Proposals from municipal groups in the full council meetings of 29 September 2023

The ordinary full council meeting for September 2023 approved four proposals: one from BComú to give continuity to the “Protecting Schools” project and improve services and facilities at city schools; one from the PSC recognising the work of the Advisory Council for Elderly People, and those from Junts-TriasxBCN and the ERC, with a shared text giving support to the process to establish an amnesty law. The proposals from the PP and VOX were rejected. A special full council meeting was held afterwards, giving approval to the proposal from BComú and ERC calling on the relevant ministry to publish a declaration of residential areas where housing is under the greatest pressure.

Barcelona en Comú called for continuity for the “Protecting Schools” project, along with a psychology service to support children and young people, climate control systems for schools and continuity for the transformation of playgrounds, and to urge the Catalan government to provide more resources to address diversity in classrooms. The proposal was approved with votes from the PSC, BComú and the ERC, while VOX voted against it and Junts-Trias×BCN and the PP abstained.

The proposal from VOX called for stronger security in Barcelona’s ten districts, with the coordination of the City Police and the Mossos d’Esquadra corps, along with an urgent meeting with trade unions and representatives from the City Police. The Full Council rejected the proposal, with VOX and the PP voting in favour while Junts-Trias×BCN, the PSC, BComú and the ERC voted against it.

Proposals with content for an institutional declaration

The Partit dels Socialistes de Catalunya called on the City Council to renew its commitment with the Advisory Council for Elderly People (CAGG) to work for a more people-friendly city and give visibility to the CAGG manifesto and the work carried out by this body. The proposal was approved with votes from Junts-Trias×BCN, the PSC, BComú, ERC and the PP, while VOX voted against it.

Junts per Catalunya – Trias per Barcelona and Esquerra Republicana de Catalunya both put forward the same text, giving support to an amnesty law to be passed in the Spanish parliament, relating to politically motivated events, actions and omissions linked to Catalonia’s right to self-determination. The Full Council approved the proposal with votes from Junts-Trias×BCN, BComú and ERC, while the PSC, the PP and VOX voted against it.

The proposal from the Partit Popular urged for a rejection of any type of amnesty or generalised pardon for any group of citizens, regardless of the crime they commit. The proposal was rejected, with the PP backing the proposal while Junts-Trias×BCN, the PSC, BComú and ERC voted against it and VOX abstained.

Proposal with content for an institutional declaration in the special full council meeting

After September’s ordinary full council meeting, a special session was held to address a single proposal with content for an institutional declaration, presented by Barcelona en Comú and Esquerra Republicana de Catalunya. The proposal urges the municipal government to call on the Ministry of Transport, Mobility and Urban Agenda to publish a declaration of areas where residential housing is under the greatest pressure and to apply the index with reference prices for rents. The proposal was approved with votes from the PSC, BComú and ERC, while Junts-Trias×BCN, the PP and VOX voted against it.
