Barcelona applies to the Neighbourhoods and Towns Plan of Catalonia 2025-2029 to strengthen the renovation of Ciutat Vella

The City Council has approved an ambitious project of 25 million euros to transform Ciutat Vella, eligible for the call for Neighbourhoods and Town of Catalonia 2025-2029, fifty per cent funded by the Government of Catalonia. The plan prioritises comprehensive housing action to improve quality of life for local people in the district with the most vulnerability in the city.

Decent housing and accessibility in the historical centre

The project includes key measures such as the renovation of buildings, for instance the renovation of the historical property at Riereta, 20, the creation of ten new flats with official protection, and a programme to install lifts in a district where 75% of buildings of more than two floors do not have them. The project will particularly aim for improvements for the most vulnerable, such as the elderly, 32% of whom live alone in the area.

More support and an all-round response to inequalities

The initiative strengthens programmes to renovate highly complex properties and envisages cross-cutting action in public space, urban sustainability and social cohesion, fostering coexistence and the connection with the neighbourhood through communal work.

Strategic opportunity and imminent resolution

The project is in line with the Neighbourhood Plan for Ciutat Vella and the Pact for Ciutat Vella, consolidating an all-round strategy against inequalities. After being endorsed by the municipal Government Commission, the project was presented in the call by the Government of Catalonia, which must publish the final decision before the year is out.
