Opposition proposals from the full council meeting of 23 December 2021

December’s full council meeting approved three opposition proposals: one from the ERC defending the model of linguistic immersion, one from JxCat calling for more areas to be classed as tourist zones, and one from BCN Canvi demanding a report on traffic levels and pollution for 2021. The proposals from the PSC, Cs and the PP were rejected.

The proposal from Barcelona pel Canvi, the only one without content for an institutional declaration, urged the municipal government to present a report on the evolution of traffic and pollution levels in the city in 2021. The proposal was approved unanimously.

The proposals from the ERC, the PSC, Cs and the PP, all with content for an institutional declaration, addressed the same topic: the linguistic model for the education system in Catalonia. The proposals were debated together.

Esquerra Republicana de Catalunya made the case for the current validity of the linguistic immersion model as a tool for social cohesion which guarantees the effective achievement of learning levels set out in education curriculums, rejecting political and party driven attempts to create a linguistic conflict. The proposal was approved with the votes of the ERC, BComú and JxCat, while Cs, the PP, BCN Canvi and the independent councillor voted against it and the PSC abstained.

The Partit dels Socialistes de Catalunya called for continuity in promoting, protecting and driving the Catalan language in society as a whole and, more specifically, preserving Catalan as the vehicular language in the Catalan education system, without excluding Spanish. The proposal was rejected, with the PSC, BCN Canvi and the independent councillor voting in favour, while the ERC, JxCat and Cs voted against it and BComú and the PP abstained.

The proposal from Ciutadans urged the Government of Catalonia to promote a trilingual education system and ensure compliance, along with the Government of Spain, with the judicial rulings favouring teaching in Spanish with a minimum of 25%. The proposal was rejected, with Cs, the PP, BCN Canvi and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat voted against it.

The Partit Popular denounced and condemned the campaign of threats and harassment towards a 5-year-old child and their family in Canet de Mar, offering their support, solidarity and proximity. The proposal was rejected, with the PSC, Cs, the PP, BCN Canvi and the independent councillor voting in favour, while the ERC, BComú and JxCat voted against it.

The proposal from Junts per Catalunya also contained content for a declaration, favouring a reclassification of various areas in Barcelona as tourist zones, meaning that commercial establishments in zones ZE-1 and ZE-2 can open from 12 noon to 8 pm on Sunday and public holidays between 15/05 and 15/09. The proposal was approved with votes from JxCat, Cs, the PP, BCN Canvi and the independent councillor, while the ERC, BComú and the PSC abstained.
