, calling for ties with Tel-Aviv to be re-established and Barcelona twinned with Tel-Aviv and Gaza.

The proposal was approved, with the PSC, JxCat, Cs, the PP, Valents and the independent councillor voting in favour, while the ERC and BComú voted against it.
