Organization of work For the work of the Council, the CESB Regulations establish working commissions and ad hoc working groups on specific matters. Both the commissions and the working groups are made up of the most representative social and economic agents of the city, Council staff and experts on the subject, if appropriate. The working commissions are complementary bodies to the governing bodies for the study and preparation of preliminary drafts of opinions. They are made up of one member appointed by each of the groups that make up the Council, are permanent in nature and act under the direction of a CESB vice-presidency.

The current commissions are:

  • Taxation and budgets

In charge of preparing the preliminary drafts of opinions on the City Council's tax ordinances and general budgets, the General Municipal Action Plan or the municipal action programme.

  • Economic activity and employment

For the analysis of the main indicators, trends and prospects for economic activity and employment, information on local vocational training planning projects and active employment policies. It also prepares Barcelona's socio-economic report and preliminary drafts of opinions on these matters.

  • Social policy and quality of life

For the analysis of the main indicators, trends and prospects for the level of quality of life in the city and their impact on economic activity and employment, as well as the preparation of opinions on these matters.

  • Environment, mobility and infrastructure

For the analysis of the main indicators, trends and prospects for the city's environment, mobility and infrastructure and their impact on economic activity and employment, and the drafting of opinions on these matters.
