The Night Council puts forward its proposals for Barcelona
Priority will be given to preventive measures, with special attention to groups such as young people, women, LGBTI people and the elderly, providing mediation at night, safe routes, purple points and joint responsibility in night-life venues. The idea is also to redesign public transport at night to respond to real mobility in the city and to introduce changes in regulations for cultural events and operating permits to generate a more inclusive, balanced and accessible range of night-time options.
The government measure “Initiatives for comprehensive night management 2025-2027” sets out all these suggestions and aims to improve management at night right across the board, with the help of nearly a hundred city stakeholders and operators.
Revision of regulations
One of the main proposals is a revision of the Act on public shows to specifically include cultural events as an essential activity for personal and social development.
The intention is also to revise and update municipal regulations on noise and include subsidies and funding for thermal and noise insulation in housing which needs renovating or which doesn’t meet current standards.
As an urban planning measure, the City Council will study the creation of the figure of an agent for change as a body to act on urban planning in the city and help towards coexistence and the protection of existing cultural, musical and leisure activity in urban environments experiencing growth.
Preventive measures
In terms of safety and coexistence, existing policies on preventing harassment and sexual violence around leisure activities will be strengthened. The general rollout of purple points will continue, along with the “We won’t keep quiet” protocol for night-life premises, staff and those attending events and leisure areas at night, to detect and eradicate these types of aggression.
At the same time, there will be a boost for night-time mediation services in all districts, with more safe routes to be added and City Police to patrol usual routes between night-life establishments and public transport stops.
Transport and diversification
Transport is precisely one of the things the Night Council wishes to rethink, to make it safer, more accessible and sustainable. In this respect, the improvement of the Nitbús service and the reorganisation of pick-up areas for taxis are already under way.
The Night Council also notes the need to diversify options at night to generate more inclusive and balanced experiences.
International network
The Night Office has started contacting other countries and cities which have similar night management initiatives, such as Amsterdam, Berlin, London and New York. In Barcelona, the Night Council is headed by the Mayor and the vice-chair is the Night Commissioner, with 97 stakeholders also forming part of it.
