Nearly 90% of local residents favour heavier fines for anti-social behaviour
Almost 90% of people in Barcelona are in favour of heavier fines for anti-social behaviour, as shown in the second Barometer 2025, compiled by the Municipal Data Office. The study consolidates the pattern of positive evaluation of municipal management.
The six-monthly survey is based on data obtained from phone interviews with 803 Barcelona residents with the right to vote in municipal elections. It is part of the Sociological Studies Plan (PES). This edition of the survey was conducted from 17 to 25 November 2025.
In terms of municipal management, the balance is positive: six out of every ten people surveyed regarded management as good, very good or normal, a figure which despite a three per cent drop compared to the previous editions reaffirms the upward trend in this parameter, which in June notched up the best rating since 2018
Majority backing for different measures
The survey shows that the majority of people (over 60%) support the different municipal measures rolled out in recent months.
Some 87.4% of those surveyed stated they were in favour, or very much in favour, of tougher fines for anti-social behaviour. The barometer was conducted a month before the final approval of the new by-law on coexistence, which among other things sets out harsher fines and new aggravating factors, plus alternative social measures to fines.
The connection of the tram systems in Av. Diagonal was supported by nearly 70% of those surveyed, while limits on the number of cruise ships making stops in Barcelona was backed by over 60% and solidarity cooperation with Palestinian cities by more than 61%.
Housing and insecurity as the main problems
Housing is consolidated as the main problem, up by 3% compared to the last survey, reaching 32.8%. Public safety rated second with 25.2%. In third place, but with a significantly lower percentage (6.8%) came cleaning. Problems linked to immigration (6%) overtook tourism, which saw a notable drop from 5.7% to 4.1%.
Ratings for political leaders
The Mayor, Jaume Collboni, ranked well compared to the rest of the political representatives. The leaders of the different municipal groups ranked as follows:

- Jordi Martí Galbis (Junts×BCN): 5.2
- Janet Sanz (BComú): 4.7
- Daniel Sirera (PP): 3.4
- Gonzalo de Oro-Pulido (Vox): 2.5
Some 43.2% of those surveyed are unsure how to vote next time or did not want to answer the question. Voting intentions for the PSC came out at 12.1%, two tenths higher than the results obtained in the election in 2023. They were followed by the ERC (7.8%) and BComú (6.9%), Aliança Catalana would gain representation on the City Council for the first time as the fourth strongest group (3.9%), ahead of Junts×BCN (3,4%). People’s voting preferences also included the PP (2.4%), the CUP (2.3%) and Vox (2.1%).
