Over 15,000 households supported by energy advice points in 2024

The city’s energy advice points (“PAE” in Catalan) continue to play a key role in providing guidance and support, identifying cases of energy poverty and intervening in vulnerable households.

Any resident can access the 13 advice points to learn about their energy rights, receive personalised guidance and reduce potential extra charges on electricity, water and gas bills. Since the service was launched in 2017, it has prevented 196,013 supply disconnections and managed more than 237,000 cases.

In 2024 alone, 37,088 people were assisted, reaching 15,320 households. Of those attended, 96% were in a situation of social vulnerability. The typical profile is predominantly female, with a low level of education and dependent children, or people over 65 living alone. Housing conditions, energy prices and household income are identified as the three key factors driving energy poverty.

Among the procedures carried out at the advice points during 2024 were reports on the risk of residential exclusion, which protected 8,841 supplies; applications for electricity and gas social tariffs, processed by 58% of those assisted, totalling 5,852 vulnerable households who were not previously benefiting despite meeting the requirements; and reductions in contracted power, a highly effective tool for lowering fixed costs on bills, which collectively saved up to €33,000.

Regarding water supply, the main procedures included applications for the social tariff, which provided discounts in 58% of cases; rebates on bills issued by meter maintenance companies, in 34% of cases; and changes of account holder, in 9%.

The PAE also work to improve household energy efficiency and provide solutions to contribute to environmental sustainability. In 2024, their actions helped prevent the emission of 511.8 tonnes of CO₂ into the atmosphere.
