Deficit in public residences for the elderly in the city

The first report on the map of public residences for the elderly in the city shows an investment deficit by the Government of Catalonia of 2,780 public places, the overrun in costs for the City Council being estimated at 18 million euros.

Insufficient places

Barcelona currently has 13,051 places in residences for the elderly. Some 42% of that total (5,507 places) form part of the public network and either belong to the city, are licenced and funded municipally or are collaborative places. Some 46% (5,982 places) are in private centres which receive subsidies and the other 12% (1,562 places) are in private centres.

As of April this year there were a total of 11,273 applications for places in homes for the elderly, made by 8,063 people on the waiting list. Applicants can make up to three applications for different centres and while they wait for a place in a specific centre they can be admitted to another.

Of these 8,063 people, 3,945 Barcelona residents are waiting in private homes and can therefore receive municipal care from the Home Help Service (SAD), the Emergency Care Service for the Elderly (SAUV), social and healthcare facilities and so on.

This situation generates an estimated extra cost of 18 million euros for the City Council every year, 11 million to provide care via the SAD for people who should be in a care home, the other 7 million corresponding to the cost of temporarily taking in elderly people in social emergencies via the SAUV programme.

Ageing society

The aim of the report is to provide a reliable snapshot of the situation in order to address the current and future ageing of society, as well as clarify which administrations are responsible for what, and to increase collaboration in the context of the Barcelona Social Services Consortium (60% Government of Catalonia and 40% City Council) tackling the lack of resources and improving quality of service.

The Catalan government is responsible for creating, funding and managing places in homes for the elderly, while the City Council is responsible for providing specialist social services. It therefore corresponds to the Government of Catalonia to fund and build facilities, while municipalities have to provide land to do so. The agreement signed between the two administrations in 2005 included the building of ten residences for the elderly, of which only four have been built.

The City Council will be making proposals to the Catalan government to improve the management model for residences, including the setting up of a bilateral board between the two administrations, an immediate shock plan to tackle waiting lists and the updating of the agreement on facilities to improve the number of public places.
