New drive to combat gender violence

The government measure “Barcelona for the eradication of gender violence” (2025-2030) sets out the new roadmap for consolidating Barcelona as a city committed to the fight against gender violence, placing an emphasis on the coordination and improvement of services, detecting all forms of violence, preventing it and tackling it in all stages of life and monitoring gender indicators.

The goal of Barcelona for the eradication of gender violence” (2025-2030) is to achieve a city free of gender violence, where women and children can live with dignity, freedom and equality.

To achieve this, the intention is a new impetus for the prevention, detection, assistance, repair and eradication of gender violence in all its forms. Coordination between all stakeholders involved in the fight against gender violence is key for support to be swift, accessible and personalised according to the needs of each case.

The roadmap incorporates the legislative amendments introduced by Act 17/2020 and Framework Act 10/2022, such as the recognition of new forms of violence (including digital, vicarious and institutional) and the establishment of specific actions to ensure diligent, efficient and coordinated public intervention.

Four areas for combating gender violence

The measure has a budget of 7.73 million euros and is structured into four areas that define and detail the actions that need to be implemented:

  • Prevention and promotion of a city free of gender violence: including the prevention of and comprehensive tackling of gender violence in public space and in the digital sphere, in all stage of life; women’s economic and labour empowerment, and the promotion of masculinity models committed to the fight against gender violence. The specific measures include the shock plan to combat gender violence in public space, the production of a guide on digital gender violence and the development of joint strategies with services and organisations for children and teenagers to prevent gender violence.
  • Assistance against gender violence: to promote a more accessible municipal support model and update the tools of the Barcelona Circuit against Gender Violence.
    Action includes doubling the Care, Recovery and Shelter Service (SARA) and a new emergency residential and mid-term stay system for women and minors suffering male sexist violence.
  • Data and knowledge: With the goal of improving data and information systems and promoting knowledge and innovation, a gender data observatory will be created, with a specific Barcelona sample in the next gender violence survey and a study produced on violence in the political and public sphere of women in Barcelona, with a special emphasis on digital violence.
  • Feminist alliances: to promote a city committed to the eradication of gender violence on a local and international level, with actions such as the biennial subsidy call for support projects against gender violence and the international dissemination of the protocol “We won’t keep quiet”.

Actions will be implemented through the municipal technical commissions for the comprehensive tackling of gender violence, with follow-up by the Directorate for Feminism and LGBTI Services, the Municipal Institute for Social Services and the Area of Prevention and Security and Health.

A measure resulting from inter-institutional work

An analysis of the situation of gender violence in the city was carried out for the creation of the government measure, with five working sessions with institutional stakeholders, third sector institutions and experts gathering input from the sessions “Converses feministes”. All this helped to identify needs, improvements and strategies to ensure a comprehensive, coordinated and victim-centred response, the goal being to make Barcelona a city free of gender violence.
