Opposition proposals from the Full Council meeting of 30 April 2021

April’s full council meeting approved four opposition proposals, which came from the ERC, Cs, the PP and BCN Canvi. The ERC called for the Barcelona Tourism Consortium to be restructures. The proposal from Cs asked for a change to the by-law on traffic circulation to increase the obligations for users of personal mobility vehicles. The PP called for hotels and restaurants to be able to open until the evening, and BCN Canvi urged the municipal government to provide a report with the current status and calendar for major projects under way in the city. The content proposal from BComú for an institutional declaration was also approved, calling for Covid-19 vaccine patents to be waived. The only proposal to be rejected was from JxCat, which called for a pilot project for the Barcelona Superblock.

Esquerra Republicana de Catalunya presented the meeting with a proposal to restructure the Barcelona Tourism Consortium to adapt it to the new needs once the Covid-19 crisis is over, with the inclusion of municipal political groups on the consortium committees. The proposal was approved with votes from the ERC, BComú and the PSC, while JxCat, BCN Canvi voted against it and Cs and the PP abstained.

The proposal from Junts per Catalunya called for a pilot project prior to the execution of the work for the Barcelona Superblock project, to assess the impact in the affected streets and the city as a whole. This proposal was rejected, with JxCat, Cs, the PP and BCN Canvi voting in favour and the ERC, BComú and the PSC voting against it.

Ciutadans proposed a change to the by-law on traffic circulation to impose more obligations on users of personal mobility vehicles, such as helmets, reflectors, lights, bells and third-party insurance. The proposal was approved unanimously with all parties voting in favour.

The Partit Popular presented the meeting with a proposal to support the hotel and restaurant sector and enable establishments to open until the evening, and for nightlife venues to be able to reopen adapting to health and safety conditions. The proposal was approved with votes from BComú, the PSC, JxCat, the PP and BCN Canvi, while the ERC voted against it.

The proposal from Barcelona pel Canvi urged the municipal government to present a report on the current status of major projects in the city and the calendar for their execution, demanding a monitoring commission for the projects which would include opposition groups. The proposal was approved unanimously.

Barcelona en Comú also presented a proposal, with content for an institutional declaration calling for the City Council to back the Barcelona declaration on waiving Covid-19 vaccine patents. This proposal was approved with favourable votes from the ERC, BComú, the PSC, JxCat, the PP and BCN Canvi, with Cs abstaining.

April’s full council meeting concluded with a reading of an institutional declaration recognising the work of all volunteers and organisations providing support for people who are lonely, the right to affective support, understood as the right all people have to relate to others and be treated with affection, to have company and for this relationship between equals to be affective, free, bilateral, direct, respectful and by consent.
