Changes to loading and unloading times in the green streets of L’Eixample

Loading and unloading times are set to change from 2 September in the greet streets of Consell de Cent, Rocafort, Comte Borrell and Girona, with a morning period from 7 am to 8 am, followed by a continuous period from 10 am to 4 pm. The reorganisation of time periods is part of the plan to improve these streets, developed with input from 18 organisations in the local area, to optimise the use of public space, guarantee better urban goods distribution and maintain a balance between commercial activity and sustainable mobility.

The changes in times mean that from now on there can be no use of the urban goods distribution zones (DUM) in green streets between 8 am and 10 am. This time slot will be reserved as a priority time for pedestrians, enabling safe access for children at schools and reducing the presence of vehicles. DUM zones adjacent to green streets will allow delivery vehicles to park during this time period, offering feasible alternatives for logistics operators.

The changes open up a new time frame from 7 am to 8 am, also adding 30 minutes to the overall time available for loading and unloading.

Infringements and denouncements between March and June

BSM wardens recorded a total of 1,233 denouncements for infringements linked to goods transport and loading and unloading between Marach and June, while the City Police, which has stepped up its presence on Saturdays, reported a further 965 cases during the same period in traffic infringements in green streets, where the general sensation of bad practice by drivers has gradually been reduced.

Information campaign all through September to accompany the change

With the time changes made to the SPRO app and all 140 vertical signs amended, a month-long information campaign starts from 2 September and includes the rollout of staff on the ground in these streets to inform users and hand out leaflets in commercial establishments and communal staircases, as well as digital communication.

Fines will start being applied from October, with more enforcement measures from the City Police and BSM wardens. The latter will continue to work during authorised loading and unloading time frames to create a row on the signposted side and leave enough space for the rest of vehicles to circulate in these streets. For good distribution outside of the time frames mentioned, DUM Area spaces near green streets will be available during the general time frame of 8 am to 8 pm. Deliveries with bicycles, on foot or with cycles with loads will be permitted at any time.

The measure is part of the plan to improve green streets, developed with 18 organisations in the local area, and must help adapt to better to the needs of delivery drivers and ensure discipline in goods distribution, ultimately improving the way these streets work.
