Barcelona adheres to the National Language Pact
September’s full council meeting approved the city’s adhesion to the National Language Pact, with votes from the PSC, BComú and the ERC. The city thus adds its backing to this grand agreement, promoted by the Government of Catalonia and supported by a wide variety of social, political, economic and cultural stakeholders to promote the Catalan language.

The National Language Pact aims for Catalan to be a language shared by Catalan society as a whole and for everybody to learn it, make it their own and use it with no obstacles. That is why it urges municipalities to promote the language in spheres of daily life such as nursery schools, the reception and welcome or newly arrived people, public transport, traditional celebrations, public safety, sport, youth clubs and centres for the elderly.
The text in the declaration that was approved commits Barcelona, as the “capital of Catalan”, to take a municipal lead and defend people’s linguistic rights as an essential cultural right.
In consensus with municipal groups, in 2023 the City Council drafted the proposal for the action plan “68 steps to promote the use of Catalan in Barcelona”, as a municipal contribution to the National Language Pact. The City Council also has a Commissioner for the Social Use of Catalan in Barcelona, the journalist Marta Salicrú, whose mission is to promote specific municipal policies to combat the decrease in the use of Catalan in the city, particularly among young people in areas such as commerce, restaurants and digital content.
