New plan to improve employment for people with disabilities
The Quality Employment Promotion Plan for People with Disabilities 2025–2027 aims to support nearly 4,000 individuals, with a budget of 8.2 million euros. It sets out a roadmap with seven key objectives and approximately 50 targeted initiatives. The plan forms part of the 2021–2030 Barcelona Agreement for Quality Employment, and its implementation is overseen by Barcelona Activa and the Municipal Institute for People with Disabilities.

People with disabilities account for 3.1% of the working population and 2.8% of employed workers. Their activity rate is 37.1%, which is less than half that of the general population, while their employment rate is 30.5%, which is 2.5 times lower. A gap can also be found in salaries, with a wage difference of 25.1%.
The strategy seeks to improve access to mainstream municipal employment services and entrepreneurship support programmes. It also aims to strengthen municipal collaboration and coordination with third-sector organisations, key economic and social stakeholders and other public administrations.
The roadmap is structured around seven main objectives to be implemented over the next two years through 54 active employment policy measures, including 31 service portfolio initiatives and 23 targeted or positive action projects. The objectives are:
- Equal opportunities and non-discrimination
- Personalised support
- Improved education and professional qualifications
- Links and channels with mainstream companies
- Public procurement and social and business development of special employment centres with social initiatives, as well as work-integration companies
- Collaborative partnerships among organisations supporting people with disabilities
- Employment in public administration and municipal public companies
Specific planned measures include creating a protocol to ensure universal accessibility across Barcelona Activa’s portfolio of mainstream services, programmes and facilities. The plan also involves expanding the range of grants aimed at generating quality employment through Crea Feina Inclusiva, a programme targeting individuals facing social exclusion.
