A year of night management

The new model of night-time governance has now been in place for a year. The Night Council and the Night Office have been set up in the last twelve months, exchanging ideas and experiences with other cities around the world.

The process to design the roadmap involved representatives from the restaurant sector, leisure, night commerce, culture, neighbour and youth associations and security and prevention services.

Culture and leisure

Over these months, measures have been taken to diversify and make nightlife compatible with the coexistence and rest of local residents. In this respect, a pilot project has been carried out to extend opening times at community centres and increase night-time mediation teams.

Work has been done to recognise culture as a public asset, which also entails the maintenance of its infrastructures, including those that operate at night. The municipal regulations relating to noise are to be reviewed and updated to include subsidies and support for thermal and acoustic insulation in homes that are to be renovated or which do not meet current standards.

Security at night too

One point where progress has been made is the implementation of new safe routes at the weekend, focusing on the prevention of LGBTI-phobic and xenophobic conduct. Protocols against sexual violence have been improved, with the general roll-out of purple points and the “We won’t keep quiet” protocol for premises, workers and those attending events and nightlife areas, to detect and eradicate any type of aggression.

Night mobility has been rethought in a new plan to take into account people who work at night, estimated to be between 8% and 10% of the city’s whole population. Changes have been applied, such as the improvement to the Nitbús service and the organisation of taxi pick-up points.

International recognition

The last year has seen contact established with other countries and cities with similar nigh management initiatives, such as Amsterdam, Berlin, London and New York. Barcelona’s proposals have earned it Bilbao’s Aúpa award and a visit from Sydney to discover them first hand.
