The best climate plan among major European cities

The Barcelona Climate Plan has received the award by the Covenant of Mayors for Climate and Energy for the best initiative by a major European city. This is the first edition of the award, which values the integrity and efficiency of the plan and its cross-cutting focus, combining mitigation, adaptation, climate justice and social co-responsibility.

The Climate Plan promotes a sustainable city model to cut pollutant emissions and keep global warming under 1.5 ºC, as set out in the Paris Agreement in 2015.

Specifically, the municipal roadmap, designed in collaboration with organisations and members of the public, is aimed at cutting emissions by 45% per head by 2030 and becoming carbon neutral by 2050.

To achieve these goals, the plan includes 242 measures in four main areas: mitigation of the effects of climate change, adaptation of the city to its consequences, special support for those most vulnerable and public co-responsibility in the struggle.

The overall focus and cross-cutting nature of the plan, its scope and its efficiency have been recognised in the first edition of the Covenant Cities in the Spotlight awards, given by the Covenant of Mayors for Climate and Energy, which brings together over 7,000 local authorities and 51 European regions.

The award comes in addition to the certification from the C40 Cities Climate Leadership Network, which already recognised the quality of the Climate Plan.

A plan for action on housing, mobility, greenery and waste management

The plan focuses on municipal measures which work in various spheres, such as housing, mobility, the economy, water, greenery, health, waste management and consumption.

The plan includes grants to combat energy poverty, a mobility plan to foster sustainable means of transport, a plan to green up the city to improve air quality and control temperatures, the protocol for pollution episodes and the zero waste strategy.
