Statutes

On May 29, 1992, the Plenary Council of the Barcelona City Council approved the creation of the Economic and Social Council of Barcelona (CESB) and the statutes that regulate it. With this objective, Barcelona is a pioneer in Spain in the constitution of a local economic and social council.

On the occasion of the ten years of operation of the CESB, and with the enactment of the Municipal Charter of Barcelona, the organizations and institutions that form it have developed a process of reflection on the adequacy of its statutes, with the perspective of this period.

The reform of the CESB statutes pursues the following objectives:

  • Modernize the CESB to adapt to changes and new realities.
  • Generate a new impulse for CESB to increase its global vision of the city and its surroundings, its capacity for impact and external projection.
  • To open new lines of analysis and proposals. To improve agility and efficiency.
  • Strengthen the CESB's character as a reference body at a consultative and opinion-forming level.
  • To base its actions and decisions on dialogue and consensus. Guarantee its autonomy, independence and adequate funding.

Likewise, on March 21, 2003, the Plenary Council of the Barcelona City Council agreed to adhere to the Declaration of mayors and local representatives on local economic and social councils, in which the municipal entities were asked to study the appropriate legal modifications that would allow the local economic and social councils to fit in and become legal entities.

As a result of this reflection, a proposal for the reform of the CESB statutes emerged, revitalizing the institution to face the challenges of the future.
