Sant Martí protects neighbourhood commerce and hours of rest with a new usage plan
The district of Sant Martí has a new instrument for improving coexistence and protecting local commerce thanks to the new special urban plan on the organisation of activities in public places, food stores and other activities, approved by the Full Council in December.
One of the main goals of the plan is the preservation of local people’s hours of rest, particularly in C/ Rogent, Rambla del Poble Nou and the leisure triangle, three points in the district with coexistence issues linked to the high concentration of establishments, particularly at night.
The new plan adds the area around C/ Rogent to the Special Treatment Area (ATE), which already consisted of Rambla del Poblenou and the leisure triangle, to prevent the concentration of nightlife in all three areas. At the same time, in another part of the district, Regulation Zones ZR-1 and ZR-2 have a new form of implementation at night, regulated by the Usage Plan since they were set up.
The three areas are defined as follows:
Special Treatment Area (ATE)
In ATE areas no new music bars, discos or dance halls will be permitted, among other music activities. This restriction already existed in the leisure triangle and in Rambla del Poblenou, and now extends to C/ Rogent.
In the case of supermarkets, convenience stores and other food outlets, one establishment devoted to the same activity will be allowed to open in within a radius of 200 metres.
Regulation Zone 1 (ZR-1)
Located on the left of C/ Bac de Roda and surrounded by the Special Treatment Area, this zone covers the area as far as the boundary with the districts of Ciutat Vella and L’Eixample.
The opening of new bars and restaurants in this zone is conditioned by streets with a width of 20 metres or more, the same applying for music establishments. This condition responds to the need for all nightlife premises to be located in wide streets to reduce the impact of noise at night.
These activities are limited to 10 establishments within a radius of 100 metres and a lineal separation of 25 metres between eateries and food establishments offering tastings.
Music bars, discos, dance halls, concert venues and other types of establishments linked to music activities will be able to open as long as there is a linear distance of 400 metres between them, they have a maximum floor space of 150 square metres and the width of the street is equal to or greater than 20 metres.
With regard to supermarkets and convenience stores, the conditions will be the same as for ATE areas: only one establishment of this type can operate within a radius of 200 metres.
Regulation Zone 2 (ZR-2)
Located to the right of C/ Bac de Roda, this area extends as far as the boundary with Sant Adrià de Besòs and the district of Sant Andreu.
The same conditions as the ZR-1 apply, but floor areas for activities with music can be increased in two scenarios:
- Up to 500 m2: theatre cafe, concert cafe, concert hall, music restaurant etc.
- Up to 200 m2: music bar, disco, dance hall and party venues with shows.
In all cases, always in streets at least 20 metres wide and with a linear distance of 400 metres between establishments.
The ZR-2 allows 15 establishments within a radius of 100 metres, and with a linear distance of 25 metres between bars and restaurants and food establishments offering tastings.
As for supermarkets and convenience stores, in this area establishments offering the same activity can also open within a radius of 200 metres.
